According to the report of the Ministry of Finance , the total capital in 2025 approved by the National Assembly is about 829,365.42 billion VND, of which 825,922.26 billion VND has been allocated to ministries, central agencies and localities. By April 30, ministries, central agencies and localities had allocated and assigned detailed capital investment plans for 2025 for the list of tasks and projects of nearly 818,000 billion VND, reaching 99% of the plan assigned by the Prime Minister. The disbursement rate of public investment capital from the beginning of the year to April 30 reached 15.56% of the plan assigned by the Prime Minister. There are 10 ministries, central agencies and 35 localities with disbursement rates higher than the national average. Some ministries, central agencies and localities have disbursement rates of over 20%. However, there are still some ministries, central and local agencies that have not disbursed or have disbursed very little.
Based on the report content as well as the practice of each unit and locality, representatives of ministries, branches and localities analyzed and clarified the advantages, difficulties and obstacles in the process of disbursing public investment capital. At the same time, they shared experiences, proposed solutions and expressed their determination to promote the completion of the goals and plans for disbursing public investment capital in 2025.
Concluding the conference, Prime Minister Pham Minh Chinh emphasized: Public investment is always identified as an important political task, playing a key role in socio-economic development, ensuring national defense and security and political stability; creating a foundation for socio-economic infrastructure development, playing the role of "opening the way", clearing bottlenecks, creating new momentum and new development space.
The Prime Minister commended ministries, branches, units and localities with good results in disbursing public investment capital; commended the contributions of collectives, individuals and people to public investment activities. At the same time, he requested ministries, central agencies and localities with poor results in disbursing public investment capital to seriously review and learn from experience, analyze the causes, clarify the responsibilities of relevant collectives and individuals, and thereby propose solutions to improve the disbursement activities of their units. In the process of performing assigned tasks, each task must be done properly, each task must be completed, and must be focused and key. When assigning tasks, it is necessary to thoroughly grasp the motto of "6 clear": clear people, clear work, clear time, clear responsibility, clear authority and clear results.
The Prime Minister assigned specific tasks to central ministries, branches, and localities in performing tasks related to perfecting institutions and policies; site clearance; raw material sources; planning work... Requiring ministries, branches, and localities, based on their functions and authority, to focus on leading, directing, closely monitoring, urging, inspecting, and removing difficulties and obstacles right at the locality, unit, and project site to create a premise to promote public investment disbursement activities to achieve the set goals and plans. Government working groups continue to inspect and urge ministries, central agencies, and localities to promote public investment disbursement.
