How do families of civil servants and public employees adapt when the apparatus is reorganized?

The restructuring of the apparatus will certainly affect the work and life of every cadre, civil servant, public employee and worker. However, many people have proactively prepared, with the spirit of readiness to adapt to the upcoming shift.

Implementing the merger of Hai Phong City and Hai Duong Province, it is expected that the entire Hai Duong Province will have more than 2,500 cadres, civil servants, public employees and workers from provincial agencies moving to Hai Phong City to work. Among them, many families including both husband and wife will have to move. The merger will have a significant impact on the work and life of each family.

Having worked for nearly 20 years at the Department of Science and Technology of Hai Duong province, Ms. Phan Thi Khanh Hien is quite calm about the fact that the agency will move to Hai Phong city to serve the work of restructuring the apparatus. Her husband is working at the State Bank of Vietnam, Region 6, and every day he travels back and forth between Hai Duong and Hai Phong. Before the policy of merging provinces to streamline the apparatus and improve operational efficiency, instead of worrying, the couple proactively prepared their minds, planned to arrange their children's education, stabilize their living conditions, and were ready to adapt.

According to Ms. Hien, after the merger, the workload will be larger, the processing speed will be faster and the quality will be higher. She determined to continuously study and improve her qualifications and working skills to meet the requirements. “My family has two children, the older one is going to university this year, the younger one is in 9th grade. For now, we will still arrange to go and come back within the day. After a year, when the younger one finishes 9th grade, we plan to move to Hai Phong to live and work,” Ms. Hien shared.

Ms. Tran Thi Dao, a civil servant at the Planning and Finance Department (Department of Home Affairs), her husband works at the Department of Finance. They have proactively researched the new workplace, travel conditions and planned to arrange family time so that the merger would not be affected. Recently, taking advantage of the summer, she has taught her daughter, who has just finished 3rd grade, how to cook and clean the house to help her parents.

“For now, my husband and I will go back and forth during the day. When the new system is stable, we will consider moving closer to work and bringing our children to Hai Phong for convenient care,” said Ms. Dao.

Ms. Le Thi Hanh Phuc, who works at the Department of Culture, Sports and Tourism, also agrees with the policy of working in Hai Phong. Although her husband works in the armed forces and is often away from home, she still tries to arrange family affairs to continue working. Her family has two young children in middle and primary school, but Ms. Phuc said she is ready to integrate into the new working environment.

Despite high consensus on the policy of streamlining the apparatus to improve operational efficiency, many officials and civil servants still cannot avoid worries and concerns due to changes in working conditions, work environment, and even personal and family life.

Ms. Nguyen Thi Ngoc Anh, who works at the Provincial Youth Union's Propaganda Department, said she was mentally prepared to integrate into the new environment. However, with two young children, one about to enter grade 2 and the other about to enter grade 1, she is worried that her family time will be limited when she has to travel far. "The second child is starting grade 1 and needs time to study. If I travel every day, I'm afraid I won't be able to ensure time for my family and children," Ms. Ngoc Anh shared.

Although she agrees and is ready to comply with all the instructions of the agency's leaders, Ms. Pham Thi Dao is still worried because both her husband and she are civil servants and will soon have to change their workplace. Her two children, one about to enter 4th grade, the other in kindergarten, both need close care. "We will have to rearrange our daily activities, not to mention the additional costs of travel and daily living between the two localities," Ms. Dao said.

In the long term, Ms. Dao and her husband have considered moving closer to their workplace and bringing their child to Hai Phong for convenient care.

Understanding the concerns and worries of cadres, civil servants and public employees, the leaders of Hai Phong City and Hai Duong Province have actively researched and developed appropriate and harmonious policies between the two localities. Leaders of the two sides regularly meet and discuss to reach consensus on researching and proposing initial support policies for cadres who have to move far away; develop plans to arrange social housing and public housing for cadres, civil servants and public employees of Hai Duong Province; direct specialized agencies to review, propose upgrading and building connecting traffic routes between the two localities to facilitate travel. At the same time, the two localities have coordinated to develop criteria for arranging cadres, in which priority is given to arranging jobs suitable to their expertise and family circumstances, in order to minimize unnecessary disruptions in transfers.

Streamlining the apparatus is an inevitable trend to improve the efficiency of the political system. This is both an opportunity and a challenge for each cadre, civil servant, public employee and worker in improving the quality and efficiency of work. With appropriate support from policies and the proactive adaptation spirit of each individual, the process of reorganizing the apparatus will certainly achieve the goal: streamlining, operating effectively and efficiently.
