On the afternoon of December 12, at the Party Central Committee Headquarters, right after the official welcoming ceremony, General Secretary of the Central Committee of the Communist Party of Vietnam Nguyen Phu Trong held talks with General Secretary of the Central Committee of the Communist Party of China, President of the People's Republic of China Xi Jinping.
General Secretary Nguyen Phu Trong expressed his joy and warmly welcomed General Secretary and President of China Xi Jinping, his wife and the high-ranking delegation of the Chinese Party and State to pay a State visit to Vietnam.
The General Secretary emphasized that the third visit to Vietnam by General Secretary and President of China Xi Jinping took place on the occasion of the two countries celebrating the 15th anniversary of the establishment of the Comprehensive Strategic Cooperative Partnership (2008-2023), demonstrating General Secretary and President Xi Jinping's special affection for the tradition of friendship, the current stature of bilateral relations as well as the bright prospects for the bilateral relationship in the coming time.
General Secretary Nguyen Phu Trong believes that the visit is a new historical milestone, bringing the relationship between the two Parties and two countries to a new height, meeting the aspirations and common interests of the two peoples, for peace, cooperation and development of the region and the world.
In a warm, friendly, sincere and frank atmosphere, the two leaders had in-depth discussions on the situation of each Party and country, the relationship between the two Parties and countries, and regional and international issues of mutual concern.
General Secretary Nguyen Phu Trong once again congratulated and highly appreciated the historical significance and important milestone of the 20th National Congress of the Communist Party of China with the establishment of the "core" position of General Secretary and President Xi Jinping and the guiding role of Xi Jinping Thought on socialism with Chinese characteristics in the new era.
The General Secretary congratulated China, under the leadership of General Secretary and President Xi Jinping, on its many new great achievements since the 20th Congress. General Secretary Nguyen Phu Trong believes that the Party, State and people of China will fulfill the goals and tasks set by the 20th Congress, successfully implement the second 100-year goal, and build China into a modern socialist power that is prosperous, strong, democratic, civilized, harmonious and beautiful.
Sharing about the situation in Vietnam, General Secretary Nguyen Phu Trong said that the 13th National Congress of the Communist Party of Vietnam assessed that the country has never had such a foundation, potential, position and international prestige as it does today. The General Secretary emphasized that during the half-term of the 13th National Congress, in the context of difficulties and challenges that were more severe and complicated than predicted, Vietnam has strived and achieved important and quite comprehensive results in all fields.
General Secretary Nguyen Phu Trong shared the goals and orientations to strive to turn Vietnam into a high-income developed country with a socialist orientation by the middle of this century, along with specific development goals for 2025, 2030 and 2045 set out at the 13th National Party Congress.
General Secretary Nguyen Phu Trong affirmed the consistent foreign policy of the Party and State of Vietnam: independence, self-reliance, peace, friendship, cooperation and development; diversification and multilateralization of foreign relations as well as the "4 no's" defense policy; proactive and active international integration comprehensively and deeply. General Secretary and President of China Xi Jinping warmly congratulated and highly appreciated the achievements that Vietnam has made in nearly 40 years of renovation, especially the important and comprehensive achievements in implementing the Resolution of the 13th National Congress of the Communist Party of Vietnam, promoting the overall strength and constantly enhancing international influence and position. General Secretary and President Xi Jinping believes that under the steadfast leadership of the Communist Party of Vietnam headed by General Secretary Nguyen Phu Trong, the Party, State and people of Vietnam will certainly successfully implement the major goals and tasks set by the 13th National Congress, creating an important premise for the successful implementation of the two 100-year goals set by the 13th National Congress of the Communist Party of Vietnam.
General Secretary and President of China Xi Jinping affirmed that the Party, Government and people of China highly value the relationship with Vietnam, considering Vietnam a priority direction in its neighborly diplomacy; affirmed that China firmly supports Vietnam's cause of building socialism, supports Vietnam's prosperous development and people's happiness.
General Secretary and President Xi Jinping reiterated and emphasized that the recent visit of General Secretary Nguyen Phu Trong to the Friendship Border Gate and the planting of a friendship tree was a message of trust and development in the relationship between the two Parties, two countries and two peoples.
The two leaders reviewed the development of relations between the two Parties and countries, and agreed that the traditional friendship of comradeship and brotherhood, personally built and cultivated by President Ho Chi Minh, President Mao Zedong and previous leaders, is a valuable asset of the people of the two countries and needs to be continuously inherited and promoted.
The two leaders agreed to evaluate the 15 years since the two countries established the Comprehensive Strategic Cooperative Partnership in 2008 and with the motto of "friendly neighbors, comprehensive cooperation, long-term stability, looking towards the future" and the spirit of "good neighbors, good friends, good comrades, good partners," cooperation in various fields has achieved many positive and comprehensive developments; the relationship between the two Parties and the two countries has continuously expanded and deepened.

From the high regard for the relationship between the two Parties and two countries, with the achievements of the Comprehensive Strategic Cooperative Partnership over the past 15 years and in the face of new requirements, the two sides agreed to build a Vietnam-China Community of Shared Future of strategic significance, striving for the happiness of the people of the two countries, for peace and progress of mankind, in accordance with the United Nations Charter and international law, on the principles of mutual respect, equal and mutually beneficial cooperation, respect for each other's independence, sovereignty and territorial integrity, and persistently resolving disagreements through peaceful means.
According to the above-mentioned orientations and principles, the two sides agreed to continuously strengthen political trust, increase exchanges between high-ranking leaders of the two Parties and two countries through diverse and flexible forms, and promote the strategic guiding role of Party channel relations for the overall bilateral relationship.
The two sides agreed to enhance defense and security cooperation more substantially, making it one of the pillars of bilateral relations; promote more sustainable and deeper economic, trade and investment cooperation; strengthen education on the traditional relations between the two Parties and the two countries, promote the building of a more solid social foundation for the relations between the two Parties and the two countries; strengthen closer multilateral coordination, for the interests of the two countries and actively contribute to the common interests of the international community.
Regarding maritime issues, the two leaders had a frank and in-depth exchange of opinions, emphasizing the need to better control and actively resolve maritime disputes, maintaining peace and stability in the East Sea and the region. General Secretary Nguyen Phu Trong suggested that both sides implement high-level common perceptions, respect each other's legitimate and legal interests, not further complicate the situation, resolve disputes by peaceful means, in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS 1982), implement the Declaration on the Conduct of Parties in the East Sea (DOC), and promote the Code of Conduct in the East Sea (COC) in accordance with UNCLOS 1982.
At the talks, the two General Secretaries discussed in depth many international and regional issues of mutual concern. General Secretary Nguyen Phu Trong emphasized that in the context of complicated developments in the international and regional situation, it is important for countries to jointly implement a policy of peace, cooperation and development, comply with international law, respect equality and each other's legitimate interests, resolve disagreements by peaceful means, not threaten or use force in international relations; cooperate for mutual development, and coordinate in responding to traditional and non-traditional security challenges.

General Secretary and President of China Xi Jinping agreed with General Secretary Nguyen Phu Trong's opinion that both sides should jointly direct and thoroughly disseminate to the entire Party, people and army of the two countries a higher spirit and greater determination to promote the Vietnam-China relationship to develop firmly, stably, sustainably and more effectively in the long term at a new height of the Comprehensive Strategic Cooperative Partnership.
After the high-level talks, General Secretary Nguyen Phu Trong and General Secretary and President of China Xi Jinping reviewed and listened to the introduction of 36 cooperation agreements in many fields signed between ministries, sectors and localities of the two countries, demonstrating the rich and comprehensive achievements that both sides achieved during this visit.
General Secretary Nguyen Phu Trong respectfully invited and joined General Secretary and President of China Xi Jinping to attend a tea party. In a joyful, warm and friendly atmosphere, the two General Secretaries recalled memories of previous meetings and exchanges; listened to an introduction to famous Vietnamese tea products and the unique tea-drinking rituals of the Vietnamese people, demonstrating the cultural similarities between the two nations.
On the same evening, General Secretary Nguyen Phu Trong and his wife, President Vo Van Thuong and his wife held a solemn reception to welcome General Secretary and President of China Xi Jinping and his wife on a state visit to Vietnam.
