Strengthening the personnel of the State Steering Committee for important national projects and works, key to the transport sector
Prime Minister Pham Minh Chinh has just signed Decision No. 817/QD-TTg dated July 7, 2023, supplementing the list of projects and perfecting the State Steering Committee for important national projects and key works of the Transport sector.
Specifically, The Prime Minister added the Ho Chi Minh City - Moc Bai Expressway Construction Investment Project to the list of important national projects and key projects of the Transport sector stated in Article 1 of Decision No. 884-QD-TTg dated July 23, 2022.
At the same time, the Prime Minister decided to complete the membership of the State Steering Committee for important national projects and works, key to the Transport sector as stated in Clause 3, Article 3 of Decision No. 884/QD-TTg dated July 23, 2022.
Accordingly, comrade Do Thanh Trung, Deputy Minister of Planning and Investment, member of the Steering Committee, replaces comrade Nguyen Thi Bich Ngoc, Deputy Minister of Planning and Investment.
Appoint comrade Nguyen Thanh Ngoc, Chairman of Tay Ninh Provincial People's Committee, as a member of the Steering Committee.
Establishment of the Institute of Environmental, Marine and Island Sciences under the Ministry of Natural Resources and Environment
Deputy Prime Minister Tran Hong Ha has just signed Decision 815/QD-TTg dated July 7, 2023 to establish the Institute of Environmental, Marine and Island Sciences under the Ministry of Natural Resources and Environment.
Specifically, the Institute of Environmental, Sea and Island Sciences under the Ministry of Natural Resources and Environment will be established on the basis of reorganizing the Institute of Environmental Sciences under the General Department of Environment and the Institute of Sea and Island Research under the General Department of Vietnam Seas and Islands.
The Institute of Environmental, Sea and Island Sciences has the function of conducting basic and applied research, developing technology on the environment, sea and islands to serve state management of the environment, sea and islands; and performing scientific and technological services on the environment, sea and islands according to the provisions of law.
The Institute of Environmental, Sea and Island Sciences has legal status, its own seal and account; headquartered in Hanoi city.
The Institute of Environmental, Sea and Island Sciences is a public service unit that partially self-insures its regular expenses.
The Minister of Natural Resources and Environment specifies the functions, tasks, powers and organizational structure of the Institute of Environmental, Sea and Island Sciences.
The Prime Minister established a Steering Committee to summarize 10 years of implementing Resolution 24-NQ/TW.
Prime Minister Pham Minh Chinh has just signed Decision No. 796/QD-TTg to establish a Steering Committee to review 10 years of implementing Resolution 24-NQ/TW of the 11th Central Executive Committee on proactively responding to climate change, strengthening resource management and environmental protection.
Accordingly, the Head of the Steering Committee is Deputy Prime Minister Tran Hong Ha.
The Deputy Heads of the Committee include: Comrade Dang Quoc Khanh, Minister of Natural Resources and Environment; Comrade Nguyen Duy Hung, Deputy Head of the Central Economic Committee.
The members include the following comrades:
- Vo Tuan Nhan, Deputy Minister of Natural Resources and Environment;
- Vu Thanh Mai, Deputy Head of the Central Propaganda Department;

The Steering Committee is responsible for organizing the summary and development of the Project to summarize 10 years of implementing Resolution 24-NQ/TW of the 11th Central Executive Committee on proactively responding to climate change, strengthening resource management and environmental protection; reporting to the Secretary of the Party Committee of the Government, the Prime Minister; and submitting to the Politburo before October 1, 2023.
The Ministry of Natural Resources and Environment is the standing agency assisting the Steering Committee in implementing the development of the Summary Project.
The Minister of Natural Resources and Environment, Deputy Head of the Steering Committee, decided to establish an Editorial Team to develop the Project, issue a Summary Plan and a Report Outline to ensure requirements on quality and progress.
Prime Minister appoints Head of Government Negotiation Delegation on international economy and trade
Prime Minister Pham Minh Chinh has just signed Decision No. 797/QD-TTg dated July 4, 2023 appointing the Head of the Government Negotiation Delegation on international economics and trade.
Specifically, the Prime Minister appointed Mr. Nguyen Sinh Nhat Tan, Deputy Minister of Industry and Trade, concurrently Head of the Government Negotiation Delegation on international economics and trade, to replace Mr. Tran Quoc Khanh, who has retired according to the regime.
The Government Negotiation Delegation on International Economic and Trade is the agency that assists the Prime Minister in conducting international negotiations on economic and trade; and is the official spokesperson on the implementation of Vietnam's international economic and trade commitments.
The main tasks of the Negotiation Delegation are: Protecting and enhancing Vietnam's economic and international trade interests in the international arena; presiding over and coordinating with relevant ministries and agencies to develop strategies and negotiation plans within the framework of the World Trade Organization (WTO), ASEAN, APEC, ASEM, bilateral and multilateral agreements and arrangements related to market opening; negotiating and mobilizing countries to recognize Vietnam as a market economy, according to the assignment and direction of the Minister of Industry and Trade; monitoring and urging the implementation of Vietnam's international economic and trade commitments.

The Head of the Government Negotiation Delegation on International Economy and Trade is the Deputy Minister of Industry and Trade, appointed by the Prime Minister at the proposal of the Minister of Industry and Trade.
The Deputy Heads of Delegation and members of the delegation are Department-level officials of a number of Ministries and agencies directly related to a number of key areas and negotiation contents.
The Prime Minister issued a list of public service units under the Ministry of Justice.
Deputy Prime Minister Tran Luu Quang signed Decision 792/QD-TTg dated July 4, 2023 promulgating the list of public service units under the Ministry of Justice.
Specifically, 5 public service units under the Ministry of Justice include:
1- Hanoi Law University.
2- Justice Publishing House.
3- Northern College of Law.
4- Central College of Law.
5- Southern College of Law.
This Decision takes effect from the date of signing and promulgation; replaces Decision No. 1902/QD-TTg dated November 29, 2017 of the Prime Minister promulgating the list of public service units under the Ministry of Justice.
