In the Directive, the Prime Minister requested ministries, agencies and localities to continue implementing tasks and solutions to promote domestic and foreign trade to boost trade activities in 2025, including: Promoting trade promotion activities to serve exports, increasing the market share of Vietnamese goods in traditional markets and markets with FTA/CEPA with Vietnam, while expanding and diversifying export markets, reducing dependence on some traditional markets with high risks.
Carry out trade promotion activities to import reasonably and effectively in accordance with production and business requirements. At the same time, promote domestic trade promotion, implement focused promotion programs, connect supply and demand, promote the campaign "Vietnamese people prioritize using Vietnamese goods", promote trade promotion activities and distribute goods via digital platforms, support the provision of market information, and provide legal advice to businesses to open up the domestic market.
Diversify trade promotion programs on a large scale, specializing in each industry.
In addition to the above general tasks, the Prime Minister also assigned specific tasks to each ministry, agency and locality. In particular, the Ministry of Industry and Trade presides over and closely coordinates with ministries, branches, localities and industry associations to implement national-level tasks and solutions on trade promotion to maintain export growth and ensure domestic supply and demand balance. Effectively implement and diversify large-scale, in-depth trade promotion programs for each industry in key markets such as the EU, the United States, China, Japan, Korea, ASEAN, India, the Middle East, Africa and Latin America... Strengthen the organization of trade promotion programs for Vietnamese products with strengths in markets with FTA/CEPA with Vietnam, niche markets and new markets such as the Halal product market, Saudi Arabia, Egypt, UAE, Brazil, North African market...etc. Strengthen trade promotion for high-tech products, especially in the fields of semiconductor technology, artificial intelligence, automation, machinery, equipment and components, and renewable energy.
The Ministry of Industry and Trade presides over and directs the implementation of trade promotion activities to develop the domestic market, including strengthening the implementation of regional and industry-linked trade promotion activities in the consumption of domestic products, national and regional trade fairs and exhibitions, developing models of "connecting supply and demand", "mobile Vietnamese goods fairs", "bringing Vietnamese goods to rural areas, industrial parks, and remote areas" to expand market coverage.
Effectively organize nationwide promotional programs during low consumption months and the end of the year with practical, creative forms that are suitable for new consumption trends, ensuring consumer rights according to the law.
Promote national cultural and tourism promotion activities combined with trade promotion
The Prime Minister requested the Ministry of Foreign Affairs to coordinate with the Ministry of Industry and Trade to study the possibility of establishing new Trade Promotion Offices in key markets to expand the system of trade promotion agencies and support Vietnamese enterprises in foreign markets.
The Ministry of Agriculture and Environment shall coordinate with the Ministry of Industry and Trade and localities to review and adjust the agricultural production structure to suit the needs of the domestic and export markets. Strengthen guidance for enterprises, cooperatives, and farming households to apply sustainable agricultural standards (VietGAP, GlobalGAP, etc.), traceability, and international standards to improve access to foreign markets. Guide enterprises and localities in applying green, clean, and sustainable environmental standards to meet the requirements of high-end markets and reduce risks from technical barriers and carbon taxes.
The Ministry of Culture, Sports and Tourism promotes national cultural and tourism promotion activities combined with trade promotion through international cultural, culinary and tourism events.
The State Bank of Vietnam directs credit institutions to simplify credit procedures to facilitate people and businesses to access bank credit capital.
The Ministry of Finance coordinates with the Ministry of Industry and Trade and relevant ministries and branches to review, arrange and increase financial resources for trade promotion activities and brand promotion for Vietnamese enterprises and export products.
Promoting digital transformation in trade promotion activities
The People's Committees of provinces and centrally run cities shall proactively coordinate with ministries, branches and industry associations to carry out trade promotion activities, develop markets, attract and expand production and business investment of enterprises... to create new production capacity, ensuring the supply of high-quality goods to meet the requirements of export markets and the needs of the domestic market.
Industry associations closely coordinate with the Ministry of Industry and Trade and other ministries, sectors and localities in implementing domestic and foreign trade promotion programs; proactively propose trade promotion contents according to industry characteristics to integrate into national programs.
Proactively participate in and promote digital transformation in industry trade promotion activities, including the application of e-commerce platforms, digital marketing logistics, and data analysis tools to support businesses in effectively reaching customers.
