According to the Ministry of Education and Training , on average, nearly 2,000 children and students drown each year for various reasons. One of the reasons is that children and students lack knowledge and skills to stay safe in the water environment.
To improve the effectiveness and quality ofeducation , skills and safe swimming teaching for students, the Ministry of Education and Training has issued many projects, programs and documents to enhance education on knowledge and skills to prevent and combat drowning for students, with the key task of 2025 being to develop a safe swimming teaching program for students outside of class hours.
To complete and organize the assessment and approval of the safe swimming teaching program for students from the 2025-2026 school year, the Ministry of Education and Training organized a pilot program of safe swimming teaching at 2 schools in Bac Ninh province. The pilot program took place in June 2025.
The Ministry of Education and Training will continue to organize workshops to solicit comments from departments of education and training and experienced swimming teachers to complete the draft program, organize appraisal, approve the program and apply it in schools from the 2025-2026 school year.
The pilot program of safe swimming for students in schools aims to create a spread, attract attention, and join hands of society to accompany the education sector in implementing the movement of safe swimming and intervention solutions to prevent and combat drowning accidents for children and students.
The Ministry of Education and Training also requested that the Departments of Education and Training continue to advise the Provincial People's Committee to strengthen direction and leadership to promote tasks related to ensuring school safety and preventing drowning of children and students during the summer.
