Promoting Gunma Province (Japan) enterprises to expand investment in Vietnam

Prime Minister Pham Minh Chinh suggested that Gunma province expand investment, increase people-to-people exchanges and promote cooperation with Vietnamese localities.

On the morning of November 25, in Quang Ninh, during the program to attend the first Vietnam - Japan Local Cooperation Forum organized by the Ministry of Foreign Affairs , Prime Minister Pham Minh Chinh received Mr. Yamamoto Ichita, Governor of Gunma province, Japan.

This is the first large-scale event to promote cooperation between localities of the two countries and between Vietnamese localities and foreign localities, concretizing and implementing the agreement between Prime Minister Pham Minh Chinh and former Japanese Prime Minister Ishiba Shigeru in April 2025. Japanese Prime Minister Takaichi Sanae is very interested, supportive and sent a congratulatory message to the event; nearly 50 localities and hundreds of businesses from the two countries have registered to attend the event.

Gunma Prefecture is located in the center of Japan, the hometown of 4 generations of Japanese Prime Ministers. Currently, there are 56 provincial enterprises investing in Vietnam in fields such as plastics, transportation equipment..., the province is also supporting about 40 enterprises to seek investment and business opportunities in Vietnam. The Vietnamese community in Gunma Prefecture is about 16,000 people, the largest foreign community in the province.

Pleased to meet the Governor again exactly one month after the Governor's visit to Vietnam from October 18-21, 2025, Prime Minister Pham Minh Chinh thanked and appreciated the Governor for his efforts in arranging time to visit Vietnam to attend the Forum, showing his special affection for Vietnam.

The Prime Minister said that Quang Ninh province has a good relationship with Japan, with many symbolic ODA projects such as Bai Chay bridge, vibrant people-to-people exchange activities, Ha Long University has established a Japanese language department with the goal of becoming a typical Japanese language training unit in Southeast Asia... Quang Ninh is also a locality with vibrant cultural activities, great tourism potential with two world heritages: Ha Long Bay and Yen Tu relic site.

The Prime Minister hopes that the Governor and the Gunma delegation will actively participate, proactively discuss, and propose specific cooperation initiatives/projects with partners.

The Prime Minister believes that the event will be a great success, creating momentum for the development of the Vietnam-Japan Comprehensive Strategic Partnership, which is progressing well, especially in the field of local cooperation, in the spirit of sincerity, affection, trust and efficiency.

Wishing the Vietnam - Japan friendship to grow and bear fruit, the Prime Minister hopes that the Governor and the delegation of Gunma province will actively participate, proactively discuss and propose specific cooperation initiatives/projects with partners, especially in areas where Gunma province has strengths, and strengthen cooperation with Vietnamese localities, including Quang Ninh province.

The Prime Minister also proposed to encourage and promote Gunma province's enterprises to expand investment in Vietnam in association with technology transfer and training of high-quality human resources, especially in areas of Vietnam's need such as innovation, science and technology, digital transformation, green transformation, semiconductors, etc.; continue to promote cultural exchange, people-to-people exchange, tourism cooperation with Quang Ninh and other localities; pay attention to, create favorable conditions and continue to have many practical support policies for the Vietnamese community living, studying and working in the province.

For his part, the Governor of Gunma prefecture expressed his honor to meet the Prime Minister and expressed his condolences on the losses suffered by localities in the recent natural disasters.

He said many Gunma businesses are expanding their investments in Vietnam; he hopes that Vietnam will continue to support more businesses from the province to operate in Vietnam.

Appreciating the organization of the Forum - an important event, and sincerely thanking the Prime Minister for his great interest in promoting local cooperation between the two countries, the Governor said that the province wants to strengthen cooperation with Vietnamese localities, seeking more cooperation opportunities with Vietnam as directed by the Prime Minister.
