Prime Minister Pham Minh Chinh inspects the progress of the Cao Lanh

Dong Thap provincial leaders reported the project progress to Prime Minister Pham Minh Chinh.

The Cao Lanh - An Huu Expressway Construction Project Phase 1 was approved by the Prime Minister for Investment Policy in Decision 769/QD-TTg dated June 24, 2022 and approved for adjustment of investment policy in Decision 1640/QD-TTg dated December 19, 2023. The preliminary total investment is 7,496 billion VND, including 2 component projects. The project implementation period is from 2022 - 2027.

Component project 1 is about 16 km long, with a preliminary total investment of VND 3,640 billion. Component project 2 is about 11.45 km long, with a preliminary total investment of VND 3,856 billion.

Prime Minister Pham Minh Chinh inspected the construction site of the Cao Lanh - An Huu Expressway Construction Project Phase 1 at the intersection of Provincial Road 850 (intersection between Component Project 1 and Component Project 2).

Component 1 project started on June 25, 2023, including 16 packages. The contractor has mobilized more than 300 engineers and workers, over 140 pieces of equipment to organize the construction. The road section is being filled with sand layer 2 for 13.15/13.15 km. Particularly, the bridge section will build 19 bridges, with a total length of 2.6 km. By the end of August 2025, the project will complete the entire bridge section.

Component 2 project was implemented on August 27, 2024. The project's cumulative disbursement to date is VND 2,338/2,941 billion, reaching 79.49%.

Prime Minister Pham Minh Chinh commended and encouraged the investor of Component Project 2 to continue to speed up and shorten the construction progress.

Currently, the joint venture of contractors is implementing 40 construction projects. For the route, contractors are constructing service roads, filling sand, installing wicks and filling with load to treat weak soil. For the bridge construction, contractors continue to test pile driving, mass pile driving, construct substructures, produce beams, install beams; and construct continuous floor beams (treating weak soil with engineering solutions). The value of completed construction up to July 20 is about 944.83/2,368 billion VND, accounting for 39.9% of the construction value.

During the inspection, Prime Minister Pham Minh Chinh requested that Component Project 1 must be technically opened to traffic by December 19, 2025 and Component Project 2 must be technically opened to traffic by April 30, 2026.

Regarding Dong Thap province's proposal to add capital to the project, the Prime Minister agreed to add VND500 billion to Component Project 1 in 2025 and VND1,500 billion to put Component Project 2 into technical operation on April 30, 2026. Regarding the proposal to support stone supply for the project, the Prime Minister agreed to expand the stone mining reserves in An Giang province to supply the project.

The Prime Minister requested the investor and contractors to focus on speeding up the project progress, “only discuss, not discuss backward”. Dong Thap province proposed to the Government to implement the investment in phase 2 of the project.
