Through the implementation of the decisions of the Central and the province on the development of organic agriculture (AOA), the People's Committees of districts and cities have oriented and identified groups of typical crop and livestock products with local strengths to focus on developing into AOA products. Accordingly, the organic growing areas are identified as including Shan Tuyet tea, orange trees, temperate fruit trees; rice, medicinal herbs and other crops that meet the requirements. The organic livestock areas include areas for raising yellow cows, raising local black pigs, raising organic bees and other livestock.

Currently, the province is maintaining organic certification for Shan Tuyet tea with an area of ​​over 1,229 ha/3,902 ha remaining in effect, mainly concentrated in Vi Xuyen, Hoang Su Phi, Xin Man districts; the newly issued certificate area is over 10 ha in Bac Quang and Quang Binh districts. For citrus products, the certified area is 10 ha in Bac Quang district; organic vegetable products have a certified area of ​​30 ha in Xin Man district, which are crops that meet the requirements. Other groups of crops and livestock include temperate fruit trees, high-quality rice, medicinal plants, highland yellow cows, local black pigs, and mint honey. By the end of 2024, there will be no products certified as organic according to the plan approved by the Provincial People's Committee.

Director of the Department of Agriculture and Environment Hoang Nhi Son shared: Many groups of plants and animals meet the conditions but do not have certified organic products because localities have not yet arranged funding to issue new certificates for identified products. On the other hand, NNHC products are assessed by users as safe products, but the cost of consulting, assessment and certification is high; organic products belong to the high-end product segment, are picky users, mainly serving the needs of customers with high incomes, so the product consumption market is not as wide and popular as the production of conventional goods. Meanwhile, the State budget only supports the first certification, so it is difficult to support the maintenance and re-issuance of certificates.

One of the reasons why organic production is affected is natural disasters, storms, floods, making it difficult for cooperatives and enterprises to recover production, business and investment. The value of organic products depends heavily on the consumption market and consumer tastes; the domestic market for organic products has not yet developed strongly. Most enterprises, cooperatives and production groups operate in the form of family businesses and have not proactively spent money to maintain certification. The linkage and self-monitoring in organic production and consumption between establishments and households are not close and there is not high consensus. Consumers' recognition and use of products that ensure food safety are still limited, and there is no distinction between certified and non-certified organic products. Some producers are not really interested in or investing in the development of organic products.

To overcome difficulties to promote organic agricultural production, the province focuses on exploiting the potential and advantages of natural conditions, safe production environment, strengthening the production - processing chain linkage between processing facilities and producers, promoting high-quality agricultural production, ensuring food safety, thereby enhancing the reputation, brand and added value of organic products. Strive to maintain and re-issue 100% of agricultural and livestock products by 2025, including: Organic tea over 5,486 hectares; newly implementing the first certification of 4,598 hectares. For citrus trees: 350 hectares; temperate fruit trees: 180 hectares; specialty rice: 220 hectares; medicinal plants: 350 hectares. For livestock products: 1,650 local yellow cows; 4,700 local black pigs; 7,000 mint honey nests.

Meo Vac is a locality with many famous products, according to Chairman of Meo Vac District People's Committee Nguyen Huy Sac shared: "The district prioritizes enterprises and cooperatives with sufficient capacity to participate in the association plan in production, preliminary processing, processing and consumption of products associated with organic certified raw material areas. Integrate capital sources, especially national target programs for implementation; propagate to people about loan policies for production and business".

Developing high-quality commodity agriculture according to the value chain is one of the three breakthroughs identified in the Resolution of the 17th Provincial Party Congress. In order to soon achieve the goals set in the "sprint" year of 2025 and promote organic agricultural production, towards green agriculture, our province mobilizes the political system from the province to the grassroots level to direct and create unity; set out tasks and solutions for serious and effective implementation, avoiding the disease of achievement. At the same time, strictly manage organic agricultural inputs such as plant and animal varieties; fertilizers; pesticides; water sources; inspect and supervise establishments producing and trading organic products; establish a product traceability system, ensuring product quality in accordance with certified standards when circulating on the market.

“The industry will strengthen the inspection of the quality of organic products under its management; conduct initial surveys and assessments of production conditions in areas expected to switch to organic production, the current processing capacity of enterprises and cooperatives; build organic production areas associated with processing facilities to ensure linkages along the production - consumption chain, strictly manage product quality and maintain organic product certification. Apply technology combined with traditional experience to produce organic products associated with the value chain for key products…” - Director of the Department of Agriculture and Environment Hoang Nhi Son added.
