After listening to the Summary Report of the 2022-2023 school year, the direction and tasks for the 2023-2024 school year of the Ministry of Education and Training (MOET), and some opinions from localities and central agencies, Prime Minister Pham Minh Chinh gave a speech.

Equip students with comprehensive capacity and qualities

Prime Minister Pham Minh Chinh acknowledged: "Education and training continue to be innovated and have made progress in recent times. Fundamental and comprehensive innovation in education and training according to Resolution 29 has been actively implemented and initially effective."

In addition, the national education system is increasingly improved, approaching international standards. The quality of education at all levels continues to be strengthened and maintained.

The work of testing, checking and evaluating learning outcomes is more practical and effective, especially the organization of the High School Graduation Exam and University Admissions is carried out seriously, fairly and creates favorable conditions for candidates and their families, reducing pressure and costs for society...

Besides the achievements, the Prime Minister frankly pointed out some shortcomings and limitations that need to be focused on overcoming in the coming time.

In particular, the work of perfecting institutions and creating a legal corridor for educational innovation and training implementation is still slow, not meeting the practical development requirements of domestic education and the trend of international integration, especially for university autonomy.

The implementation of the general education program and textbooks still has some shortcomings; the planning of the educational facility network in some localities is not suitable; there is still a shortage of schools and classes in some urban areas, industrial parks, export processing zones, remote areas, and ethnic minority areas.

The Prime Minister also pointed out the reality that the conditions of facilities and teaching equipment have not met the requirements; in some localities there are still temporary classrooms; there is a lack of functional rooms and minimum teaching equipment; the problem of toilets in schools is still inadequate.

There is still a local surplus or shortage of teachers, and inadequacies between levels and localities; many localities have not yet ensured the required number of teachers, especially preschool teachers and teachers to implement the new education program.

Policies and benefits are still inadequate, unattractive, and difficult to attract and retain teachers, especially high-quality human resources in big cities or difficult areas.

From there, Prime Minister Pham Minh Chinh emphasized the need to adhere to the ideology: taking students as the center, schools as the foundation, teachers as the driving force; effectively operating the relationship "School, Students, and Teachers"; strongly innovating the thinking from equipping knowledge to equipping students with comprehensive capacity and qualities.

After analyzing the causes of the shortcomings and limitations, the Prime Minister requested ministries, branches, agencies and localities to continue to review, promptly amend and supplement institutions, mechanisms and policies, and perfect a favorable legal corridor to implement educational and training innovation.

At the same time, improve the effectiveness and efficiency of state management of education, in which priority is given to developing the Law on Teachers; Planning the network of higher education and pedagogical institutions for the period 2021 - 2030, with a vision to 2050 and soon announcing the High School Graduation Exam Plan according to the 2018 General Education Program.

It is necessary to continue to innovate the high school graduation exam and recognition, ensuring seriousness, simplicity, reducing pressure but still improving quality.

Develop, amend and supplement appropriate policies and remuneration regimes for teachers; have financial solutions to support teachers in remote areas and preschool teachers; upgrade and supplement facilities and teaching equipment to ensure effectiveness and suitability to practical requirements.

Improve the quality of teacher training and training courses for teachers and general education managers on content, innovation in teaching methods, and innovation in education quality assessment methods according to the 2018 General Education Program.

From there, Prime Minister Pham Minh Chinh assigned specific tasks to ministries and branches; in which, the Ministry of Education and Training was required to preside over and coordinate with localities to organize a summary of 10 years of implementing Resolution 29 of the Central Committee to ensure seriousness, objectivity, and closeness to reality, as a basis for advising the Politburo to issue directive documents to create breakthroughs in education and training innovation in the spirit of Resolution of the 13th National Congress.

At the same time, the Prime Minister suggested a number of issues that need to be implemented in the new school year: "Resolutely do not let drugs enter schools, overcome school violence. Curriculum and textbooks need to continue to be innovated but also need to be standardized and develop steadily."

Along with that, we need to focus on improving the quality of university, college and continuing education. We need to review the teaching of Civic Education in general schools. We need to find solutions to overcome the shortage of teachers and schools in remote, border and island areas.

The Prime Minister emphasized that the Vietnamese people are studious and have a tradition of studiousness. Therefore, education is always of interest to the whole society, and teachers are carrying the responsibility of “teaching letters and educating people” to the young generation, the future owners of the country.

The Prime Minister said: “The task of educating people is very glorious but is facing many difficulties and challenges. The Party, the State, the Government, and the Prime Minister understand, share and will always accompany to solve the difficulties and challenges of the education sector, as well as of more than 1 million teachers who are dedicating day and night to the cause of educating people.”

There is exploitation of international cooperation in education.

Sharing at the event, Senior Lieutenant General Luong Tam Quang - Deputy Minister of Public Security highly appreciated the summary report of the 2022-2023 school year and the implementation of tasks for the 2023-2024 school year of the Ministry of Education and Training.

Senior Lieutenant General Luong Tam Quang said that the Ministry of Public Security always recognizes the particularly important role of the education and training sector in the cause of human development, which is a fundamental solution to protect cultural security, social order and safety, and proactively prevent early impacts on security and order.

In particular, the Ministry of Public Security pays attention to the exploitation of international cooperation in education to violate the law and prevent violations of the law among students.

Through the work of ensuring national security, it is shown that taking advantage of international cooperation in education has created a group of people with views that are not in line with the Party's views, especially among students. The Ministry of Public Security has noted the sabotage of security and order in cyberspace, affecting students, teachers and teachers.

Former Vice President Nguyen Thi Doan - President of the Vietnam Association for Promoting Education assessed: "Last school year, the education sector achieved many successes despite many difficulties. Innovations in teaching methods, textbooks, teaching staff, and examinations have achieved many successes and are highly appreciated by society."

Regarding the shortcomings mentioned in the Conference, Ms. Nguyen Thi Doan suggested that the Ministry of Education and Training should soon conduct a survey to assess the impact of textbook and teaching method innovation. It is necessary to evaluate the staff, have a long-term strategy in training staff for the education sector, and increase investment in the pedagogical sector. Along with that, it is necessary to seriously evaluate university autonomy .
