This task was set by Prime Minister Pham Minh Chinh when concluding the 4th meeting of the Government Steering Committee on science , technology development, innovation, digital transformation and Project 06 on the afternoon of September 24.
Emphasizing the spirit of "only discussing work, not backtracking" and "time is gold", the Prime Minister emphasized the need to take advantage of every day and hour to apply science and technology, innovation and digital transformation into all activities.

Faced with the shortcomings and limitations pointed out at the meeting, the head of the Government requested ministries, branches and localities to make efforts and take drastic actions without delay, procrastination, or spreading out in the process of allocating and organizing resources. The Prime Minister also reminded units not to waste time, intelligence and resources, and to take people and businesses as the center and subject.
According to the request of the Government leaders, all ministries, branches and localities must focus on completing their units' databases, completing them by the fourth quarter at the latest and ensuring correctness - completeness - cleanliness - liveness, and unified sharing from the central to local levels.
“If digital infrastructure cannot be used, it must be resolutely closed to continue processing and synchronously investing in a new, unified, modern system that ensures publicity and transparency,” the Prime Minister emphasized.
In directing specific tasks, the Prime Minister requested ministries, branches and localities to continue to urge, guide, inspect and summarize difficulties and problems arising during the implementation process, promptly report for final resolution.
Along with that, the head of the Government assigned the Ministry of Public Security to operate and effectively exploit the National Data Center, develop the VneID application, and promote cyber security monitoring.
Another important task mentioned by the Prime Minister is that the Ministry of Construction presides over and coordinates with the Ministry of Science and Technology and 6 cities to urgently approve the smart city project in September and organize its implementation in 2025.

The Prime Minister assigned the Ministry of Agriculture and Environment to complete the land database; the Ministry of Construction to complete the housing and real estate data and launch a real estate trading floor; and the Ministry of Education and Training to complete the student database.
In addition, the head of the Government emphasized the need to step up the reduction and simplification of administrative procedures; and allocate sufficient funding and human resources for digital infrastructure.
The Prime Minister assigned the Ministry of Home Affairs and the Ministry of Finance to preside over, review, and ensure funding and human resources; the State Bank of Vietnam and joint stock commercial banks to effectively and appropriately implement the VND500,000 billion credit package with low interest rates to promote investment in science and technology, innovation, digital transformation, and strategic infrastructure.
