Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 190 on drastic implementation of solutions to increase supply, reduce housing and real estate prices, and stabilize the market.

The dispatch clearly stated that in some areas and localities, real estate and housing prices have continuously increased, far exceeding the financial capacity of the people. The reasons are partly due to the lack of information about housing and the real estate market, the situation of "pushing up prices", "creating virtual prices", the lack of supply of commercial housing with prices suitable for the people, the number of social housing projects that are being vigorously implemented but are not enough to meet the needs of the people...
In order to promptly promote investment projects, increase supply, promptly handle real estate manipulation, price hikes and speculation, stabilize the market, and ensure people's right to housing and accommodation, it is expected that on October 11, the Prime Minister will chair the second meeting of the Central Steering Committee on housing policy and the real estate market.
The Prime Minister requested ministers, heads of ministerial-level agencies, government agencies, and chairmen of provincial and municipal People's Committees to study and adjust regulations on land use fees appropriately, so as not to cause real estate, housing, and land prices to increase far beyond people's incomes.
Ministries, sectors and localities promote the development of housing segments with prices suitable to the average income of people to improve the spiritual and material life of people. Focus on, resolutely direct and urge the promotion of social housing development to exceed the target of 100,000 social housing units in 2025.
Regarding specific tasks, the Prime Minister requested the Minister of Finance to urgently report to the Prime Minister before October 15 on real estate tax policy according to the direction in August of Deputy Prime Minister Ho Duc Phoc.
The Commander of the Finance sector needs to coordinate with the Ministry of Construction and relevant ministries to research and implement digital transformation to connect procedures from real estate transactions, notarization, taxes and land transaction registration in the electronic environment.
The Prime Minister assigned the Minister of Construction to study and propose solutions to control prices to ensure compliance with market rules, State management, and the people's right to housing and accommodation; to study specific and innovative solutions for social housing development; and to urgently develop policies on renting and purchasing houses for low-income people.
The Minister of Construction shall preside over and coordinate with the Ministry of Agriculture and Environment, the Ministry of Finance and relevant agencies to urgently complete the pilot project of the model "Real estate and land use rights transaction center managed by the State" to submit to the Government and the Prime Minister for consideration and decision in October.
Strengthening supervision of real estate brokerage activities
The Minister of Agriculture and Environment is assigned to complete legal documents related to the land sector, especially planning, land use plans, land allocation, land lease, land price determination... to remove difficulties and obstacles related to land prices, and submit them to competent authorities for promulgation in October.
In which, the role of the state in controlling land prices and regulations on land use fee collection must be strengthened to ensure compliance with land law, reality, especially people's income.
The Prime Minister directed the Governor of the State Bank to control, inspect, and direct credit to priority areas, including credit for investors and home buyers in projects such as social housing, worker housing, renovation and reconstruction of apartment buildings, and commercial housing with prices suitable to people's accessibility...
The Governor of the State Bank needs to research and have solutions to strictly manage, appraise and evaluate carefully when granting credit to real estate projects with high product prices or signs of "price inflation" or "price hikes", and have plans to regularly and seriously monitor and inspect credit institutions that lend with real estate as collateral. These assets need to be valued objectively, reasonably and in compliance with regulations to ensure credit efficiency and safety.
The Prime Minister noted the need to resolutely promote the disbursement of the VND120,000 billion credit program for loans for social housing, workers' housing, and housing for the armed forces. Promote the effective implementation of credit packages supporting social housing policies, preferential loan programs for young people under 35 years old to buy commercial housing for the first time, social housing with appropriate interest rates and terms, ensuring timely disbursement to the right subjects.
Major cities and key areas such as Hanoi, Hai Phong, Ho Chi Minh City, Da Nang, Hue, Can Tho and provinces and cities with many industrial parks... focus on prioritizing land funds according to planning to implement social housing projects and commercial housing with suitable prices to increase the supply of products suitable for people's income.
Also according to the Prime Minister's request, urgently plan and publicize projects, new urban areas, housing projects, especially social housing projects in the area; at the same time, strengthen inspection and supervision of real estate brokerage activities in the area to prevent "spreading rumors" and "disturbing" the market.
