In Ba Na commune, Da Nang city, a new administrative unit formed from the merger of Hoa Ninh and Hoa Nhon communes, the working atmosphere was urgent and rhythmic right on the first morning. Here, many people came to do administrative procedures, mainly related to household registration, land and document certification.
The commune has arranged 9 administrative procedure counters with officers on duty to guide people in performing operations on electronic devices. Thanks to that, the process of receiving and processing documents on the first day of operating the new model went smoothly, without any congestion.

According to Mr. Nguyen Van Buu, Deputy Director of the Ba Na Commune Public Administration Service Center, on the first morning, the number of people coming to do paperwork at the center was very large due to the merger of communes. Anticipating this situation, the commune had previously focused on reviewing and supplementing facilities and equipment such as computer systems, internet access, and search machines to serve the people. At the same time, the center had organized a scientific and methodical force; assigned staff to guide and receive people's documents to ensure smooth operation.

As early as 7:30 a.m. on July 1, in Thanh Khe ward - the place with the highest population density in Da Nang city, the Public Administration Service Center welcomed a large number of people coming to do procedures related to household registration, land, and document certification.
In reality, the staff and civil servants at the working counters clearly demonstrated the spirit of "being close to the people, understanding the people, serving the people", in line with the spirit of two-level local government.


Next, in Hoa Khanh ward, the number of people coming to transact was also quite large. The local government arranged staff to guide and mobilized youth union members to support people in getting queue numbers and entering electronic data.

Mr. Tran Van The, Deputy Director of the Public Administration Service Center of Hoa Khanh Ward, said: The facilities at the center have been arranged stably, with 7 counters to receive documents. Of which, 2 counters are of the branch of the Land Use Rights Registration Office, which is a vertical agency located in the area, and 5 counters are for other procedures. The counters are staffed with 2 employees.
On the afternoon of July 1, CAND Newspaper reporters recorded at the One-Stop Department of the Da Nang City Administrative Center and the People's Committees of many wards and communes that administrative procedures were implemented smoothly and stably, creating trust for people and businesses right on the first day of operating the two-level local government model.
At Hai Chau Ward People's Committee, the number of people coming to do procedures is quite large but the procedures are still operated smoothly. Comrade Nguyen Van Duy, Chairman of the Ward People's Committee, said that the ward has expanded the Public Administration Service Center from 7 to 14 counters, organized training for officials and civil servants to master the procedures and confidently serve the people in the new context.
On the afternoon of July 1, CAND Newspaper reporters were present at the Public Administration Center in Dong Tien Ward, Thanh Hoa Province, to quickly record public activities there. Before the afternoon working hours, 6 officers of the Public Administration Center were present at their work locations.
According to the reporter's observation, the Dong Tien Ward Public Administration Center has an estimated area of about 100m2, with 6 citizen contact counters in different fields (land, construction, education , culture, health, civil status, justice, etc.). The room also has a guidance desk, a computer for using public services, a water dispenser, waiting chairs, etc.
Ms. Tran Thi Tam (born in 1983), residing in Dong Tien ward, said: "My parents gave me land as inheritance, the land-related procedures are quite complicated, but when I came here, the staff enthusiastically guided me through the steps to complete the documents quickly and without any obstacles." From now on, there will be no district level, other related procedures will be carried out at the ward People's Committee, this will be very convenient for people to travel and handle administrative procedures, Ms. Tam added.
Similarly, Ms. Nguyen Thi Dung (born in 1984), residing in Dong Tien ward, also expressed satisfaction when coming to Dong Tien ward Public Administration Center to complete the application for her biological mother to enjoy the support regime for the elderly over 80 years old.
“When I arrived, I presented my mother's ID card to the officer and was guided through the necessary procedures, signing and confirming... Everything was quick and smooth during the transaction process," said Ms. Dung.
Speaking to reporters, comrade Nguyen Thi Hien, Secretary of the Dong Tien Ward Party Committee, said: To facilitate people in administrative procedures, the Dong Tien Ward People's Committee has arranged 2 facilities to implement the Public Administration Center (at the old Thieu Giao Commune People's Committee headquarters and at the Dong Tien Commune People's Committee). On the first day of implementing the 2-level local government, all activities at the Public Administration Center were ensured to be smooth and uninterrupted, meeting all the needs of citizens, the Secretary of the Dong Tien Ward Party Committee added.
Quang Phu Ward, Thanh Hoa Province was merged with the following wards in terms of population and natural area: Quang Hung, Quang Phu, Quang Tam, Quang Thanh, Quang Dong and Quang Thinh. This is one of the wards with the largest area and population in Thanh Hoa Province. This morning, the Ward People's Committee held the first meeting, passing important Resolutions and Decisions to operate the new apparatus.
From early morning, people and organizations in need have come to the Quang Phu Ward Public Administration Service Center to carry out administrative procedures as usual. The Ward People's Committee has arranged a counter to receive citizens to handle administrative procedures quickly, effectively and smoothly.
With the slogan: “5 knows” (know how to listen to people; know how to speak so that people understand; know how to make people trust; know how to apologize; know how to thank); “3 nos” (no harassment; no avoiding responsibility; no being late in handling work”)… the staff of the Quang Phu Ward Public Administration Center did not disappoint the expectations of a new government of the people, by the people, for the people.
Previously, on the morning of July 1, comrade Nguyen Doan Anh - Secretary of Thanh Hoa Provincial Party Committee directly inspected the operation of the Party Committee and government in two communes of Hoang Loc and Quang Ninh.
Secretary Nguyen Doan Anh highly appreciated the spirit of service and work settlement of civil servants at the centers right from the first working day. “The commune-level public administrative service center is the department closest to the people, directly consulting, guiding, supervising, and urging the settlement of administrative procedures for people and businesses. Therefore, local authorities need to arrange qualified, professional staff with a warm attitude, and guide people carefully with the spirit of serving the people,” Secretary Nguyen Doan Anh emphasized.
