Specifically, in Official Dispatch No. 05/VPCP-CN of the Government Office, it stated: To speed up the implementation of the Project to upgrade National Highway 4B, section Km 18 - Km 80, Lang Son province (Project), Prime Minister Pham Minh Chinh directed the People's Committee of Lang Son province and the Ministry of Transport to urgently coordinate with relevant agencies to complete procedures to start the Project according to regulations.

Among the national highways passing through Lang Son, National Highway 4B is the main route connecting Lang Son with Quang Ninh province, Hai Phong city, serving the transportation of goods, import and export of the provinces to the Chi Ma bilateral border gates, Ban Chat sub-border gate of Lang Son province; connecting with Mong Cai border gate and Ha Long, Bai Tu Long tourist areas, Van Don international airport, Quang Ninh province. This is a route that plays a very important role in the socio -economic development of Lang Son province in particular and the whole country in general.

Currently, National Highway 4B section from Km3+700 to Km18 connecting Lang Son city to Mau Son National Tourist Area is being invested by Lang Son province with the scale of a level III plain road, cross-section width of 24.5m including 4 lanes for motor vehicles 15m wide, 2 lanes for rudimentary vehicles 5.5m wide, median strip 3m wide, sidewalk 1m, total investment of 988.2 billion VND from the central budget with targeted support for the period 2016-2020 and the period 2021-2025.

The remaining section from Km18 - Km80 is the route connecting Mau Son Tourist Area to Loc Binh and Dinh Lap districts, Lang Son province and Tien Yen district, Quang Ninh province.

The current status of the road was invested in the 2000s according to the scale of a grade IV mountain road, with a 7.5m wide roadbed and a 5.5m wide asphalt-paved gravel road surface. The current road has seriously degraded, unable to meet the traffic needs of people and vehicles that are increasing rapidly every year, greatly affecting the socio-economic development of the locality and the Northeast region.

Previously, on April 28, 2023, the Ministry of Transport issued Decision No. 516/QD-BGTVT approving the project to upgrade the section from Km18 to Km80 of National Highway 4B, with a total route length of 62.56km and a total investment of more than VND 2,296 billion.

Accordingly, the scale of construction investment and technical indicators include: the section from the beginning of the route at Km18 to the intersection of provincial road 236 is newly designed and constructed according to the standards of a level III plain road, with a design speed of 80 km/h, a roadbed width of 24.5 m, and 4 lanes; the section from the intersection of provincial road 236 to the existing national highway 4B has a design speed of 80 km/h and a roadbed width of 12 m.

The section through Na Duong town and Dinh Lap town remains the same as the current scale, only the road surface is reinforced to ensure smoothness and drainage. The remaining sections are designed according to the standards of grade III mountainous roads with a design speed of 60 km/h, a scale of 2 lanes, and a roadbed width of 12 m.

The investor implementing the project is the Lang Son Department of Transport. The units strive to basically complete the project construction in 2024.
