Transport connections are accelerated
The talks took place right after the welcoming ceremony, in which Prime Minister Pham Minh Chinh and Chinese Prime Minister Li Qiang were both pleased with the important and encouraging results in the friendship and cooperation between the two countries in recent times.
In which, the two leaders assessed that strategic connectivity, especially traffic connectivity, was accelerated.

Substantive cooperation in various fields has achieved concrete results with bilateral trade turnover increasing by 21.9% in the first 9 months of 2024.
Tourism cooperation has recovered strongly, with the number of Chinese tourists to Vietnam in the first 9 months of the year reaching 2.7 million, exceeding the total for the whole year of 2023. Cooperation between localities has been vibrant, with closer and more effective multilateral coordination.
Prime Minister Li Qiang stressed that China highly values its relations with Vietnam and always considers Vietnam a priority in China's neighborly diplomacy.
Cooperation in developing modern railway industry
Discussing future cooperation, Prime Minister Pham Minh Chinh suggested that both sides speed up the completion of procedures to soon open the Vietnamese Consulate General in Chongqing, further promoting trade cooperation.
China continues to open its market to high-quality agricultural products from Vietnam such as citrus fruits, grapefruit, avocado, custard apple, rose apple, oriental medicinal herbs of plant origin, buffalo meat, beef, pork, products from livestock and poultry, and farmed lobsters from Vietnam.

At the same time, it is proposed that Beijing create conditions for Vietnam to establish a Vietnam Trade Promotion Office in Haikou in 2024 and establish Vietnam Trade Promotion Offices in Chengdu (Sichuan) and Nanjing (Jiangsu) in the coming time, improve customs clearance efficiency at border gates, and promote upgrading "soft connections" on smart customs.
Discussing in depth about transport connectivity, Prime Minister Pham Minh Chinh suggested that the two sides coordinate to effectively implement signed documents on railway cooperation and cooperate in developing the modern railway industry.
He also hopes that China will provide preferential loans, transfer technology, and support Vietnam in training human resources to deploy three standard gauge railway lines connecting northern localities of Vietnam with China, including: Lao Cai - Hanoi - Hai Phong, Lang Son - Hanoi, Mong Cai - Ha Long - Hai Phong.
Regarding investment cooperation, the Prime Minister suggested that the two sides cooperate to implement large-scale, high-tech projects that are symbolic of bilateral relations in areas where China has strengths and Vietnam has needs, such as renewable energy, supporting industries, electric cars, international financial centers, free trade zones, smart cities, digital economy, green economy, and circular economy.
Prime Minister Pham Minh Chinh also suggested that the two sides promote cooperation in finance, banking, science and technology, education, culture, tourism, environment, increase sharing of meteorological, hydrological and water resources data on trans-border rivers, and cooperate in managing and sustainably and effectively using water resources of the Mekong - Lancang River.
In addition, promoting stronger tourism recovery cooperation, creating conditions for Vietnamese airlines to extend and grant additional take-off and landing times at Chinese airports.
Chinese Premier Proposes More Two-Way Flights
Agreeing with and appreciating the cooperation proposals of Prime Minister Pham Minh Chinh, Prime Minister Li Cuong affirmed his readiness to work with Vietnam to strengthen the political foundation, deepen substantive cooperation, and continue to further open the market for Vietnamese goods, especially high-quality agricultural, aquatic and fruit products.
Prime Minister Li Qiang suggested that the two sides strengthen strategic connectivity, especially in transport infrastructure; promote economic-trade and investment cooperation, especially in the fields of production, manufacturing, agriculture, and maintain supply chains and production chains.

Along with that is vocational training cooperation; expanding financial-monetary cooperation; making practical cooperation between the two countries increasingly effective and practical, supporting the enhancement of tourism cooperation, local exchanges, and opening more two-way flights.
Satisfactorily manage disagreements and find fundamental and long-term solutions
Regarding maritime issues, the two sides exchanged sincere and frank opinions and agreed to continue to strictly implement the high-level common perception and the Agreement on basic principles guiding the settlement of maritime issues between Vietnam and China.
The two sides will properly control differences, actively seek fundamental and long-term solutions that are acceptable to both sides in accordance with the Agreement on the guiding principles for resolving maritime issues between Vietnam and China, international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS), take no action that complicates the situation, and jointly maintain stability at sea; effectively implement negotiation mechanisms on maritime issues, actively carry out cooperation in less sensitive areas and cooperate in search and rescue at sea.

Prime Minister Pham Minh Chinh suggested that both sides respect each other's legitimate rights and interests and resolve disputes and disagreements by peaceful means, in accordance with international law, especially the 1982 UNCLOS.
Regarding the issue of fishing boats and fishermen, he suggested that both sides handle it properly in accordance with the friendly relations between the two countries, not allowing the East Sea issue to affect political trust between the two sides and hurt the feelings and trust of the people of the two countries.
At the end of the talks, the two Prime Ministers witnessed the exchange of 10 cooperation documents in the fields of transport connectivity, customs, people's livelihood, education, agricultural trade, press and media, banking, etc.
