From today, abolish lump-sum tax for business households with revenue from 1 billion VND/year |
From June 1, 2025, Decree 70/2025/ND-CP amending and supplementing Decree 123/2020/ND-CP regulating invoices and documents officially takes effect.
According to Decree 70, all business households with revenue of 1 billion VND/year or more must use electronic invoices generated from cash registers connected to transfer data to tax authorities.
Specifically, business households that are required to apply electronic invoices include business households that sell goods and provide services directly to consumers, including shopping malls; supermarkets; retail (except for cars, motorbikes, motorcycles and other motor vehicles); food and beverage; restaurants; hotels; passenger transport services, direct support services for road transport, art services, entertainment, film screening activities, other personal services according to regulations on the Vietnamese Economic Sector System, meeting 1 of 3 criteria: business households paying taxes by the lump-sum method with annual revenue of over 1 billion VND; business households using cash registers; business households with revenue and labor scale meeting the highest level of criteria of micro-enterprises according to legal regulations on supporting small and medium-sized enterprises must implement the accounting regime and pay taxes by the declaration method.
Another subject required to apply electronic invoices generated from cash registers is business households that have registered to use electronic invoices generated from cash registers, but do not have a connection, transfer electronic data with the tax authority, have not used, or have not fully used electronic invoices generated from cash registers from 2024 or earlier.
This conversion is estimated to directly affect about 37,000 households and business individuals - those who are paying taxes according to the lump-sum method and belong to the group with large revenue.
The application of electronic invoices from cash registers is considered a step in the roadmap to modernize tax management, replace lump-sum tax and increase transparency in business operations. Households and businesses that do not properly implement regulations will be at risk of administrative sanctions, even interruption of operations due to invoices not being legally accepted.
Previously, the Tax Department said that up to now, the number of business households and individuals who have submitted tax declarations includes more than 1.975 million households paying tax in the form of lump sum; more than 6,000 households paying tax in the form of declaration. The number of business households and individuals added to management through the implementation of the business household number map is more than 61,000 households.
The average lump-sum tax rate in March 2025 is 672,300 VND/month/household, business individuals pay tax according to the lump-sum method. The average tax amount according to the declaration method in March 2025 is 4.6 million VND/month/household, business individuals pay tax.
The total accumulated state budget revenue from households and business individuals in the first 3 months of 2025 is estimated at VND 8,695 billion, reaching 27.2% of the collection task, equal to 25.7% compared to the same period in 2024.
According to the assessment of the Tax Department, the amount paid to the State budget by business households and individuals is not commensurate with the potential, accounting for only 1.5 - 2% of the total budget revenue managed by the tax authority, not meeting the set requirements.
