Developing Lang Son UNESCO Global Geopark to become a typical model in the country and region

The Standing Committee of Lang Son province has issued Resolution No. 223-NQ/TU on preserving, embellishing and promoting the value of Lang Son UNESCO Global Geopark for the period 2025 - 2030, with a vision to 2035.

The resolution was issued to preserve, embellish and promote the value of Lang Son UNESCO Global Geopark with a synchronous infrastructure and technical facilities system; develop according to an open model, meeting the requirements of preserving cultural heritage and natural heritage of the province; rationally exploit geological, landscape and cultural values ​​to serve sustainable tourism development, attracting domestic and international tourists. The Geopark plays the role of a center for scientific research, international cooperation and association; contributes to environmental protection and promotes socio -economic fields.

Making Lang Son UNESCO Global Geopark an important driving force in the tourism and service development strategy, aiming to build tourism into a spearhead economic sector of the province. Affirming the role and position of the Park in the UNESCO Global Geopark Network and the Asia-Pacific region.

The Resolution on conservation, restoration and promotion of the value of Lang Son UNESCO Global Geopark is divided into 2 phases with specific goals.

In particular, by 2030, the goal is to preserve the value of cultural heritage and natural heritage: Implement programs and projects to research and preserve cultural heritage and natural heritage; protect the ecological environment; preserve and promote the traditional cultural identity of ethnic communities.

Organize at least 1 international research and cooperation project to assess the potential for discovering dinosaur fossils; prepare dossiers to propose ranking of relics at all levels for at least 06 sites and relic areas; have at least 1 site on the list of International Geological Heritage of the International Union of Geological Sciences (IUGS); have 80% of ranked sites and relic areas zoned for protection; 50% of ranked sites and relic areas are granted land use right certificates.

On average, each year, at least 5 relics are preserved, restored and renovated; 3 classes on intangible cultural heritage are organized. 3 nature reserves are preserved intact and gradually upgraded; all criteria are maintained according to regulations to meet the requirements at the re-evaluation of UNESCO Global Geoparks; 80% of tourist attractions and heritage sites in the UNESCO Lang Son Global Geopark region are applied digital technology in the introduction and promotion; 1 pilot program (tour) to experience and explore caves and sinkholes using virtual reality technology is developed; at least 10 pilot communes and wards are built to model the conservation, restoration and promotion of the value of UNESCO Lang Son Global Geopark.

Focus on renovating historical and cultural relics, protecting scenic spots; researching, preserving and restoring intangible cultural heritages. Invest in completing a synchronous infrastructure system, especially a convenient traffic system connecting relics and scenic spots. Complete the system of signs and directional signs to ensure security and safety requirements. 100% of the database on relics and scenic spots is digitized, effectively serving the work of conservation, restoration, tourism development, research and education.

Effectively promote the value of Lang Son UNESCO Global Geopark to serve scientific research, education, international integration and sustainable tourism development. Focus on building and completing 4 sightseeing routes with typical, unique and highly attractive tourist destinations; build 5 tourist destinations meeting ASEAN tourism standards, gradually moving towards international titles recognized by the World Tourism Organization (UNWTO). Build and put into operation the Complex Center and information centers of Lang Son UNESCO Global Geopark. Organize at least 1 international event within the framework of the UNESCO Global Geopark Network and the region; cooperate with at least 05 Geoparks in the Global Geopark Network and Geoparks of provinces in the country in preserving, promoting and promoting the value of Lang Son UNESCO Global Geopark; welcomed 6 million tourists, including 1.4 million international visitors.

Develop human resources, raise public awareness and create sustainable livelihoods for people. Regularly organize training and development programs to improve the quality of human resources serving the management of Geoparks, tourism management and staff at the grassroots level. Improve skills and expertise for workers in enterprises and households providing tourism services, contributing to creating stable livelihoods for the community. 100% of cadres, civil servants, public employees and 80% of the people are propagated and disseminated about the meaning and value of the Geopark. Ensure that 80% of schools, educational and training establishments in the province include content about the Geopark in the curriculum and education. Develop 3 sets of model tools to serve education about UNESCO Global Geoparks for all levels.

By 2035, Lang Son UNESCO Global Geopark will have invested in completing a synchronous and modern infrastructure system; imbued with the diverse cultural identities of ethnic communities; the system of natural heritage and biodiversity will be sustainably preserved; and unique and high-quality tourism products and services will be developed. Strive to prepare dossiers to propose ranking of relics at all levels for at least 8 sites and relic areas; 85% of ranked sites and relic areas will be zoned for protection; 55% of ranked sites and relic areas will be granted land use right certificates. On average, at least 6 relic sites will be preserved, restored, and restored each year; 4 classes will be organized to teach intangible cultural heritage. Implement the process and procedures to propose the preparation of 1 intangible cultural heritage dossier to request UNESCO to inscribe it on the Representative List of Intangible Cultural Heritage of Humanity; Building 20 model communes and wards in preserving, embellishing and promoting the value of Lang Son UNESCO Global Geopark.

Developing Lang Son UNESCO Global Geopark to become a typical model in the geopark system of the whole country and the region; an important driving force in the socio-economic development strategy and sustainable development of the province; a destination with a position in the UNESCO Global Geopark Network.

Build at least 10 tourist routes connecting some communes and wards in the Global Geopark area; 100% of tourist destinations and heritage sites in the UNESCO Lang Son Global Geopark area apply digital technology in the introduction and promotion work. There are 08 tourist destinations meeting ASEAN tourism standards, achieving at least 1 title recognized by the World Tourism Organization (UNWTO). Link and cooperate with at least 10 Geoparks in the Global Geopark Network and domestic geoparks to preserve, promote and develop the value of the UNESCO Lang Son Global Geopark. By 2035, welcome 9 million tourists, including 2.5 million international visitors.

All levels of education have educational programs on UNESCO Global Geoparks. Research 05 specialized training models, develop human resources in related fields. Build at least 25 startup and innovation projects for youth and women.

Ensure that 100% of officials and people in the region are regularly informed and fully aware of the value, significance and role of the Geopark. 100% of schools and educational and training establishments in the province include content about the Geopark in their teaching and education programs.

Complete the database system of Lang Son UNESCO Global Geopark; promote the application of digital technology in management and operation, effectively serving conservation, education and tourism development.

The Resolution also sets out 6 main tasks and solutions, including: Strengthening the leadership and direction of Party committees at all levels, the management and administration of the government; promoting the role of the Fatherland Front and socio-political organizations, the effective coordination of all levels and sectors in organizing the implementation of the task of preserving, embellishing and promoting the value of UNESCO Lang Son Global Geopark; Strengthening propaganda and education work, raising awareness and responsibility of all levels, sectors, socio-political organizations and people on preserving, embellishing and promoting the value of UNESCO Lang Son Global Geopark; Focusing on mobilizing, integrating and effectively using resources to preserve, embellish and promote the value of UNESCO Lang Son Global Geopark; Improving the effectiveness of state management in preserving, embellishing and promoting the value of UNESCO Lang Son Global Geopark; Improve the efficiency of conservation, exploitation and promotion of the values ​​of UNESCO Lang Son Global Geopark in association with scientific research and tourism development; Strengthen international cooperation, promote linkages in developing UNESCO Lang Son Global Geopark, actively contribute to the development of the UNESCO Global Geopark Network.
