Prime Minister Pham Minh Chinh assigned Deputy Prime Ministers to direct the implementation of a number of key and urgent tasks.
The document clearly states: To strengthen monitoring, urging and inspecting the implementation of tasks assigned by the Government and the Prime Minister, striving to exceed the goals, targets and tasks of the socio -economic development plan and the state budget estimate, especially the growth target of 8% or more in 2025; in the spirit of thoroughly grasping and seriously and promptly implementing the conclusions of key leaders, the Prime Minister assigned Deputy Prime Ministers to direct the implementation of a number of key and urgent tasks as follows:
1- Permanent Deputy Prime Minister Nguyen Hoa Binh directed:
- Resolve difficulties and problems of backlogged projects according to Decision No. 751/QD-TTg dated April 11, 2025 of the Prime Minister.
- The Ministry of Home Affairs researches and develops mechanisms and policies to discover, seek, attract and make use of talents, and reports to the Prime Minister in July 2025.
2- Deputy Prime Minister Tran Hong Ha directed:
- The Ministry of Agriculture and Environment and the Government Office review the work and tasks related to preventing, combating and overcoming the consequences of natural disasters in the upcoming storm season, urgently submit to the Prime Minister for issuance of an Official Dispatch before June 25, 2025 for overall direction.
- The Ministry of Construction reviews issues related to land and the real estate market to study and propose amendments and supplements to relevant regulations in the Land Law, the Law on Real Estate Business, the Housing Law, etc.; report to the Government and the Prime Minister in July 2025 to report to competent authorities.
- The implementation of the Lao Cai - Hanoi - Hai Phong railway project ensures the construction progress to start on December 19, 2025.
3- Deputy Prime Minister Le Thanh Long directed:
- The Ministry of Health shall strengthen state management in the fields of pharmaceuticals and food safety; preside over and coordinate with relevant ministries and agencies to urgently complete the dossier to submit to the Politburo to issue a Resolution on breakthroughs in public health care, meeting the requirements of national development in the new era to report to competent authorities as prescribed.

4- Deputy Prime Minister Ho Duc Phoc directed:
The Ministry of Finance studies and proposes amendments and supplements to the State Budget Law to remove obstacles and difficulties arising from practice; presides over and coordinates with agencies to strengthen communication work on newly issued tax laws and regulations so that people and businesses can clearly understand and strictly implement them, avoiding communication crises and stagnation of production and business activities.
5- Deputy Prime Minister Bui Thanh Son directed:
The National Steering Committee 389, relevant ministries and agencies shall strengthen the work of preventing and combating smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights; in the immediate future, focus on the fight to prevent and repel smuggling, trade fraud, counterfeit goods, infringement of intellectual property rights, and the production and trade of fake milk, medicine, food, and functional foods.
6- Deputy Prime Minister Nguyen Chi Dung directed the Ministry of Finance:
- Develop a State economic development project and report to the Government and Prime Minister before June 24, 2025 for reporting to competent authorities.
- Urgently receive, explain, and revise the Law amending and supplementing a number of articles of the Law on Planning to submit to the National Assembly for consideration and approval at the 9th Session, ensuring feasibility, effectiveness, unity, and synchronization of the legal system.
7- Deputy Prime Minister Mai Van Chinh directed:
The Ministry of Culture, Sports and Tourism has completed the draft Project to organize the Exhibition of Socio-Economic Achievements on the occasion of the 80th anniversary of National Day to ensure the organization of the Exhibition is on schedule, of high quality, effective, meaningful and safe.
8- Propose to Deputy Prime Ministers:
- Direct relevant ministries and agencies to proactively study the opinions discussed in groups, hot, current, important issues within the scope of the sector, state management that are of interest to National Assembly deputies and voters, proactively prepare the content of reports, explanations, and clarifications at the discussion session in the hall on socio-economics, state budget and the question-and-answer session of National Assembly deputies. Continue to work with the National Assembly Committees to complete and revise the Laws passed by the National Assembly at the 9th Session.
- Direct ministries, agencies and localities to urgently focus on implementing drastic, timely, appropriate and effective solutions to promote disbursement of public investment capital in 2025, striving to disburse 100% of the plan assigned by the Prime Minister, contributing to promoting growth, stabilizing the macro economy, and ensuring major balances of the economy.
- Spend time working directly with ministries, agencies, and localities to promote production and business, public investment, infrastructure construction, import and export... and other issues in each locality; inspect the implementation of important national projects and works, key transport sector projects within the scope and fields assigned to monitor and direct; announce 2-level local government as assigned by the Politburo and Secretariat./.
