Prime Minister: Continue to innovate law-making work, answer '5 reasons'

On the afternoon of October 15, at the Government Headquarters, Politburo member, Secretary of the Government Party Committee, Prime Minister Pham Minh Chinh and Politburo member, Secretary of the National Assembly Party Committee, Chairman of the National Assembly Tran Thanh Man co-chaired the Conference between the Government Standing Committee and the National Assembly Standing Committee to discuss and agree on a number of contents, preparing for the 10th Session of the 15th National Assembly.

Also attending the conference were: Deputy Prime Ministers; Vice Chairmen of the National Assembly ; Ministers, Heads of ministerial-level agencies, Government agencies; Heads of Committees and agencies of the National Assembly.

The 10th session of the 15th National Assembly is scheduled to take place from October 20 to December 12. At the session, the National Assembly will consider and decide on 66 contents and groups of contents, including 50 laws and 3 resolutions on legislative work; 13 groups of contents on socio -economics, the State budget, supervision and decision on other important issues of the country.

At the conference, the Government Standing Committee and the National Assembly Standing Committee reviewed the preparation of documents; the reception, explanation and completion of draft laws, reports and documents of the Government expected to be submitted to the National Assembly at the 10th Session.

After the meeting between the Government Party Committee Standing Committee and the National Assembly Party Committee Standing Committee, 108/120 files and documents have been submitted so far, basically ensuring the progress of submission to the National Assembly.

Delegates discussed in depth a number of important, new and difficult issues that the Government will present to the National Assembly at the 10th Session, such as issues related to land; planning; digital transformation; artificial intelligence; science and technology; energy development; protection and care for people's health; education; new rural construction; sustainable poverty reduction, etc.

Speaking at the conference, National Assembly Chairman Tran Thanh Man highly appreciated the spirit of urgent work; the close and effective coordination between the Government, ministries, branches, and agencies under the Government with the National Assembly, Committees, and agencies of the National Assembly in the process of law-making; affirmed that the contents drafted by the Government, ministries, and agencies of the Government and sent to the National Assembly were urgently, seriously, thoroughly examined, and basically agreed upon by the Committees and agencies of the National Assembly, and timely responses were provided for the Government and agencies in charge of drafting to consider.

Appreciating the Government, ministries, branches and agencies under the Government in receiving and explaining the contents that the National Assembly Standing Committee, Committees and agencies of the National Assembly had opinions and requests, National Assembly Chairman Tran Thanh Man requested the agencies of both sides to continue to coordinate closely, continue to complete legal documents and resolutions to ensure completeness, progress and quality to submit to the National Assembly at the 10th Session.

National Assembly Chairman Tran Thanh Man requested ministries, government agencies and the National Assembly to continue to effectively implement the interconnection mechanism between the National Assembly and the Government in law-making; promote the application of technology, including artificial intelligence, in perfecting legal institutions, building a digital National Assembly, towards a smart National Assembly; promote the spirit of solidarity, unanimity, and shared responsibility, contributing to the success of the 10th Session of the 15th National Assembly.

Prime Minister Pham Minh Chinh respectfully thanked the National Assembly, its agencies, especially the National Assembly Chairman and Vice Chairmen, for their close and effective coordination with the Government over the past time, in the spirit of all for the country, for the people and following the directions of the Politburo, the Secretariat, and General Secretary To Lam.

Appreciating the preparation work and the opinions discussed at the conference, the Prime Minister requested relevant agencies of both sides to fully absorb and continue to complete the dossiers, documents, laws, resolutions, and reports to be submitted to the National Assembly in the next session, in the spirit of "having made efforts, making more efforts; having made efforts, making more efforts; having determined, being more determined; having been effective, being more effective."

The Prime Minister requested ministries and agencies to continue innovating law-making work in the direction of both meeting timeliness and improving quality, especially answering the five reasons: "Why omit, why complete, why add, why cut administrative procedures, why decentralize and delegate power"; promote digital transformation, build a digital government to, together with the digital National Assembly and smart National Assembly, speed up and improve the effectiveness of law-making.

Prime Minister Pham Minh Chinh directed Deputy Prime Ministers, Ministers, and heads of sectors to improve the quality and ensure the time for submitting draft laws and resolutions to immediately institutionalize newly issued Resolutions of the Politburo, and promptly bring the Party's policies into life.

The Prime Minister also requested Deputy Prime Ministers, Ministers, and Heads of sectors to arrange maximum time to attend the Session, as well as serve the Session; contributing to the overall success of the 10th Session of the 15th National Assembly./.
