Prime Minister works with the Standing Committee of Quang Tri Provincial Party Committee and inspects Terminal T2 of Dong Hoi Airport

(Chinhphu.vn) - On July 27, during his working program in Quang Tri province, Prime Minister Pham Minh Chinh worked with the Standing Committee of the Quang Tri Provincial Party Committee on the results of the implementation of tasks in the first 6 months of 2025, directions and tasks for the coming time, and handling recommendations and proposals of the province.

Also attending the meeting were Party Central Committee members: Deputy Head of the Central Organizing Committee, Minister of Home Affairs Pham Thi Thanh Tra, Secretary of Quang Tri Provincial Party Committee Le Ngoc Quang, leaders of ministries, branches, central and local agencies.

On July 26-27, in Quang Tri, as assigned by the Politburo in the program of activities to celebrate the 78th anniversary of War Invalids and Martyrs Day, the Prime Minister and the delegation offered incense and flowers at the Temple of President Ho Chi Minh and heroic martyrs, Quang Tri Citadel, Truong Son National Martyrs Cemetery, Road 9 National Martyrs Cemetery, Truong Son Martyrs Memorial Temple at Long Dai ferry; offered incense at the memorial site of late General Secretary Le Duan; visited and presented gifts to heroic Vietnamese mothers and people with meritorious services in the area.

Quang Tri province currently has a natural area of 12,700 km2; population: 1,845,335 people; has 78 commune-level administrative units (69 communes, 8 wards, 01 special zone).

The province has 3 international border gates (Lao Bao, La Lay, Cha Lo), 2 deep-water ports (Hon La, My Thuy), the largest number of border gate economic zones and coastal economic zones in the country with 5 zones (Hon La, Southeast Quang Tri, Cha Lo, Lao Bao, La Lay); a synchronous and modern system of North-South and East-West traffic routes, 2 airports (Quang Tri Airport is under construction and Dong Hoi Airport is investing in expanding passenger terminal T2)...

Reports and opinions at the meeting assessed that in terms of potential and advantages, Quang Tri has an important position in terms of national defense, security, foreign affairs, is an important gateway of the East-West Economic Corridor, and develops relations with Laos.

The province has great potential for outstanding development in all three regions (mountainous, delta, coastal); converging convenient transportation capacity with many types (railway, seaway, inland waterway, road, aviation).

The province has potential and advantages to develop many key industries and fields such as trade, services, marine economy, energy, high-tech agriculture, ecology, industrial crops...

The province has a rich and unique natural and cultural heritage (interchange and convergence of Vietnamese-Cham culture, Dang Trong-Dang Ngoai culture, Thang Long-Phu Xuan culture, Dong Son and Sa Huynh culture...); a diverse system of historical relics, festivals and cultures; a world-class flora and fauna and cave system, with the world natural heritage - Phong Nha-Ke Bang National Park.

Quang Tri people have many valuable qualities of "patriotism, resilience, bravery, diligence, and studiousness" - an important endogenous resource for the development of their homeland and country; the birthplace of many famous people and outstanding leaders of the Party and State (General Secretary Le Duan, General Vo Nguyen Giap, etc.).

Regarding the socio-economic situation, reports and opinions show that under the condition of having to focus on implementing the work of merging and rearranging administrative units, the province still achieved positive results in the first 6 months of the year.

GRDP increased by 7.48%, budget revenue increased by 17.6% over the same period. Investment in key areas such as energy, tourism, high-tech agriculture, transport infrastructure... showed positive signs.

The province focuses on developing strategic infrastructure, especially key projects with connectivity and spillover effects (thermal power, transportation, etc.) such as the Quang Trach Thermal Power Plant Project; the North-South Expressway construction investment project in the east section through Quang Binh province; the project to upgrade and expand a number of bridges and tunnels on National Highway 1 (Gianh Bridge, Quan Hau Bridge and Deo Ngang Tunnel)...; accelerating urban and housing development programs... The infrastructure in the area has been further completed; the industries of industry, energy, trade, services, tourism, etc. have been more clearly formed...

Development investment achieved many results, approved investment policies for 143 domestic investment projects, total capital of nearly 84 trillion VND; total social investment capital realized was nearly 27.3 trillion VND (up 12.4% over the same period).

Enterprises have developed well, with 533 newly registered enterprises, with a total registered capital of more than VND 5,300 billion; by the end of June 2025, the total number of enterprises in the area will reach 12,700.

The results of socio-economic development have spread to the people, social security has been ensured; the Program to eliminate temporary and dilapidated houses has been effectively implemented (reaching 98.1%), while the Program to support housing for people with revolutionary contributions and relatives of martyrs has been completed on the occasion of July 27.

Administrative reform and improvement of the investment and business environment are promoted; focusing on handling slow-progressing projects. The implementation of the arrangement and operation of the administrative apparatus, decentralization, and delegation of authority, ensures smooth and uninterrupted operations.

The province pays attention to directing and preparing well for the organization of party congresses at all levels according to the Central's Conclusions and Instructions; promptly issues programs and plans to implement the four "four pillars" resolutions of the Politburo.

The province has done well in military and defense work, ensuring security, order and social safety. Relations with Lao localities continue to develop comprehensively; cooperation with localities and international organizations of Japan, Korea and Thailand has been promoted.

Opinions say that after the merger (the old Quang Tri province merged with the old Quang Binh province), with its new role, position and many potentials, strengths and opportunities, Quang Tri can contribute more to the overall development of the country.

At the meeting, at the request of the Prime Minister, leaders of some commune-level localities reported on the operation of the political apparatus and two-level local government.

Speaking at the meeting, Prime Minister Pham Minh Chinh basically agreed with the reports and opinions and, on behalf of the Party and State leaders, acknowledged, commended and congratulated the results that Quang Tri province has achieved in the past time, contributing to the overall results and achievements of the whole country.

In addition to the achievements, the Prime Minister pointed out the shortcomings and limitations of Quang Tri such as the economic growth rate is lower than the national average. Some industries are declining; the growth rate of the industrial-construction sector does not reach the set target. Tourism infrastructure is limited, unable to meet the needs of tourists during peak seasons.

The staff of commune-level cadres and civil servants is both redundant and insufficient, many of whom do not have much experience in their assigned fields. The number of communes and wards that have not yet established Party committees, police and military branches is still large (20/78 communes have not yet established), affecting the direction and management of security and defense tasks.

Affirming that Quang Tri is a sacred land with talented people, many different potentials, outstanding opportunities, and competitive advantages, the Prime Minister emphasized that Quang Tri has 74,041 heroic martyrs who have passed away, a place of great pain and loss but also great honor and pride. The Prime Minister emphasized that this is a difference that no other place has, we must stand up from pain and loss, rise up stronger, and overcome our own limits.

In terms of natural conditions, Quang Tri has "sun and wind", which were two very harsh conditions in the past, but are also advantages today for developing renewable energy.

Geographically, Quang Tri is the narrowest point of the country, so it has favorable conditions for international connection; all modes of transportation of the country pass through Quang Tri with airports, seaports, railways, high-speed railways, National Highway 1A, Ho Chi Minh Road, North-South Expressway, and waterway systems. Along with that are favorable conditions for connection between the North-South economic corridor and the East-West economic corridor, connecting with economies in the region.

"Quang Tri does not lack development potential. If the Party Committee, government and people of Quang Tri do not promote to escape poverty and get rich, it will be a mistake to the nation, a mistake to the people, a mistake to the more than 76,000 martyrs who died on this land," the Prime Minister shared.

Regarding the future orientation, the Prime Minister emphasized the requirement of maintaining socio-political stability, promoting development, and taking care of people's material and spiritual lives, together with the whole country, achieving economic growth of 8.3-8.5% in 2025.

Regarding the viewpoint of direction and management, the Prime Minister stated: "Thinking to exploit and turn potential and advantages into strengths and realities is all up to the people of Quang Tri; so if we are united, we need to be more united, if we are trying, we need to try harder, if we are trying, we need to try harder, if we are effective, we need to be even more effective, "only discuss doing, not retreating", achieving results that can be "weighed, measured, and counted".

The province needs to maximize its heroic historical tradition, self-confidence, self-reliance, solidarity, unity, and steady steps to "rise from its own hands, brains, land, sky, and sea", "turn nothing into something, turn difficult into easy, turn impossible into possible"; "look far and wide, think deeply, do big things"; act decisively, prioritize resources with the most focused, key points, and effectiveness; do each task thoroughly and complete each task.

Deploy work effectively with the spirit of "6 clear: clear people, clear work, clear time, clear responsibility, clear product, clear authority" and "3 yes and 2 no": beneficial to the State, beneficial to the people, beneficial to the business; and no personal motives, corruption, negativity and no loss or waste of State assets, people's assets, and national resources.

Taking people and businesses as the center to proactively support and accompany in removing difficulties and obstacles in a practical manner, "saying goes hand in hand with doing"; mobilizing all economic sectors, businesses and people to participate in socio-economic development.

Tighten discipline and order; promote decentralization and delegation of power along with resource allocation, improve implementation capacity, strengthen supervision, inspection, urging, and remove difficulties and obstacles.

Regarding the main tasks and solutions , the Prime Minister first requested to focus on reviewing, perfecting, and perfecting the organization, apparatus, and personnel in implementing the two-level local government model, ensuring smooth and seamless operation, serving the people and businesses best.

Second, resolutely, proactively and actively implement the four "four pillars" resolutions of the Politburo on science and technology, innovation, digital transformation; on law making and enforcement; on private economic development; and on international integration.

Third, review and resolutely implement the instructions according to the Conclusion of General Secretary To Lam during his recent visit and work in Quang Tri province.

Fourth, prepare and organize Party Congresses at all levels well, successfully in terms of policies, personnel, and ensuring security and safety; build the Party and administrative agencies to be united, unified, honest, democratic, active, and effective; improve indicators of administrative reform, competitiveness, and investment environment; promote digital transformation, develop digital government, digital economy, and digital society.

Fifth, continue to perfect plans and schemes for development and resource mobilization; proactively review the development plan of the new Quang Tri province in the direction of regional integration and linkage and promote the advantages of the two previous provinces, ensuring harmonious, smooth and feasible development.

Sixth, promote economic restructuring associated with growth model innovation towards greening, digitalization, based on industry, services, scientific and technological breakthroughs and innovation. Strongly promote economic zones, border gates, processing, manufacturing and high-tech industries; clean and ecological agriculture; high-quality services and tourism associated with unique history and culture, and promote the development of spiritual tourism.

Seventh, focus on investing in education, health care, and training high-quality human resources, especially in the province's potential and strengths. Ensure social security, ensure the living standards of people with meritorious services and families from average to above; focus on developing social housing; narrow the development gap between regions in the province.

Eighth, promote investment in strategic infrastructure (transportation, energy, urban areas, healthcare, education, culture, society, sports, etc.), promote public-private partnership; continue to accelerate the progress and quality of major projects and works, contributing to strengthening regional and international connectivity, and deeply participating in supply chains and value chains.

Ninth, strengthen resource management, environmental protection, natural disaster prevention and control, and climate change response to protect relics and landscapes; preserve socio-economic development achievements and improve the living environment.

Tenth, support business development, form large private enterprises, improve capacity for small and medium enterprises; develop an innovative startup ecosystem; create a favorable environment to attract investment, especially large projects.

Regarding some specific tasks and solutions, the Prime Minister suggested researching, taking Quang Tri airport as the center to research, complete related planning, develop the area between the two major rivers in the province (Ben Hai River in the north and Thach Han River in the south) according to the "4 in 1" orientation including airport urban area, industrial park, science and technology park and service area, connecting the East-West economic corridor and the North-South economic corridor.

Commenting on the province's recommendations and proposals, the Prime Minister requested to urgently develop specific projects with appropriate and feasible priority, and at the same time review and propose to handle stuck and prolonged projects.

The Prime Minister directed the completion of the North-South expressway and coastal road projects in the area; focusing on quickly implementing the My Thuy port project, which has been approved by the Prime Minister for investment; at the same time, studying the planning and development of a free trade zone and specialized port in My Thuy; studying the railway route from My Thuy port to Lao Bao border gate, connecting with Laos, Thailand, and the trans-Asian railway.

To connect the road between My Thuy port with the North-South expressway and the two Lao Bao and La Lay border gates, the Prime Minister requested Quang Tri province to urgently invest in the Cam Lo-Lao Bao expressway under the public-private partnership model; invest in the National Highway 15D connecting My Thuy port to La Lay border gate, 92 km long, with a 4-lane expressway scale, using many forms of investment and capital sources, including increased revenue and cost savings.

*On the afternoon of July 27, the Prime Minister inspected the project to build the T2 passenger terminal and expand the aircraft parking lot at Dong Hoi airport. The terminal started construction on April 19 and is expected to be completed in the fourth quarter of 2026.

Giving gifts and encouraging the team of cadres, engineers and workers working on the construction site, the Prime Minister welcomed the enthusiastic spirit of working even on Sundays; suggested continuing to promote the spirit of "working day and night, working extra on days off", "3 shifts, 4 shifts", "overcoming the sun and rain, not losing to storms", striving to complete the project ahead of schedule by April 30, 2026, while ensuring quality, technique, aesthetics, labor safety and hygiene and environment.

The Prime Minister requested to study and complete the design of Terminal T2 to ensure the best functionality and aesthetics; at the same time, prepare to extend the runway and further expand the airport to serve exploitation needs, meet travel needs, socio-economic development, national defense and security.

Previously, the Prime Minister also inspected key transport projects in the area with a total investment of over 30 trillion VND, including: Van Ninh-Cam Lo Expressway Project, Quang Tri Airport Project, and My Thuy Deep-water Port Project./.
