Prime Minister Pham Minh Chinh signed Decision No. 1544/QD-TTg dated July 16, 2025 on the establishment of working groups to urge and remove difficulties and obstacles in production, business, import and export, infrastructure construction, promote growth, and accelerate disbursement of public investment capital.

The Decision clearly states the establishment of 8 working groups headed by Government leaders, specifically:

Working Group No. 1, headed by Prime Minister Pham Minh Chinh, monitors the following localities: Hanoi , Ho Chi Minh City, and Can Tho City.

Working Group No. 2, headed by Permanent Deputy Prime Minister Nguyen Hoa Binh, monitors ministries and central agencies: Office of the National Assembly, Office of the Government, Supreme People's Court, Supreme People's Procuracy, Ministry of National Defense, Ministry of Public Security, Ministry of Home Affairs, Government Inspectorate, Vietnam Cooperative Alliance; localities: Hue city, Da Nang city, Quang Ngai, Gia Lai, Bac Ninh.

Working Group No. 3, headed by Deputy Prime Minister Tran Hong Ha, monitors ministries and central agencies: Ministry of Agriculture and Environment, Ministry of Construction, Central Party Office, Office of the President, Central Committee of the Vietnam Fatherland Front (including Vietnam Farmers' Union, Vietnam General Confederation of Labor, Vietnam Women's Union, Ho Chi Minh Communist Youth Union), Hanoi National University, Ho Chi Minh City National University; localities: An Giang, Ca Mau, Dong Thap, Vinh Long.

Working Group No. 4, headed by Deputy Prime Minister Le Thanh Long, monitors ministries and central agencies: Ministry of Justice, Ministry of Education and Training, Ministry of Health, National Committee of the Vietnam Union of Literature and Arts Associations, Vietnam Journalists Association, Vietnam Writers Association, Vietnam Lawyers Association; and localities: Dak Lak, Khanh Hoa, Lam Dong.

Working Group No. 5, headed by Deputy Prime Minister Ho Duc Phoc, monitors ministries and central agencies: Ministry of Finance, State Bank of Vietnam, Vietnam Development Bank, Vietnam Bank for Social Policies, State Audit; and localities: Dong Nai, Hung Yen, Quang Ninh, and Hai Phong city.

Working Group No. 6, headed by Deputy Prime Minister Bui Thanh Son, monitors ministries and central agencies: Ministry of Foreign Affairs, Ministry of Industry and Trade, Vietnam Electricity Group; and localities: Tuyen Quang, Cao Bang, Lang Son, Thai Nguyen, Phu Tho.

Working Group No. 7, headed by Deputy Prime Minister Nguyen Chi Dung, monitors ministries and central agencies: Ministry of Science and Technology, Vietnam Academy of Science and Technology, Vietnam Academy of Social Sciences, Vietnam Union of Science and Technology Associations; and localities: Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri.

Working Group No. 8, headed by Deputy Prime Minister Mai Van Chinh, monitors ministries and central agencies: Ministry of Culture, Sports and Tourism, Ministry of Ethnic Minorities and Religions, Ho Chi Minh National Academy of Politics, Vietnam News Agency, Voice of Vietnam, Vietnam Television; and localities: Tay Ninh, Dien Bien, Lai Chau, Son La, Lao Cai.

The Ministry of Finance is the standing body of the working groups, responsible for assisting the group leaders in preparing the working group's reports at the working sessions and synthesizing the general reports on the working results, proposals and recommendations of the working groups to report to the Government at regular Government meetings.

Based on monthly disbursement data, publicly disclose the list of ministries, central and local agencies subject to inspection (with disbursement rates below the national average) on the National Information System on Public Investment and the Ministry of Finance's Electronic Information Portal. Instruct ministries, central and local agencies to report in writing on the disbursement situation at the end of each month to the Ministry of Finance and the Government Office.

According to the decision, the working group is responsible for organizing the review, synthesis, analysis of causes of difficulties and obstacles and proposing solutions to promote production and business, import and export, infrastructure construction, social housing, national target programs, promoting the implementation progress and disbursement of capital of public investment projects of ministries, central agencies and localities.

Assess the implementation of solutions to promote economic growth of over 8% by 2025 and double digits in the coming years as directed by the Government and Prime Minister.

At the same time, consider the responsibilities in leadership, direction, urging, inspection, review, and handling of difficulties, obstacles, and bottlenecks in production and business, import and export, infrastructure construction, social housing, national target programs, key projects, and disbursement of public investment capital at ministries, agencies, and localities, including the responsibilities of the heads.
