Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 120/CD-TTg dated July 23, 2025 on focusing on overcoming the consequences of storm No. 3 and floods.
Telegrams sent to the Ministers of: National Defense, Public Security, Agriculture and Environment, Finance, Industry and Trade, Construction; Chairmen of the People's Committees of the provinces and cities: Quang Ninh, Hai Phong, Hung Yen, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Bac Ninh, Lang Son, Phu Tho, Thai Nguyen, Hanoi.
The dispatch stated: Storm No. 3 (international name Wipha) made landfall directly on the mainland of our country with strong winds of level 9-10, gusts of level 11-12, causing heavy rain, rising sea levels, and flooding in many coastal areas; in Nghe An province, there was an especially large flood in the upper reaches of the Ca River (the flow to Ban Ve Lake exceeded the tested flood flow), causing severe flooding over a large area in many residential areas along the river; in some places, there were incidents with dikes, dams, flash floods, and landslides affecting people's lives and production and business activities.
The Government and the Prime Minister have closely monitored the situation, issued 03 telegrams to proactively direct early, from afar, with a spirit of urgency, determination but calm, clear-headed, timely, effective, closely following the developments of storms and floods; the Secretariat has issued a document requesting Party committees, Party organizations, authorities, Fatherland Fronts and socio-political organizations not to be subjective, to strengthen direction, supervision, inspection and response to storms; ministries, branches, especially the Ministries of Agriculture and Environment, National Defense, Public Security and local Party committees and authorities have proactively and actively participated, closely following the locality to lead and direct, along with the people's self-awareness and proactiveness in response, contributing to limiting damage to people and property of the people and the state, minimizing the impact on people's production and business activities. The two-level local government model in many places has initially operated smoothly, effectively, and closely following the 4-on-the-spot motto in disaster prevention and control.
Implement necessary measures to reduce damage and restore agricultural production.
To quickly overcome the consequences of storm No. 3 and floods, restore production and business, and stabilize the people's situation, the Prime Minister requested the Chairmen of the People's Committees of the above-mentioned provinces and cities (affected by the recent storms and floods) to focus on implementing necessary measures to reduce damage, restore agricultural production, promptly drain water, prevent flooding, and protect newly planted rice areas, crops and plants of high economic value.
Directing the urgent review, counting, and complete and accurate statistics of damage caused by storms and floods, promptly using the budget reserve and local resources to proactively implement policies to support the affected subjects, especially the poor, disadvantaged households, policy families, and vulnerable subjects in accordance with regulations, to avoid loss, waste, corruption, and negativity. In case the local budget does not have enough resources to support, the Provincial People's Committee shall send a document to the Ministry of Finance for synthesis and handling in accordance with regulations.
At the same time, synthesize an assessment report on the storm and flood situation in the area, leadership, direction, local response results, advantages, difficulties, obstacles, shortcomings, limitations, lessons learned and proposed solutions, and report to the Prime Minister on July 24, 2025.
Review and promptly repair damaged irrigation dams and dikes.
The Prime Minister requested the Ministers of National Defense and Public Security to direct the military and police forces to prepare forces, vehicles, and supplies to support localities in overcoming the consequences of storms and floods when requested by localities.
The Minister of Agriculture and Environment directs the synchronous implementation of measures to overcome consequences and restore agricultural production in localities. Directs the review and timely repair of damaged irrigation dams and dykes to proactively respond to the next floods. Review, synthesize, and promptly coordinate with relevant ministries and agencies to resolve within their authority or report to competent authorities to resolve recommendations (if any) from localities regarding support for materials, chemicals, plant varieties, and livestock to restore production.
The Minister of Industry and Trade directed localities and hydropower dam owners to review and develop response plans to proactively ensure the safety of hydropower dams, especially when there are situations of heavy rain and floods exceeding the design level, to avoid being passive and surprised, and directed Vietnam Electricity Group to ensure the safety of the power grid nationwide.
The Minister of Construction directed the work of ensuring traffic safety, promptly handling landslides on traffic routes, and ensuring smooth traffic, especially on main traffic routes.
The Ministry of Finance shall preside over and coordinate with relevant agencies to promptly handle within its authority or report to competent authorities to handle proposals for support to overcome the consequences of storms and floods of localities in accordance with regulations.
The Prime Minister assigned Deputy Prime Minister Tran Hong Ha to continue directing relevant ministries, branches and localities to urgently deploy work to overcome the consequences of storm No. 3 and the floods after the storm.
The Government Office, according to its assigned functions and tasks, shall monitor and urge relevant ministries, agencies and localities to implement this Official Dispatch, and promptly report to the Prime Minister and Deputy Prime Minister in charge on any problems and difficulties in the implementation process.
