Party and State leaders directly inspect and direct localities.
Faced with the serious consequences of floods, landslides, and inundation in the mountainous and midland provinces of the North, on September 12, leaders of the Party, State, and National Assembly directly inspected and directed the response and recovery work for floods and landslides in the localities.
General Secretary and President To Lam and the working delegation inspected flood and storm prevention work and visited and encouraged people in flooded and storm-hit areas in Truong Sinh commune, Son Duong district, Tuyen Quang province. Under the witness of General Secretary and President To Lam, the Central Committee of the Vietnam Fatherland Front presented 20 billion VND to support Tuyen Quang province to overcome the consequences of storm No. 3.
Prime Minister Pham Minh Chinh directly directed the response and recovery work for the consequences of floods, landslides and inundation in Yen Bai province, thanking the authorities, forces and people in the province for their cooperation and strict implementation of the Government's instructions. Up to now, Thac Ba Hydropower Plant has been safe; proactively minimizing damage caused by natural disasters.
The Prime Minister also went to the scene to encourage and urge the search and sharing forces, affirming his concern to do the best he could to stabilize the lives of families whose relatives died, went missing, lost property, livelihoods,... in the most horrific landslide in the country recently - That is Lang Nu village (Phuc Khanh commune, Bao Yen district, Lao Cai).
National Assembly Chairman Tran Thanh Man and the Central Working Group directly grasped the situation; supported and shared with the government and people of Thai Nguyen province. The National Assembly Chairman presented 200 gifts to encourage households in Phu Binh district directly affected by storm No. 3 and floods.
Secretary of the Party Central Committee, Chairman of the Central Inspection Commission Tran Cam Tu visited the scene of the flash flood in Lang Nu village, Phuc Khanh commune, Bao Yen district, Lao Cai province; Head of the Central Organizing Committee Le Minh Hung inspected flood prevention and control work in Ninh Binh.
Permanent Deputy Prime Minister Nguyen Hoa Binh inspected flood prevention and control work in Hung Yen and Ha Nam; Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son visited Cao Bang; Vice Chairman of the National Assembly Tran Quang Phuong visited Dien Bien; Deputy Prime Minister Tran Hong Ha inspected flood prevention and control work in Nam Dinh; Minister of Science and Technology Huynh Thanh Dat inspected the Hoa Binh Hydropower Plant.
At the destinations, the leaders of the Party, State and National Assembly sent their deepest condolences to the families, organizations and localities where people died, went missing, were injured and suffered damage due to storms, floods and landslides; commended the local Party committees and authorities for their determination to evacuate households from dangerous areas; and commended the people for strictly following the instructions of the authorities. The leaders of the Party, State and National Assembly also encouraged the forces that were clearing mud, washing houses, and cleaning the streets; requested the forces to mobilize all human resources, means and support so that people's lives could soon return to normal; hoped that the people would unite, "love and support each other", share difficulties and join hands to overcome the consequences of floods.

With the determination to minimize damage, mobilize all resources to support localities affected by storm No. 3 and floods to quickly stabilize people's lives, relief and support activities were widely deployed.
On the morning of September 12, Mi-171 helicopter number 3 made the first flight of Helicopter Regiment 916 of Division 371, Air Defense - Air Force, taking off from Hoa Lac airport to carry out rescue missions, rescue and transport necessities and life buoys to help people in flooded areas in Nguyen Binh district, Cao Bang province.
Governments of many countries and international organizations have supported people affected by storms and floods. The Australian Government supported 264 personal hygiene kits, 120 kitchen kits, 264 home repair kits, 600 blankets, 600 sleeping mats, 522 tarpaulins, and 360 mosquito nets. The ASEAN Coordinating Center for Humanitarian Assistance on Disaster Management (AHA) supported 2,002 household kits. The Japan International Cooperation Agency (JICA) supported 40 portable water purifiers and 200 multi-purpose plastic tarpaulins.
The United Nations Children's Fund (UNICEF) in Vietnam urgently transported 80,000 water purification tablets to the Thai Nguyen Provincial Center for Disease Control and 4,000 liters of water to Lao Cai Provincial Hospital.
The Japanese and Korean governments have decided to provide emergency aid of goods and materials to support the Vietnamese government in overcoming the consequences of storm No. 3.
Responding to the call of the Central Committee of the Vietnam Fatherland Front, on September 12, the Central Committee for Internal Affairs, the Office of the National Assembly, the Ministry of Science and Technology, the Ministry of Information and Communications... and many localities organized donations to support provinces and cities affected by storm No. 3 and floods.

According to Mr. Vu Anh Tuan, Deputy Head of Weather Forecast Department, National Center for Hydro-Meteorological Forecasting, from 3:30 p.m. to the night of September 12, the flood on the Red River in Hanoi will slowly decrease below alert level 2 and above alert level 1. From September 13 to 23, the weather in the Northern region tends to improve; mainly sunny days, some places have showers and thunderstorms in the evening.
However, local authorities and people in the Northern region need to pay close attention, although it is not raining, the risk of landslides is still very high in the coming days; especially in the mountainous provinces in the North because recently, this area has experienced a very heavy and prolonged rain, so the soil has become saturated.
On September 12, Chairman of Hanoi People's Committee Tran Sy Thanh signed Official Dispatch No. 16/CD-UBND on focusing on responding to major floods and ensuring the safety of dikes in the city.
To ensure the safety of the people, the functional forces of the capital have evacuated and relocated about 27,980 people in areas at risk of being affected by rain and floods to safe places. Along with that, Hanoi has deployed flood prevention and control, operated the sluice gates of regulating lakes such as: Dong Da, Bay Mau, Dam Chuoi... and key pumping stations...
In some localities, the evacuation of people continues with the motto of people's safety first and foremost. The functional forces of Hung Yen province used canoes and motorboats to weave through alleys, approach and bring over 12,000 people to safety; Thanh Hoa evacuated 936 households in areas at risk of flash floods and landslides; Bac Ninh evacuated over 650 households in residential areas outside the riverbank...
