Prime Minister Pham Minh Chinh attended and delivered an important speech at the Conference.
In his opening remarks, the Brazilian President stressed the need for a fair and planned energy transition, reducing dependence on fossil fuels and moving towards the goal of "zero deforestation"; calling for strong investment to protect tropical forests, while emphasizing the importance of climate justice to address poverty and social inequality.

The leaders warned of the risk of delaying or even reversing progress in implementing the United Nations Sustainable Development Goals; called for global cooperation to respond to the climate crisis, strengthen global health governance and promote sustainable development; and shared many solutions to narrow inequality, strengthen public health capacity, improve social welfare and protect the ecological environment.
In his keynote speech at the Session, Prime Minister Pham Minh Chinh supported and highly appreciated host country Brazil for choosing environmental protection and global health, issues of vital importance to the planet, as priorities for this year's BRICS Summit.
The Prime Minister emphasized that what the world has experienced after the COVID-19 pandemic, responding to natural disasters, epidemics, climate change, resource depletion, and population aging shows that the world is not really ready, and multilateral institutions are not cohesive and cooperative enough to overcome the crisis together. Accordingly, the Prime Minister said that the choice is to change thinking, renew awareness, and act urgently with the spirit of "going together, coming together, doing together, enjoying together, and winning together".

Prime Minister Pham Minh Chinh highlighted five important proposals.
Firstly, promote the formation of common awareness and a common approach that is global, national, and comprehensive to protect the environment and people's health.
Second, ensure the principle of common but differentiated responsibility, fairness and justice in addressing environmental and health challenges, in accordance with the historical circumstances, development level and resources of each country; call on developed countries to be responsible for fulfilling their commitments on finance, technology transfer and support for human resource training.
Third, efforts to mobilize sufficient and sustainable resources to realize climate and health goals. The Prime Minister affirmed that Vietnam supports the priorities of the COP30 Conference proposed by Brazil, while emphasizing the need to achieve breakthrough results in climate finance at the COP30 Conference, encouraging green and innovative financial mechanisms and stronger participation from the private sector.
Fourth, maximize the role of science, technology, innovation, and digital technology to protect the environment and develop healthcare. Countries need to promote cooperation in developing green technology, digital infrastructure, and knowledge sharing, thereby narrowing the development gap between countries.
Fifth, promote substantive and effective reforms of global governance institutions on environment, climate, and health, promote the central role of the United Nations, multilateral cooperation, and enhance substantive and effective participation of regional and inter-regional cooperation mechanisms to ensure that global commitments on climate and health are implemented fairly, transparently, and effectively.
The Prime Minister emphasized that environmental protection and response to climate change and epidemics are the foundation of all national development policies; this is not only a natural choice and an objective requirement but also an imperative of the times. The Prime Minister affirmed Vietnam's determination and strong efforts to achieve the goal of carbon neutrality by 2050, while actively and responsibly contributing to global cooperation mechanisms on environment, climate and health.
Prime Minister Pham Minh Chinh shared that "no environment can replace the Earth, no asset is more precious than health and no support is more solid than human beings. Only by working together can we leave future generations a healthy planet, a prosperous world and happy humanity."

The session concluded the BRICS Summit 2025 with many highlights from the host country Brazil. The conference reflected the common interest of developing countries in promoting multilateral cooperation, strengthening international solidarity, and building inclusive, sustainable, and people-centered global governance.
Vietnam has demonstrated its role, responsibility and actively contributed to the overall success of the Conference, thereby highlighting the image of a dynamic Vietnam, consistent in economic development associated with environmental protection, actively and proactively integrating internationally, for peace, cooperation and development in the region and globally.
Prime Minister meets with UN Secretary General
On the occasion of attending the expanded BRICS Summit in Rio de Janeiro, Brazil, Prime Minister Pham Minh Chinh met with United Nations Secretary-General Antonio Guterres.
Prime Minister Pham Minh Chinh expressed his pleasure at meeting Secretary-General Antonio Guterres again, and highly appreciated the Secretary-General's role and contributions in promoting United Nations activities.

The Prime Minister stressed the importance of multilateralism and the leading role of the United Nations in addressing current global challenges. He said that Vietnam is actively preparing for the signing ceremony of the United Nations Convention against Cybercrime in Hanoi in October 2025 and looks forward to welcoming the Secretary-General to this important event.
Secretary-General António Guterres highly appreciated Vietnam's role and vision in recent times, especially thanking Vietnam for hosting the signing ceremony of the above important Convention, an event of special significance, expected to be attended by many high-ranking leaders in the world. The United Nations highly appreciated Vietnam's contribution to the issue that is of current concern to the world. Sharing his love for the country and people of Vietnam, the Secretary-General expressed his wish to visit Vietnam again soon.
At the meeting with Belarusian Foreign Minister Maxim Ryzhenkov, Prime Minister Pham Minh Chinh affirmed that Vietnam attaches importance to the traditional friendship and strategic partnership with Belarus.
The two sides affirmed that General Secretary To Lam's visit to Belarus and the upgrading of bilateral relations (May 2025) are particularly important milestones, creating a foundation for deepening comprehensive cooperation in all fields between Vietnam and Belarus.
Pleased to meet the Prime Minister, the Belarusian Foreign Minister congratulated Vietnam on its achievements in recent times; said that the Belarusian Prime Minister hoped that the strategic partnership between the two countries would continue to be consolidated and enhanced comprehensively, especially in the fields of economy, trade, culture, tourism and people-to-people exchange.
The two sides agreed to increase the exchange of delegations at all levels, especially high-level visits, and closely coordinate to effectively implement the results achieved during General Secretary To Lam's recent visit to Belarus.
Receiving UAE Minister of State Ahmed Ali Bin Al Sayegh, Prime Minister Pham Minh Chinh suggested that the two countries actively implement the results of the Prime Minister's visit to the UAE and upgrade the bilateral relationship to a Comprehensive Partnership in October 2024; promptly negotiate the Vietnam-GCC FTA and negotiate and sign an investment protection agreement.

The Prime Minister asked the UAE to support Vietnam in developing international financial centers in Ho Chi Minh City and Da Nang and implementing the plan the two sides agreed on to organize the UAE Investment Conference in Vietnam.
The UAE Minister of State affirmed that he attaches importance to relations with Vietnam, a top priority in the UAE's policy of developing relations with Asian countries; emphasizing that the UAE President and Leaders highly appreciate the Prime Minister's visit as well as the upgrading of relations between the two countries.
Affirming that the relationship between the two countries has developed strongly since the Prime Minister's visit, Minister of State Ahmed Ali Bin Al Sayegh said that the UAE has appointed a Minister in charge of relations with Vietnam.
Agreeing with the Prime Minister's proposals, the UAE Minister of State said that the UAE will soon promote the signing of a Memorandum of Understanding on cooperation on the financial centers of Ho Chi Minh City and Abu Dhabi, as well as coordinate the organization of the UAE Investment Conference in Vietnam.
