According to the assessment of the Provincial People's Committee, with synchronous and drastic solutions in preventing revenue loss and increasing revenue, the state budget revenue situation of Hoa Binh province in the first 6 months of 2024 has many positive signs compared to the same period in 2023.

By the end of June, the total state budget revenue of the province was estimated at over VND 3,366 billion, reaching 83% of the estimate assigned by the Prime Minister , reaching 58% of the estimate assigned by the Provincial People's Council, an increase of 79% over the same period in 2023. The structure of domestic revenue sources has changed, in addition to tax and fee revenues, land revenues have increased. Specifically, land use fee revenue was about VND 1,330.9 billion, reaching 161.7% of the estimate assigned by the Government, reaching 66.5% of the estimate assigned by the Provincial People's Council; tax and fee revenue was about VND 1,427 billion, reaching 48.3% of the estimate assigned by the Government and equal to 40.8% of the estimate assigned by the Provincial People's Council. According to the analysis of the Provincial Tax Department, land revenue increased more than 16 times, mainly due to a number of large companies fulfilling their land financial obligations such as: Trung Minh New Urban Area Company Limited paid 1,002 billion VND, Dream Lands Group Corporation paid 90.4 billion VND, Hoa Binh Housing Development Corporation paid about 65.2 billion VND. In addition, some revenue items increased compared to the same period, including foreign investment increased by 100.2%; environmental protection tax increased by 61.6%; non-state industrial and commercial revenue increased by 44.4%; fees and charges increased by 51.2%.
Although there have been positive signs, for districts and cities, revenues from land use rights auctions are still facing many difficulties. As the economic driving force of the province, in 2024, Luong Son district strives to collect a budget of 1,655 billion VND according to the plan assigned by the District People's Council. However, up to this point, the whole district has only collected 214.4 billion VND, reaching 12.95% of the estimate assigned by the District People's Council, of which revenue from taxes and fees reached 127.1 billion VND; revenue from land reached 87.2 billion VND, equal to 6.3% of the estimate assigned by the District People's Council. Comrade Nguyen Anh Duc, Vice Chairman of the People's Committee of Luong Son district, said: Budget revenue from land continues to face many difficulties. Currently, the district has implemented procedures for land auctions, but many times the land auctions have not met the plan.
Difficulties in land auctions are also a common situation in many localities in the province, leading to budget revenue not reaching expectations.
To ensure the completion of the 2024 state budget revenue estimate, the Tax Department recommends that units continue to review revenue items and taxes, exploit potential revenue sources; strengthen inspections and checks to promptly detect and handle tax law violations by taxpayers. Coordinate well with relevant departments and branches of the province, district, and city, develop plans and implement anti-tax loss work in each field and industry with high tax risks.
Step up the urging of tax debt collection, including fully implementing measures to urge and enforce tax debt, increasing the application of temporary exit suspension measures for individuals and individuals who are legal representatives of taxpayers who are enterprises that are being forced to implement administrative decisions on tax management but have not yet fulfilled their tax payment obligations, especially for cases that are no longer operating at the registered address. At the same time, continue to closely coordinate with agencies in providing information to promptly and effectively implement tax debt enforcement measures according to the provisions of the Law on Tax Management to recover tax arrears, especially for debts of land use fees, land rent, mineral exploitation rights fees, etc. Strive to complete the assigned debt collection targets, contributing to the completion of the task of collecting the State budget as well as tax management in the area.
In order to drastically direct solutions for state budget collection, the Provincial People's Committee issued Plan No. 117/KH-UBND, dated June 3, 2024 on the implementation of state budget collection in 2024. Accordingly, the Provincial People's Committee directed: Synchronously implement the tasks and solutions set out in Resolution No. 01/NQ-CP, dated January 5, 2024 of the Government in conjunction with Resolution No. 21-NQ/TU, dated December 6, 2023 of the Provincial Party Committee on the goals and tasks of work in 2024; Resolution No. 318/NQ-HDND, dated December 8, 2023 of the Provincial People's Council on the socio-economic development plan for 2024 of Hoa Binh province; Resolution No. 320/NQ-HDND, dated December 8, 2023 of the Provincial People's Council on deciding on local budget estimates and deciding on provincial budget allocation in 2024; Decision No. 2918/QD-UBND, dated December 12, 2023 of the Provincial People's Committee on assigning the State budget revenue and expenditure estimates in 2024; Directive No. 01/CT-UBND, dated January 12, 2024 of the Provincial People's Committee on key tasks and solutions to direct and implement the Socio-Economic Development Plan and State budget estimates of Hoa Binh province in 2024.
