On June 28, within the framework of an official visit to China and attendance at the 14th Annual Pioneers Meeting of the World Economic Forum (WEF), Senior Lieutenant General Luong Tam Quang, member of the Party Central Committee and Deputy Minister of Public Security, accompanied Prime Minister Pham Minh Chinh to visit Xiong An New Area in Hebei Province.
On the same day, the ASEAN Migration Management Policy Conference was held in Beijing, China. The conference was chaired by Comrade Xu Ganlu, Deputy Minister of Public Security of China.
Comrade Wang Xiaohong, State Councilor and Minister of Public Security of China, delivered the opening speech at the Conference.
Speaking at the conference, on behalf of the delegation of the Ministry of Public Security of Vietnam, Deputy Minister Luong Tam Quang respectfully thanked the Ministry of Public Security and the National Immigration Administration of China for inviting the Ministry of Public Security of Vietnam to attend the Conference on ASEAN Immigration Management Policy; expressed his appreciation for the idea and thoughtful and respectful organization of the conference by the host country China.
Deputy Minister Luong Tam Quang stated: “The Vietnamese Ministry of Public Security believes that with the careful preparation of Chinese colleagues and the active participation of other countries, the ASEAN Conference on Migration Management Policy will be a great success, continuing to contribute to strengthening and promoting friendly cooperation between countries in the field of migration and immigration management, for peace , stability, cooperation and development in the region and the world.”
Deputy Minister Luong Tam Quang said that international migration activities are increasingly important, affecting the development of countries. International cooperation to manage migration flows is a topic of special interest to countries. Prioritizing the enhancement of close cooperation between ASEAN countries and partner countries is extremely important and urgent, contributing to political stability, economic and social development, people-to-people exchange between ASEAN and countries in the region, while effectively addressing challenges in preventing human trafficking, illegal migration and transnational crimes.
Deputy Minister Luong Tam Quang added that in recent times, Vietnam has actively cooperated with China, Japan and South Korea to implement projects and cooperation initiatives in the field of immigration. Vietnam has signed an Agreement with China on strengthening cooperation in preventing and combating human trafficking; a Memorandum of Understanding on cooperation in immigration management between the Ministry of Public Security of Vietnam and the National Immigration Administration of China. Within the framework of this visit, the two sides agreed and signed a Plan for implementing the Peak of Prevention and Combat of Illegal Immigration to serve as a basis for implementing immigration management activities and preventing and combating border crossing activities.
Vietnam has chaired two projects to organize the ASEAN-Japan Workshop on applying technology in combating child trafficking crimes and the ASEAN-China Workshop on enhancing international cooperation in capturing wanted criminals.
The workshops were all successfully organized, continuing to affirm Vietnam's commitment to cooperate with other countries in the fight against illegal immigration, human trafficking and other related crimes.
Vietnam also participated in the second Tokyo Immigration Forum with representatives of 18 immigration agencies of countries and territories to share information and practical experience on difficulties and challenges faced by immigration agencies around the world and discuss solutions to respond and improve cooperation efficiency.
Vietnam has also actively and effectively coordinated information exchange with competent authorities of other countries through talks, diplomatic notes, and meetings to identify suspicious individuals and organizations that broker illegal immigration activities, and handle cases of repatriation and reception of citizens of the two countries who violate the law.
As an ASEAN member country, with its role and responsibility, Vietnam always actively participates in cooperation frameworks and regional forums on the issue of migration management.
Deputy Minister Luong Tam Quang emphasized, “We welcome and appreciate the expanded cooperation mechanism of DGICM ASEAN with partner countries, dialogue to discuss and exchange experiences and views on migration management, contributing significantly to promoting legal migration, improving the effectiveness of border management, combating and preventing human trafficking and illegal migration of ASEAN member countries as well as the whole region."
