On May 20, the Government held a conference to promote public investment growth momentum in 2025. The conference was held in person and online, connecting from the Government headquarters to the bridge points of provinces and cities across the country. Prime Minister Pham Minh Chinh attended and chaired the conference. Attending the conference at Hung Yen bridge point were comrade Nguyen Le Huy, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee.
Speaking at the opening of the conference, Prime Minister Pham Minh Chinh emphasized: The Government has many directive documents and regular meetings to direct drastic implementation to speed up the disbursement of public investment capital, however, the implementation is still slow. The Prime Minister criticized some ministries, branches and localities for slow disbursement of investment capital and the need to review and evaluate the responsibilities of their leaders. Ministries, branches and localities need to assess the causes, bottlenecks; responsibilities in direction and management; at the same time, draw lessons in leadership and direction of implementation...
According to the report of the Ministry of Finance, the total public investment capital in 2025 approved by the National Assembly is more than 829 trillion VND, and the Prime Minister has assigned 100% of the capital plan for 2025. By the end of April, ministries, central and local agencies had allocated and assigned detailed capital investment plans for the list of tasks and projects of nearly 818 trillion VND, reaching 99% of the plan. As of April 30, disbursed capital was more than 128 trillion VND, reaching more than 15.5% of the plan assigned by the Prime Minister.
In 2025, Hung Yen province was assigned by the Prime Minister a public investment plan of nearly VND28.8 trillion. By May 14, the whole province had disbursed more than VND3.9 trillion, reaching 13.6% of the plan assigned by the Prime Minister.
To speed up the disbursement of public investment capital, the province focuses on implementing a number of solutions such as: Requiring project investors to speed up the completion of procedures for establishing, submitting for appraisal, and deciding on investment in projects. Agencies and units focus on removing difficulties and obstacles to speed up site clearance progress to serve project implementation. Departments, branches, sectors, People's Committees of districts, towns, cities, and project investors develop monthly and quarterly disbursement plans for each project.
Concluding the conference, Prime Minister Pham Minh Chinh requested ministries, branches and localities to continue to uphold their sense of responsibility, focus on overcoming difficulties and obstacles, effectively carry out the task of disbursing public investment capital, and complete 100% of public investment capital disbursement in 2025 according to the requirements and directions of the Government and the Prime Minister.
During the period of rearranging and reorganizing administrative units at all levels and building a two-level government organization model, ministries, central and local agencies must resolutely direct and organize implementation, ensuring that there are no breaks or interruptions in the implementation and disbursement of public investment capital; speed up the progress of compensation and site clearance for projects; focus on removing difficulties and obstacles related to land and resources; strengthen supervision of compliance with regulations in the management and disbursement of public investment capital; effectively implement tasks and solutions to cut and simplify administrative procedures; select contractors with good capacity; organize preliminary and final reviews of implementation.
In order to remove obstacles and difficulties, agencies, units and leaders need to implement them promptly, flexibly and effectively; promote a sense of responsibility in organizing, implementing, inspecting, supervising and urging; leadership and direction must be focused, not scattered, with a focus and key points; site clearance requires mobilizing the entire political system to participate, creatively and flexibly applying regulations to the reality of units and localities; promptly promulgate technical standards; improve investment preparation steps; simplify procedures related to projects using ODA capital.
Government working groups continue to step up inspection and supervision of site clearance, project implementation progress, and public investment disbursement progress at ministries, branches, and localities; proactively prevent and combat corruption and negativity.
