The 6th Conference of Industry and Trade of 5 Central Cities - 2023 hosted by the Department of Industry and Trade of Hanoi City at Fortuna Hotel, Hanoi with the theme: "International integration promotes growth in import and export, industry and trade, services" for the period 2023 - 2025.
The conference aims to exchange and discuss new issues arising from development needs and state management practices, and reach consensus on viewpoints to propose recommendations to the Government and central ministries and branches to remove difficulties and have support mechanisms to create conditions for the 5 cities to promote their advantages; at the same time, build and shape connections and cooperation to develop the industry and trade sector between localities in the future.
Many positive achievements in industrial production, trade and import and export
According to information at the Conference, in the first 9 months of 2023, 5 centrally-run cities achieved positive achievements in industrial production, trade and import-export.
Regarding industrial production: The industrial production performance of the 5 cities maintained growth and was higher than the overall growth rate of the whole country. Specifically, the index of industrial production (IIP): Can Tho City increased by 3.27%, Hanoi City increased by 2.4%, Hai Phong City increased by 11.55%, Ho Chi Minh City increased by 2.8%, only Da Nang City had an IIP index decrease of 1.99%. (The national IIP index decreased by 0.4%).
Regarding trade: Trade activities in the 5 cities in the first 8 months of 2023 were still maintained at a fairly good growth rate. In the first 8 months of 2023, the total retail sales of goods and service revenue of the 5 centrally-run cities accounted for 38.33% of the country. Consumer markets with large proportions such as Ho Chi Minh City and Hanoi continued to recover, contributing significantly to the 10% growth in total retail sales of goods and service revenue of the country in the first 8 months of 2023, specifically: Can Tho City increased by 12.62%, Da Nang City increased by 20.2%, Hanoi City increased by 10.9%, Hai Phong City increased by 13.51%, Ho Chi Minh City increased by 7.6%.
Regarding import and export: The export turnover of 5 cities in the first 8 months of 2023 accounted for 24.8% of the total export turnover of the country (Da Nang City decreased by 14.1%; Hanoi City decreased by 3.8%; Hai Phong City decreased by 1%; Ho Chi Minh City decreased by 15.4%). 3/5 centrally-run cities (Hanoi City, Hai Phong City, Ho Chi Minh City) are in the Top 10 localities with the largest trade turnover and export turnover in the country. Of which, Ho Chi Minh City is the locality with the largest trade turnover of 63.4 billion USD, export turnover reaching 27.7 billion USD (Ho Chi Minh City is also the only locality out of 63 provinces and cities in Vietnam with a turnover of over 60 billion USD); followed by City. Hanoi with total trade turnover reaching 34.33 billion USD, of which export turnover reached 10.95 billion USD and Hai Phong City with total trade turnover reaching 29.13 billion USD, of which export turnover reached 15.59 billion USD.
Many difficulties and problems need to be resolved
At the Conference, many difficulties and problems were proposed by delegates from the provinces. Ms. Le Thi Kim Phuong - Director of the Department of Industry and Trade of Da Nang suggested: Currently, the Government has not issued relevant regulations on the management, use and exploitation of infrastructure assets of industrial clusters and commercial infrastructure, so the process of managing and exploiting public assets is still difficult. Therefore, the Department of Industry and Trade of Da Nang proposed that the Ministry of Industry and Trade soon advise on the development of a Decree guiding the management, use and exploitation of infrastructure assets in the field of Industry and Trade.
Also related to the development of industrial clusters, Ms. Tran Thi Phuong Lan - Acting Director of the Hanoi Department of Industry and Trade also requested the Ministry of Industry and Trade to soon submit to the Government a Decree replacing Decree No. 68/2017/ND-CP dated May 25, 2017; Decree No. 66/2020/ND-CP dated June 11, 2020 of the Government amending and supplementing a number of articles of Decree No. 68/2017/ND-CP dated May 25, 2017 on the management and development of industrial clusters.
In addition, the Hanoi Department of Industry and Trade also requested the Ministry of Industry and Trade to soon provide guidance on standards and develop technical and economic norms for public service using the state budget in the field of Industry and Trade so that public service units can effectively support and promote the development of industrial production and trade in the field of Industry and Trade.
Regarding the energy sector, the Hanoi Department of Industry and Trade and the Da Nang Department of Industry and Trade proposed that the Ministry of Industry and Trade soon issue regulations and guidelines on electricity operation licenses, electricity prices, technical standards for charging stations and fire prevention and fighting... for charging stations for electric cars and motorbikes.
In addition, the Ministry of Industry and Trade is requested to consult with the Ministry of Planning and Investment to consider and guide the application of a specific mechanism to shorten the time for implementing the investment policy approval process for key power projects that require land acquisition and allocation without auction or bidding. The Ministry of Industry and Trade is requested to promptly submit to the Government and the Prime Minister a new mechanism to continue developing solar power to take advantage of available energy sources; it is recommended that the Ministry of Planning and Investment provide guidance on the allocation of funds for the installation of self-generated and self-consumption rooftop solar power systems for projects using public investment capital, in order to encourage and promote the use of renewable energy according to the Government's policy.
Regarding trade, some localities are also currently stuck with some regulations on market management. The Hanoi Department of Industry and Trade and the Da Nang Department of Industry and Trade proposed that the Ministry of Industry and Trade soon submit to the Government a new Decree on market development and management to replace Decree No. 02/2003/ND-CP dated January 14, 2003 on market development and management and Decree No. 114/2009/ND-CP dated December 23, 2009 on amending and supplementing a number of articles of Decree No. 02/2003/ND-CP dated January 14, 2003 of the Government on market development and management, ensuring that there is sufficient legal basis for implementation.
The Hanoi Department of Industry and Trade also requested the Ministry of Industry and Trade to soon issue a Decision to replace Decision No. 1371/2004/QD-BTM of the Ministry of Industry and Trade to supplement a number of standards for a number of new business types such as convenience stores, outlets, wholesale centers, etc. to meet the requirements of management and development of new modern commercial types in cities.

At the Conference, delegates also requested the Ministry of Industry and Trade to direct representative agencies abroad to actively provide information on markets, especially important new-generation FTA markets such as EVFTA, CPTPP, RCEP... to promptly update businesses and associations on new regulations as well as market information and needs; Strengthen the organization for export and import enterprises to participate in dialogue conferences with foreign trade counselors in Vietnam and Vietnamese trade counselors abroad to promote the search for new export markets, in addition to maintaining traditional export markets.
Continue to synchronously deploy solutions
Speaking at the conference, Deputy Minister of Industry and Trade Phan Thi Thang emphasized: 2024 is a breakthrough year to strive to fulfill the goals of the 5-year socio-economic development plan 2021 - 2025 set by localities. Therefore, the Ministry of Industry and Trade recommends that localities, especially the Departments of Industry and Trade of 5 centrally-run cities, pay attention to implementing the following contents:
Firstly, continue to focus on promoting the synchronous, drastic and effective implementation of the tasks assigned in Resolution 01 of the Government. Focus on completing with quality and on time the tasks assigned in the Program for developing legal documents of the Industry and Trade sector in 2023, projects to amend and supplement Laws and strategies and plans for industry development. Focus on developing infrastructure in the Industry and Trade sector (industry, trade, energy). Link with localities in the region when implementing industrial and trade infrastructure projects, logistics, energy... to form regional and national product value chains.

Second, gradually shift the structure of the processing and manufacturing industry, high-tech industry, energy industry, mechanics, electronics, chemicals, construction and assembly industry, defense and security industry; supporting industry, industry serving agriculture and rural areas; clean energy, renewable energy and production of new materials; production of raw materials to provide input for domestic industrial production facilities.
Third, continue to pay attention to and prioritize resources for trade promotion and direct and create conditions for the Department of Industry and Trade and local trade promotion agencies to continue to coordinate with the Ministry of Industry and Trade to promote trade promotion activities.
Fourth , continue to promote exports, expand markets, create new orders to consume output products, and promote production for businesses. Fifth, continue to improve competitiveness, support businesses to exploit and develop the domestic market.
Sixth, promote reform, simplify administrative procedures, facilitate investment, production and business activities for enterprises.
