Prime Minister Pham Minh Chinh signed Official Dispatch No. 125/CD-TTg dated December 1, 2024 requesting ministries, branches and localities to promote thrift practice and combat waste.
The dispatch stated that, in addition to positive changes and results, the implementation of policies and laws on practicing thrift and combating waste still exists, with limitations such as outstanding debts and slow issuance of detailed regulations that have not been thoroughly overcome; disbursement of public investment capital, progress of equitization, divestment and approval of the State-owned enterprise restructuring project for the 2021-2025 period are still slow.

To continue to enhance the effectiveness and efficiency of implementing policies and laws on practicing thrift and combating waste, the Prime Minister requested Ministers, Heads of ministerial-level agencies, Government agencies; Chairmen of People's Committees of provinces and centrally run cities to strengthen the organization of practicing thrift and combating waste in all fields, focusing on a number of fields such as state budget management; management and use of public investment capital; management and use of public assets; organization of apparatus, labor management, working time; management of resources and minerals, especially land; management of state capital and assets invested in enterprises.
In particular, the Prime Minister requested ministries, branches and localities to focus on implementing regulations on standards, norms, and regimes for management and use of public assets; modernize public asset management, build component databases to connect to the national database on public assets; strengthen inspection, examination and supervision of the management and use of public assets at agencies, organizations and units.
"Ministries, branches and localities shall review all public assets and working offices that are not used, used ineffectively or used for the wrong purpose to decide on handling according to their authority or to report to competent authorities for decision on handling according to regulations, to avoid waste or loss of state assets; synthesize the results of the review and handling and send them to the Ministry of Finance before December 8 for synthesis and reporting to the Prime Minister before December 15," the dispatch requested.
In particular, the Prime Minister requested to minimize administrative procedures and compliance costs, create the greatest convenience for people and businesses; switch from pre-inspection to post-inspection, eliminate the "request-grant" mechanism; decentralize and delegate authority to competent agencies and localities to resolve and take responsibility.
Strengthening the implementation of monitoring, evaluation and accountability of state agencies, cadres, civil servants and public employees in serving the people.
The Prime Minister also requested to promote and improve the effectiveness of inspection and examination of the implementation of legal regulations in the fields prescribed by the Law on Practicing Thrift and Combating Wastefulness and specialized laws, focusing on key areas such as land, public investment, construction, public finance, resources and minerals.
"Strictly implement legal regulations on handling violations against heads of agencies, units and individuals who cause waste," the Prime Minister requested.
