Prime Minister: determined to complete the target of disbursing public investment capital by 2025

According to the report at the Conference, during this term, the entire Party, the entire political system, the entire army and the entire people have focused on implementing many solutions to increase revenue, save expenditure, and allocate resources for development investment. Total public investment capital for the entire term increased by 55% compared to the previous term. In 2025 alone, the total public investment capital is about 1.11 million billion VND, striving to disburse 100%, contributing to promoting economic development and growth.

As of October 16, the disbursement rate of public investment capital in 2025 reached about 51%, equivalent to nearly 455 trillion VND. Notably, there are 09 ministries, central agencies and 16 localities with disbursement rates higher than the national average, including Tay Ninh province.

At the conference, delegates raised many difficulties and obstacles that have slowed down the disbursement progress, such as the arrangement and reorganization of administrative units; mechanisms, legal policies and implementation guidelines are not yet consistent. Opinions focused on proposing key, breakthrough solutions to improve institutions, promptly remove bottlenecks, and aim to complete the target of disbursing 100% of public investment capital in 2025.

In his concluding remarks, Prime Minister Pham Minh Chinh requested ministries, branches and localities to work with a spirit of urgency to ensure the progress of disbursement of public investment capital. At the same time, it is necessary to tighten discipline and order; strictly handle organizations and individuals who cause difficulties, obstacles and lack responsibility during the implementation process.

Units regularly review, adjust and transfer capital between projects to ensure efficiency, transparency and progress, making an important contribution to economic growth, macroeconomic stability and sustainable development.

Prime Minister Pham Minh Chinh emphasized: “In the context that the whole country is carrying out many important tasks with a large workload, I request that leaders of ministries, branches, agencies and localities continue to promote their sense of responsibility towards the nation, the people and the nation; focus on directing and organizing the disbursement of public investment, contributing to promoting socio-economic development and improving the material and spiritual life of the people”./.
