Communiqué of the closing session of the 13th Central Conference, Session XIII

According to Official Dispatch No. 18155-CV/VPTW dated October 8, 2025 of the Party Central Office, on the morning of October 8, the 13th Conference of the 13th Party Central Committee held its closing session. Comrade Tran Thanh Man, Politburo member and Chairman of the National Assembly, chaired the Conference on behalf of the Politburo.

Comrade Nguyen Xuan Thang, Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council, presented the Politburo's report on the reception and explanation of 6 contents discussed by the Party Central Committee: (1) Draft Political Report to be submitted to the 14th National Party Congress, (2) Draft Report summarizing a number of theoretical and practical issues on the socialist-oriented renovation process over the past 40 years in Vietnam, (3) Draft Report summarizing 15 years of implementing the Party Charter to be submitted to the 14th National Party Congress, (4) Time, content and Program of the 14th National Party Congress, (5) Working regulations of the 14th National Party Congress, (6) Election regulations at the 14th National Party Congress.

Comrade Nguyen Hoa Binh , Politburo member, Permanent Deputy Prime Minister, on behalf of the Politburo, presented the Politburo's report on the reception and explanation of the 3 contents discussed by the Party Central Committee: (1) Report on the implementation of the 2025 socio -economic development plan, the projected 2026 socio-economic development plan, (2) Report on the assessment of the implementation of the 2025 State budget, the 2026 State budget estimate and the 3-year national financial and budget plan for 2026-2028, (3) The 5-year national financial and budget plan for the period 2026-2030.

The Party Central Committee discussed and gave opinions on the above contents and passed the Resolution of the 13th Central Conference. General Secretary To Lam delivered the closing speech of the Conference.

The Party Central Committee calls on the entire Party, people and army to join hands, unite, unite, and strive to overcome all difficulties and challenges, quickly overcome the consequences of natural disasters, storms and floods, restore and boost production and business, stabilize people's lives, ensure national defense and security, successfully complete the socio-economic development tasks in 2025, and successfully organize the Party Congresses of provinces, cities and centrally-run Party Committees towards the 14th National Congress of the Party.
