Speaking at the opening of the conference, Prime Minister Pham Minh Chinh stated: The conference is very important to accelerate and make a breakthrough in completing the targets and objectives of 2025, contributing to the implementation of the targets and objectives according to the Resolution of the 13th National Party Congress. The Prime Minister asked the delegates to discuss and clearly identify the key tasks and solutions for the fourth quarter of 2025; in which, paying attention to solutions to achieve growth of 8.3-8.5% in a very difficult context, associated with macro stability, inflation control, ensuring major balances of the economy, the fields of culture, society, environment, national defense, security, foreign affairs, social housing development, ensuring social security...

According to the report at the conference, in the first 9 months of 2025, the socio-economic situation will be better month after month, higher quarter after quarter and better than the same period in 2024 in most areas. Economic growth in the following quarter will be higher than the previous quarter with good growth in all 3 regions. In general, GDP in the first 9 months increased by about 7.84%. All 3 regions of agriculture, industry and construction grew well. The macro economy is stable, inflation is controlled, and major balances are ensured. The average CPI in the first 9 months increased by about 3.27%. State budget revenue in the first 9 months reached 1.92 million billion VND. Import and export in the first 9 months reached over 680 billion USD. Total social investment capital increased quite high, in the third quarter it increased by about 13.3%. Disbursement of public investment capital was higher than the same period. FDI attraction in the first 9 months reached 28.54 billion USD, up 15.2%; Realized FDI capital reached 18.8 billion USD, up 8.5%. Investment attention continues to be paid to socio-economic infrastructure, especially transport infrastructure, ensuring the completion of over 3,000 km of expressways and 1,700 km of coastal roads by 2025...

At the conference, delegates focused on discussing solutions to promote socio-economic development; speed up the disbursement of public investment capital and implement national target programs in the last months of 2025 and the coming time.

Concluding the conference, Prime Minister Pham Minh Chinh emphasized the intertwined advantages, difficulties and challenges; and proposed to focus on implementing the peak emulation campaign to complete the assigned tasks. Among the key tasks, the Prime Minister requested to carefully and thoroughly prepare the contents for the 13th Central Conference and the 10th Session of the 15th National Assembly. Prioritize stabilizing the macro economy, controlling inflation, ensuring major balances of the economy and promoting growth. The Prime Minister requested ministries, branches and localities to closely monitor the situation, ensure market and price stability, especially for goods and services managed by the State; resolutely, promptly and effectively implement the Politburo's resolutions; deploy and effectively operate the two-level local government. Ministries, branches and localities promptly remove difficulties and obstacles, especially in the payment of policies for people who have quit their jobs; Strengthen inspection, guidance, and professional and technical training; rearrange, reassign, ensure the quantity, and improve the quality of commune-level cadres and civil servants; complete infrastructure, connect information systems, databases, and administrative procedures, and ensure smooth and effective operations. The Prime Minister also requested to focus on removing difficulties and obstacles for long-standing backlog projects. Focus on developing culture and society, ensuring social security, improving people's lives; strengthen environmental protection, prevent and combat natural disasters, and respond to climate change. At the same time, focus on overcoming the consequences of storms No. 9 and No. 10 and post-storm floods, restore production activities, and stabilize people's lives; have drastic solutions to respond to storm No. 11. Strengthen national defense and security; maintain social order and safety; strengthen foreign affairs and international integration. Strengthen and improve the effectiveness of information and communication, especially policy communication, replicate good models and good practices, contributing to creating social consensus to successfully implement set goals and plans.
