Message in the inaugural speech of new President To Lam

(Dan Tri) - Immediately after the oath-taking ceremony, new President To Lam delivered an inaugural speech containing many important messages.

On the morning of May 22, the National Assembly passed a resolution to elect the President for the 2021-2026 term. General To Lam, after being elected as President, immediately took the oath of office. In his inaugural speech, the new President thanked the National Assembly for their trust in electing and entrusting him with the important responsibility of President. He also thanked the Party Central Committee, General Secretary Nguyen Phu Trong, and other Party and State leaders for trusting him to take on this noble responsibility. "This is an honor, a great responsibility, and at the same time an opportunity to, together with the Central Committee, the Politburo, and the Secretariat, devote all our efforts and intelligence to serving the country and the people," the new President shared.

According to President To Lam, under the wise, talented and sensitive leadership of the Party, the drastic participation of the entire political system; the joint efforts and consensus of the people; the support and assistance of international friends, our country has never had such a foundation, potential, prestige and international position as today. General To Lam emphasized that these are extremely important premises for him to be able to successfully fulfill the responsibilities assigned to him as President. On the other hand, this also sets higher requirements and expectations in the new development stage to create new miracles. The new President pledged to seriously and fully perform the tasks and powers stipulated in the Constitution; actively carry out the domestic, foreign, national defense and security tasks of the country; together with the entire Party, the entire people, the entire army and organizations in the political system, promote to the highest level the spirit of "self-reliance, self-confidence, self-reliance, self-strengthening, national pride". General To Lam also affirmed that he will closely coordinate with relevant agencies, focusing on effectively implementing the tasks of building and perfecting laws; building the State in the new period; creating a modern, effective, advanced, and developed national governance system with a professional and modern administration and judiciary.

The President's commitment also aims to focus on building, consolidating and promoting the strength of the great national unity bloc in conjunction with implementing social progress and justice, improving the quality of life and happiness of the people. New President To Lam affirmed that he will work with the Central Executive Committee, the Politburo and the Secretariat to continue improving the leadership capacity, governing capacity and fighting strength of the Party; resolutely and persistently fight against corruption and negativity, prevent and repel degradation, "self-evolution", "self-transformation"; and tighten the close relationship between the Party and the people. Another goal he emphasized is to promote socialist democracy along with consolidating order and discipline; focus on leading the building of an advanced Vietnamese culture imbued with national identity, truly an endogenous resource and driving force for development; comprehensively and synchronously promote the cause of national innovation and modernization. The new President also shared his commitment to firmly and effectively implementing the foreign policy of multilateralization and diversification of foreign relations, imbued with the diplomatic identity of "Vietnam's bamboo tree", proactively and actively integrating into the international community; closely combining the Party's foreign affairs with state diplomacy and people-to-people diplomacy; promoting the strength of great national unity with the strength of the times, contributing to promoting and deepening the relationship between our country and other countries, especially neighboring countries, traditional friends and major countries. Maintaining a peaceful and stable environment; effectively handling, early and from afar, all challenges to the task of protecting the Fatherland; continuing to accumulate position and strength, consolidating Vietnam's role and position in world politics, the global economy and human civilization, is also a message shared by the new President.

General To Lam was born in 1957, in Van Giang district, Hung Yen province. He is a member of the Politburo of the 12th and 13th tenures; a member of the Party Central Committee of the 11th, 12th and 13th tenures; and a National Assembly delegate of the 14th and 15th tenures. After 5 years of studying at the People's Security University, Mr. To Lam became an officer of the Political Protection Department I, then held many positions in units of the Ministry of Public Security. During the period 1988-1993, he was Deputy Head and then Head of the Political Protection Department I, Ministry of Public Security. 4 years later, he held the positions of Deputy Director of the Political Protection Department I and then Director of the Political Protection Department III, Ministry of Public Security. From 2006 to 2009, Mr. Lam was Deputy Director General of the General Department of Security and then Deputy Director General in charge of the General Department of Security I, Ministry of Public Security. In 2007, he was promoted to Major General and 3 years later to Lieutenant General. In 2009, he assumed the role of Director General of the General Department of Security I, Ministry of Public Security and became Deputy Minister of Public Security in August 2010. After 6 years as Deputy Minister, he became Minister of Public Security in April 2016. Two years earlier, he was promoted to the rank of Senior Lieutenant General. In 2019, Mr. To Lam was promoted to the rank of General and has held the position of Minister of Public Security until now.
