Quang Ninh announces $2 billion complex tourism project in Van Don
The Quang Ninh Economic Zone Management Board has just announced a bidding project to select investors for the high-end complex tourism service area in Van Don Economic Zone, with a total area of over 244 hectares, of which 182 hectares are reserved for functional areas such as casinos, hotels, resort villas, parks and tourism services.
The project, located in Ao Tien area, Ha Long commune, has a total minimum investment capital of 2 billion USD, a maximum operation period of 70 years and a construction progress of 9 years.
The goal is to build a high-end tourism, resort, entertainment complex, and international event organization, including casinos, shopping centers, hotels, resorts, and high-quality sports and health care services.
However, allowing Vietnamese people to play in casinos is only possible when strict legal regulations are met.
Currently, Vietnam has 9 casinos operating legally nationwide, distributed in different localities. These casinos include Do Son in Hai Phong, Loi Lai, Hoang Gia, Hong Van in Quang Ninh, Lao Cai, Silver Shores in Da Nang, Ho Tram in Ba Ria - Vung Tau, Nam Hoi An in Quang Nam and Phu Quoc in Kien Giang.

Of these, Corona Phu Quoc Casino is the only project that allows Vietnamese people to participate since 2019. Vietnamese people must be 21 years old, have a minimum income of 10 million VND/month, have a clean record, and buy an entrance ticket of 1 million VND/day or 25 million VND/month. Other casinos only serve foreigners or Vietnamese people with foreign passports.
According to the financial report, Corona Phu Quoc casino achieved revenue of more than VND 1,130 billion in 2024, equivalent to VND 3 billion per day, down 64% compared to 2023. Gross profit reached about VND 605 billion, after the cost of goods sold decreased by 29% to VND 525 billion.
