
Prime Minister Pham Minh Chinh said that his visit to Algeria is of great significance, and the two sides have upgraded their relationship to a strategic partnership.
The Prime Minister emphasized that history has recorded that the two Parties stood side by side and supported each other in the process of fighting for national liberation and building and defending the country; he hoped that the FLN Party would continue to lead its members to participate in the process of building friendly relations between the two Parties and the two countries in the new development period.
The Prime Minister hopes that the FLN Party will strengthen relations with the Communist Party of Vietnam ; increase the exchange of experiences in the process of leadership and direction in the process of building and defending the country; improve the capacity and fighting strength of Party organizations and Party members in the new context; and exchange experiences in Party building.
Believing that in the current context, the two sides need to continue promoting solidarity, unity, and creating strength, the Prime Minister also asked the FLN Party to support the Algerian Government, support cooperation between the two countries, promptly build a concrete action program to realize the Strategic Partnership that the two sides have just agreed to announce; exchange information on assessing the world situation and the party building process.

Emphasizing "cooperation for mutual benefit; exchange of information and delegations to strengthen trust", the Prime Minister conveyed General Secretary To Lam's greetings, congratulations and invitation to General Secretary Abdelkrim Benmebarek to visit Vietnam; wishing the FLN Party to be steadfast in its leadership role, contributing to the development of Algeria, with important orientations according to the vision to 2035.
For his part, FLN Party General Secretary Abdelkrim Benmebarek was pleased to meet Prime Minister Pham Minh Chinh - the son of a heroic country, a country of heroes such as President Ho Chi Minh and General Vo Nguyen Giap - close friends of Algeria.
Reviewing the history of relations between the two parties, two countries, and two peoples, the General Secretary of the FLN Party said that Vietnam's struggle for national independence against colonialism was a source of inspiration for peoples around the world to rise up and escape oppression.
Believing that the two revolutionary parties have led and accompanied the two countries, two nations, and two peoples to gain national independence, General Secretary Abdelkrim Benmebarek said that after the recent meeting with the Prime Minister, the Algerian President has strongly directed ministries, branches, and organizations to immediately implement specific tasks, bringing to life the agreements that the two sides have signed in all fields, bringing benefits to the people of the two countries, including the cooperation agreement between the FLN Party and the Communist Party of Vietnam.
Expressing his determination to realize what the ancestors and previous revolutionary generations of the two countries wished for, the General Secretary of the FLN Party said that the two parties have the same direction of striving; they want to transform party cooperation into cooperation between the two countries.
Sending greetings, regards and congratulations to General Secretary To Lam, the General Secretary of the FLN Party believes that Vietnam will continue to have new steps of development, building a bright Vietnam as per the set development goals.
On this occasion, Prime Minister Pham Minh Chinh and FLN Party General Secretary witnessed the signing ceremony and exchange of the Cooperation Agreement between the Communist Party of Vietnam and the FLN Party.

* On the same afternoon, Prime Minister Pham Minh Chinh had a working session with Algerian Minister of Petroleum and Mines Mohamed Arkab and Chairman of the Algerian National Oil and Gas Corporation (Sonatrach).
At the meeting, Prime Minister Pham Minh Chinh thanked the Minister for his good feelings towards Vietnam; informed the results of meetings, talks and working sessions with senior Algerian leaders during the visit, in which the two countries upgraded their relations to a Strategic Partnership, aiming to develop economic relations more effectively, commensurate with the good political relations. The Vietnam-Algeria Economic Forum was also held very successfully, attracting the attention and participation of the business communities of the two countries.
Highlighting that energy cooperation is an important pillar in bilateral economic relations, the Prime Minister welcomed the recent cooperation results between Petrovietnam and Sonatrach. In the spirit that Algerian leaders agreed on, which is "unlimited cooperation in all fields", especially economics, the Prime Minister asked the Minister to strongly promote cooperation between the two countries in the fields of energy and oil and gas.
Specifically, support Petrovietnam to continue expanding its oil and gas exploitation and service activities, promote petrochemical refining, fertilizer and polymer fiber processing in Algeria; cooperate with Petrovietnam and Vietnam Electricity Group (EVN) to develop solar and wind energy; and cooperate in building a smart grid.
The Prime Minister suggested that both sides propose and establish cooperation mechanisms; establish a joint working group; and form joint ventures to implement projects in priority areas identified by the leaders, including exploiting the potential of offshore oil and gas, wind power, solar power, etc., which are also areas in which Petrovietnam has rich experience.
The Cooperation Committee between the two Governments will play a general coordinating role, the Prime Minister assigned the Ministry of Industry and Trade and the Ministry of Finance to support specific procedures according to regulations. The Prime Minister emphasized the spirit of saying what is said must be done, committing to do it must be done, doing what is done must have specific, effective cooperation products that can be weighed, measured, and counted.
For his part, Algerian Minister of Petroleum and Mines Mohamed Arkab stated his responsibility to promptly implement the directions and instructions of the Prime Minister and Algerian leaders; and said that the Algerian President had directed to promote the immediate implementation of specific cooperation projects between the two countries in the fields of energy and petroleum.
Expressing satisfaction with the cooperation activities between the two countries' oil and gas corporations, which is a model of successful cooperation, the Minister highly appreciated the capacity of Petrovietnam and said that Sonatrach is an important corporation of Algeria, identifying Petrovietnam as a priority partner and in great need of technical support from Petrovietnam in all stages from exploration, exploitation, processing, oil refining, etc.
The Minister said he would direct, promote and support relevant enterprises to continue implementing cooperation and investment activities as suggested by the Prime Minister; encourage small and medium-sized enterprises to participate in the bilateral oil and gas cooperation chain; and at the same time, request Vietnam to support Algeria in human resource training.
* On the same afternoon, Prime Minister Pham Minh Chinh received Algerian Minister of Veterans and Meritorious People Abdelmalek Tacherift.
Prime Minister Pham Minh Chinh expressed his joy at his first official visit to Algeria in the historic days of November, when the Algerian people are celebrating the heroic pages of the struggle for national independence. The Prime Minister congratulated the country and people of Algeria on their great achievements in building a "new Algeria" with comprehensive economic, cultural and social development, and an increasingly important position and role in the region and the international arena.

The Prime Minister affirmed that Vietnam always attaches importance to the traditional solidarity, closeness and brotherhood between the two countries, a friendship that has been forged and increasingly strengthened over more than 6 decades since the two countries established diplomatic relations in 1962. Although time changes and the world changes, what never changes is the bond between Vietnam and Algeria; this is a precious heritage between the two peoples.
The Prime Minister stated that the Vietnamese people always remember and cherish the solidarity and valuable support that the Government and people of Algeria have given to Vietnam during the arduous years of the struggle for national independence in the past as well as in the current period of national construction and development.
Emphasizing that Vietnam and Algeria are two nations that have stood side by side during difficult years and shared the aspiration for independence and freedom, the Prime Minister expressed his deep understanding of the sacrifices and contributions that heroes, martyrs, veterans and meritorious people of the two countries have made to the Fatherland so that Vietnam and Algeria can develop as they do today.
The Prime Minister said that in the past, Vietnam and Algeria were united in the struggle for national liberation, creating motivation and inspiration for each other to win; today the two countries continue to promote solidarity and unity in building and defending the Fatherland, developing the country quickly and sustainably.
The Prime Minister suggested that the Algerian Ministry of Veterans and People with Meritorious Services and Vietnamese agencies (Ministry of National Defense, Veterans Association) promote cooperation in exchanging experiences on policies for people with meritorious services, overcoming war consequences, building databases on these fields, as well as cooperation in the fields of museums, propaganda, and educating the younger generation about historical traditions and friendship and brotherhood between the two countries.
For his part, the Minister thanked the Prime Minister for taking the time to visit the Algerian National Veterans Museum, affirming that veterans and meritorious people are an important part of the deep and sustainable historical connection between the two countries.
The Minister believes that this connection will become a driving force for the development of the relationship between the two countries in the new period; emphasizing that in the past, the two countries shared a common front of national liberation, fighting against a common enemy and today, the two countries will continue to unite and support each other on a new front, the front of national construction and development. The Minister said that he is ready to cooperate with Vietnamese agencies according to the contents that Prime Minister Pham Minh Chinh has commented on.
On this occasion, the Prime Minister conveyed the invitation of General Phan Van Giang, Minister of National Defense, and the President of the Vietnam Veterans Association to the Algerian Minister of Veterans and Meritorious People to visit Vietnam.
