Currently, Japan is the largest ODA donor, the second largest labor cooperation partner, the third largest investor, tourism partner, and the fourth largest trade partner of Vietnam.
The Prime Minister said that after more than 35 years of renovation, Vietnam has never had such a foundation, potential, prestige and international position as it does today. Vietnam builds the country based on three main pillars: socialist democracy, a socialist-oriented market economy, and a socialist rule-of-law state. Vietnam pursues an independent, self-reliant, diversified, and multilateral foreign policy; is a good friend, a reliable partner and a responsible member of the international community; builds an independent, self-reliant economy associated with proactive, active international integration, deeply, practically and effectively.
Along with that, Vietnam has made three strategic breakthroughs in institutional improvement, human resource training and infrastructure development; creating the best conditions to attract investment, creating favorable conditions for businesses to develop. Throughout that process, Vietnam has always taken people as the center, the subject, the goal, the driving force, and the resource for development; not sacrificing progress, social justice, social security, and the environment in exchange for mere economic growth.
The Prime Minister affirmed that Vietnam always listens to understand and solve practical problems appropriately and effectively, including those of businesses. Vietnam continues to prioritize macroeconomic stability, inflation control, ensuring major balances, promoting growth; prioritizing the three growth drivers: consumption, investment and export.
On that basis, the Prime Minister suggested that Japanese enterprises continue to invest in Vietnam, focusing on the fields of innovation, digital economy, green economy, circular economy, climate change response, knowledge economy, etc.; support Vietnamese enterprises to participate in the global supply chain; support Vietnam in technology, capital, governance, human resource training, institution building, etc. to achieve the goal of reducing emissions to zero by 2050.
The Prime Minister acknowledged the opinions of businesses and said that the Government has also directed ministries, branches and localities to implement these issues, remove difficulties and create favorable conditions for business development, including Japanese businesses.
Prime Minister Pham Minh Chinh emphasized: “We have cooperated, shared, determined, tried and succeeded, so we will continue to promote cooperation, sharing, determination, trying and succeed even more in new conditions; contributing to fostering the Vietnam - Japan extensive strategic partnership to be increasingly practical and effective.”
