On the afternoon of June 14, in Hanoi, Politburo member and Prime Minister Pham Minh Chinh chaired the Plenary Session of the 2023 Annual High-Level Forum on Industry 4.0 with the theme "Promoting digital transformation and green transformation to create breakthroughs to shorten the country's industrialization and modernization process by 2030, with a vision to 2045". Politburo member and Head of the Central Economic Commission Tran Tuan Anh; Minister of Industry and Trade Nguyen Hong Dien; Minister of Information and Communications Nguyen Manh Hung; World Bank Country Director in Vietnam Carolyn Turk; European Union Ambassador to Vietnam Pier Giorgio Aliberti co-chaired.
The forum was attended by leaders of central and local departments, ministries and branches; representatives of international organizations, embassies and consulates in Vietnam; leaders of enterprises, associations, universities, research institutes, domestic and international experts.
Digital transformation shortens the industrialization and modernization process
The annual high-level forum and international exhibition on Industry 4.0 (Industry 4.0 Summit 2023) is the event to launch a series of activities to implement Resolution 29-NQ/TW dated November 17, 2022 of the 13th Central Executive Committee on continuing to promote the country's industrialization and modernization to 2030, with a vision to 2045.

The plenary session focused on four main reports. The Deputy Minister of Planning and Investment presented the Draft of the main contents of the Government's Action Program to implement Resolution 29-NQ/TW dated November 17, 2022 on "Continuing to promote industrialization and modernization of the country to 2030, with a vision to 2045". Minister of Information and Communications Nguyen Manh Hung presented the report: Promoting digital transformation to become a new breakthrough method to shorten the industrialization and modernization process in Vietnam. Ambassador of the European Union to Vietnam Pier Giorgio Aliberti presented the report: Green transformation and digital twins in Europe and Vietnam: Policy implications for the industrialization and modernization process of Vietnam. Representative of the World Bank (WB) presented the report on Green growth and innovation: Key challenges and solutions.
Within the framework of the High-level Plenary Session, a High-level Discussion took place with the participation of exchanges and discussions by leaders of central and local ministries, branches, businesses, and domestic and international experts.
Major content groups focused on exchanges and discussions such as: Removing barriers and obstacles to accelerate the digital transformation, green transformation and labor transformation in Vietnam; International participation in the digital transformation, green transformation and labor transformation in Vietnam; Perfecting mechanisms and policies to specify policies and guidelines on industrialization and modernization, on proactively participating in the fourth industrial revolution such as specialized legal systems on science and technology development, innovation, national industry and specific industrial fields; national strategies, programs, and related projects on industrialization and modernization... Delegates discussed key contents to build and implement the National Program on enhancing independence, autonomy and self-reliance capacity associated with the process of industrialization and modernization of the country.

At the Forum, Prime Minister Pham Minh Chinh said that we are living in an era where science and technology are developing rapidly and are truly entering a new stage of development with the fourth industrial revolution.
By transforming to a new growth model based on productivity and innovation, reducing dependence on old competitive advantages such as natural resources or cheap labor, Vietnam's economy has achieved strong development.
The policy of development based on the foundation of science, technology, innovation and achievements of the fourth industrial revolution has been affirmed by the Party and the State in the documents of the 13th National Party Congress and Resolution 29-NQ/TW of the 13th tenure on "Continuing to promote industrialization and modernization of the country to 2030, with a vision to 2045". In which, manufacturing and processing industry is identified as the key; digital transformation is a new breakthrough method to shorten the industrialization and modernization process.
The Prime Minister said that the fourth industrial revolution, including digital transformation and green transformation, has had a comprehensive and profound impact on industrialization and modernization in Vietnam. The adaptation and development of each country in the current digital and globalization era is a major issue, both urgent and long-term. For Vietnam, with a clear awareness of opportunities and requirements, the Government has proactively adapted and innovated for development. First of all, it has made continuous efforts to continue building a Government with sufficient capacity for development management in the digital age. All levels, sectors, and the whole society have made changes from awareness to action to take advantage of opportunities and adapt to the challenges of the digital age.
Digital transformation in Vietnam has made important strides. Institutions for the development of e-government, digital government, and digital economy are being gradually improved. Digital transformation within the state administrative agencies has achieved many positive results. The provision of online public services has changed significantly, with nearly 4,400 online public services integrated and provided on the National Public Service Portal. Databases that serve as the foundation for the implementation of e-government and digital government continue to be promoted, connected, and shared to serve the development of digital government.
Turn aspirations into concrete actions and deeds

To accelerate industrialization and modernization, Prime Minister Pham Minh Chinh requested all levels, sectors, localities, agencies and units to closely follow the requirements of Resolution 29-NQ/TW and the Government's Action Program to be issued in the near future to specify tasks and solutions to implement the set goals and tasks.
The 2021 - 2030 period focuses on directing the strong application of science and technology, innovation, creating breakthroughs in productivity, quality, efficiency, and competitiveness; implementing digital transformation; green transformation. The 2031 - 2045 period focuses on improving the quality of industrialization and promoting comprehensive modernization in all areas of the economy and social life. In the immediate future, effectively implement the "National Digital Transformation Program" and the "National Strategy on Green Growth for the 2021-2030 period, with a vision to 2050". Thereby, creating a breakthrough to shorten the industrialization and modernization process, improve productivity, quality, efficiency and competitiveness of the economy.
“We must accelerate the development, promulgation and effective implementation of the Digital Technology Industry Development Strategy; develop and implement the Vietnam Semiconductor Industry Development Strategy to 2030, with a vision to 2045; develop the Digital Technology Industry Law; actively and effectively implement the contents of the Political Declaration establishing the Just Energy Transition Partnership (JETP); successfully implement the Power Plan VIII to reduce and balance emissions according to Vietnam's commitments at COP26 and COP27,” the Prime Minister requested.
According to the Prime Minister, Vietnam must build a strong, self-reliant and self-reliant national industry; develop science and technology, innovation to meet the requirements of industrialization and modernization; in which, strongly promote startups and innovation to contribute to building an independent and self-reliant economy associated with proactive, active international integration, deeply, substantially and effectively.
“Vietnam is a country that has had strong growth in innovation for 12 consecutive years and continues to be considered by WIPO as a country with systematic progress in innovation and great potential. However, with a slower starting point, Vietnam's startup and innovation ecosystem still has a gap compared to some countries in the region and the world,” said the Prime Minister.
The Prime Minister affirmed that the Government will continue to focus on perfecting institutions, promoting startups and innovation in line with market mechanisms and international practices. With the viewpoint that "resources originate from thinking, motivation originates from innovation, strength originates from the people", the Prime Minister requested that all levels, sectors, localities, agencies and units need to renew their thinking, focus on perfecting and improving the quality of institutions, improving the effectiveness of national governance, creating a favorable environment and conditions to promote the country's industrialization and modernization.
At the same time, create a breakthrough in building the infrastructure system, especially strategic infrastructure, creating momentum for promoting the country's industrialization and modernization; quickly institutionalize the viewpoint that domestic resources are fundamental, strategic, long-term and decisive, external resources are important and breakthrough; domestic enterprises are the main and leading driving force; FDI enterprises play an important and breakthrough role in implementing the country's industrialization and modernization; constantly improve the people's material and spiritual life, maintain political and social stability, strengthen national defense and security, improve the effectiveness of foreign affairs and international integration, create a favorable environment and conditions for national development.
“Vietnam’s digital transformation and green growth process must be centered on the people, the subject, the driving force and the resources, and carried out mainly by the Vietnamese people; with the foundation of the country’s unique potential, outstanding opportunities, and competitive advantages; relying on the intelligence and creativity of the Vietnamese people and the culture imbued with the national identity of Vietnam for development. However, international cooperation is indispensable, including experience in building and perfecting institutions, financial resources, modern technology, human resource training and management science,” the Prime Minister emphasized.

The Prime Minister said that as a dynamically developing economy, Vietnam is determined to strive towards the goal of building a strong and prosperous country, becoming a developing country with modern industry and high average income by 2030, and striving to become a developed country with high income by 2045. The Party and the State attach great importance to and consider digital transformation, green transformation and sustainable development as key tasks in the process of industrialization and modernization of the country; a new breakthrough method to shorten the industrialization and modernization process. The documents of the 13th National Party Congress mention digital transformation, digital economy, digital society in the goals, development perspectives and strategic breakthroughs and have been specified in Resolution 29-NQ/TW.
Vietnam has many favorable factors for accessing and benefiting from the fourth industrial revolution. That is, it has a young, inquisitive, dynamic and creative population; infrastructure for digital technology to develop rapidly; and increasingly perfect mechanisms and policies. Therefore, although we must pay attention to negative factors, this is actually an opportunity for Vietnam to realize its aspiration for prosperity. The Vietnamese Government is committed to actively accompanying and cooperating with countries and international organizations to strongly promote this industrial revolution to bring peace and prosperity to peoples around the world.
The Prime Minister suggested that after this Forum, all levels, sectors, localities, and the business community should make efforts to turn aspirations into jobs and concrete actions to continue striving and achieving new steps forward to contribute to promoting the country's industrialization and modernization...
