Prime Minister requests to issue direct electricity purchase and sale mechanism before April 30

This direction was mentioned by Prime Minister Pham Minh Chinh in Official Dispatch No. 38 on the drastic, synchronous and effective implementation of solutions to ensure electricity supply during peak periods in 2024 and the following years.

The Prime Minister stated that there is still a risk of power shortage in 2024, and electricity consumption during the dry season (May to July) is forecast to grow very high (up to 13%, much higher than the plan of about 9.6%), with the North alone expected to increase by a record 17% compared to the same period in 2023.

To promptly meet the electricity demand in the coming time, ensuring no power shortage in any case, the Prime Minister requested the Minister of Industry and Trade to step up inspection and supervision of the management and operation of the national power system safely and effectively, the safe operation of power plants, minimizing incidents, ensuring adequate electricity supply in 2024 and the following years.

"Regarding the mechanism and policy for electricity trading: urgently complete and submit to competent authorities for promulgation before April 30 the mechanism and policy for direct electricity trading between power generation units and large electricity users; the mechanism to encourage the development of rooftop solar power installed in private homes, offices, and self-produced and self-consumed industrial parks; the mechanism and policy for the development of gas and offshore and coastal wind power," the dispatch stated the request to the Minister of Industry and Trade.

Regarding the progress of power source projects in the Power Plan VIII, the Prime Minister requested the Minister of Industry and Trade to focus on directing the selection of investors and quickly implementing power source projects in the Power Plan VIII, ensuring timely addition of new power sources to meet the annual load growth demand.

In particular, the Prime Minister noted to urgently report to competent authorities for consideration and strict handling according to the law for the Cong Thanh and Nam Dinh 1 coal-fired thermal power plants before July 1 to ensure the goals of the 8th Power Plan and supply electricity to the North.

Regarding the progress of power transmission projects, the Prime Minister assigned the Minister of Industry and Trade to urgently coordinate closely with the State Capital Management Committee at Enterprises to direct EVN to speed up the implementation of the 500 kV line 3 circuit projects from Quang Trach to Pho Noi to put into use before June 30, and power transmission projects from Laos to promptly ensure power supply to the North.

The Head of Government assigned the Minister of Natural Resources and Environment to preside over and coordinate with relevant ministries, agencies and localities to strengthen guidance and inspection of the implementation of land quotas of the provinces that have been allocated, change land use purposes for power source and transmission development and accurately forecast meteorological and hydrological situations to proactively deal with possible bad situations.

The Chairman of the State Capital Management Committee at Enterprises is responsible for directing and supervising EVN, TKV, and PVN to strengthen effective coordination and effectively organize the implementation of electricity purchase and sale contracts, coal supply, and gas supply contracts, all for the common goal and national interests.

According to the Prime Minister's request, it is necessary to fight against negativity, waste, and shirking of responsibility; take responsibility for leadership and direction of stable, safe, reliable operation and quickly resolve incidents (if any) for power sources of EVN, PVN and TKV.

The Prime Minister requested the Chairman and General Director of EVN to quickly and resolutely implement the power source and grid projects assigned to him as the investor to ensure progress, quality, efficiency and environmental protection, especially focusing on and implementing the fastest 500 kV line 3 projects from Quang Trach to Pho Noi; striving to complete transmission projects to serve electricity import from Laos in May such as Dak Ooc Switching Station, 200 kV Nam Sum - Nong Cong line...

The Prime Minister also directed EVN leaders to be more proactive and timely in buying and selling electricity, especially renewable energy, according to market rules and the spirit of harmonious benefits and shared risks, and not to waste social resources.

Still following the Prime Minister's request, the Chairmen of the People's Committees of provinces and centrally-run cities need to synchronously direct effective electricity saving solutions in the area, especially applying optimal solutions, applying automatic technology, using solar energy, replacing energy-saving lamps, etc.

In addition, local leaders directed local agencies to closely coordinate with ministries, branches, EVN and investors of hydropower plants to have the most optimal water use plan, ensuring both agricultural production and daily life, while giving maximum priority to reserve water sources for power generation during peak times.
