Implementing the provisions of the 2015 Veterinary Law and the Decree guiding its implementation, from 2016 to present, the province has issued 4 resolutions and 4 decisions to implement it according to actual conditions. Information and propaganda work to disseminate the Veterinary Law and sub-law documents has been organized in many forms, with many subjects, especially for veterinary staff, livestock owners, slaughterhouse owners, veterinary practitioners... According to statistics, the whole province organized 103 training courses, conferences and communication courses with more than 3,361 participants. Distributed over 17,000 leaflets to propagate and guide techniques for preventing and controlling dangerous animal diseases.

In addition, the Provincial People's Committee directed specialized agencies to develop columns, reports, propaganda news, and disseminate regulations on veterinary drug trading, instructions on the use of veterinary drugs, vaccines, disinfection of livestock environments, food safety and hygiene for animals and animal products... on the media, with a duration of about 300 hours.
Comrade Pham Anh Hung - Head of the Department of Animal Husbandry and Veterinary Medicine (Department of Agriculture and Environment) said: Disease prevention and control for livestock and aquatic products is focused on. The total budget allocated for disease prevention and control for terrestrial and aquatic animals from July 2016 to December 2024 is 134,385 million VND. The first 6 months of 2025 alone is 5,952.7 million VND. Including activities: vaccination for livestock, disinfection, diagnosis and testing, destruction of animals due to disease, support for breeders with animals to be destroyed, animal quarantine checkpoints. The quarantine of animals and animal products is carried out by specialized agencies in accordance with regulations. Quarantine has been carried out and quarantine certificates have been issued for 50,262 livestock and poultry; 23,500 sturgeon fry and 2,063 kg of animal products transported out of the province. Quarantined 5,043 breeding cattle, 42,269 commercial cattle, 2,950 commercial poultry. The number of quarantined products was 2,063 kg.
In addition, the provincial veterinary management agency has inspected and supervised 16,531 containers (468,293 tons of goods) containing animals, dried and frozen animal products (including aquatic products) temporarily imported for re-export, transiting through Ma Lu Thang Border Gate to China. Specialized agencies and interdisciplinary functional forces discovered 145 violations through the quarantine of animals and animal products. The total number of violations was 20,262 cattle and poultry, 170,031 kg of animal products and 2,100 poultry eggs. Thanks to that, in the past 10 years, there have been no major outbreaks in livestock in the province, only small outbreaks that were detected early and handled promptly, reducing losses for livestock farmers, contributing significantly to protecting public health. The growth rate of livestock herds has reached an average of over 5% per year. The whole province has about 250 livestock farms of farm scale; about 2,000 livestock farms and 90,000 small-scale livestock households.
Natural conditions of climate, cold water resources, and potential of hydroelectric reservoirs are favorable for aquaculture development. In recent years, the province has had policies to support the development of cage aquaculture, the number of aquaculture facilities and cage volumes are increasing; the area of cold-water fish farming is expanding and developing. The work of preventing and controlling aquatic diseases has been focused on. Every year, specialized agencies carry out sampling, monitoring and diagnosing diseases, based on the results to promptly make recommendations and guide people on effective disease prevention measures. Therefore, in the period of 2016-2024, aquatic diseases are basically controlled. Aquaculture output is higher year after year, always reaching and exceeding the annual plan targets. Up to now, the area of aquaculture ponds in the whole province is 1,034 hectares, the volume of cold-water fish farming is 67,318m3, the volume of cage fish farming is estimated at 251,856m3.
Mr. Lanh Van Tuong - Deputy Head of the Economic Department of Khong Lao Commune shared: Khong Lao is one of the localities with a fairly large aquaculture area. In recent years, the commune has closely followed the 2015 Veterinary Law to guide people in effective farming from care to disease prevention and consumption. Up to now, many households have an income of tens of millions of VND from fish farming each year.
By implementing the Veterinary Law 2025, Lai Chau province has taken appropriate steps and created a solid legal corridor in the prevention and control of animal diseases. Thereby, promoting the development of sustainable livestock and aquaculture, making an important contribution to the overall economic development of the province.
