Circular regulating the criteria for evaluating bidding documents and bidding documents for selecting investors to implement energy construction investment projects.

Circular provides detailed guidance and concretizes a number of important regulations in the selection of investors to implement energy projects using land.

Specifically: Clarifying the content in Clause 2, Article 49 of Decree No. 115/2024/ND-CP of the Government on investment efficiency assessment standards for sectors, fields and localities. This regulation is also updated according to Clause 3, Article 22 of Decree No. 56/2025/ND-CP, which is related to power development planning, power grid development plan and bidding to select investors for power projects;

Supplementing details of the content at Point m, Clause 1, Article 47 of Decree No. 115/2024/ND-CP, related to technical assessment standards when appraising investment and business plans of investors participating in the implementation of energy projects;

Issue a sample bidding document to serve as a unified basis for selecting investors to implement energy construction investment projects.

Organizations and individuals involved in bidding for project investor selection are specified in Clause 1, Article 17 of Decree No. 56/2025/ND-CP.

Organizations and individuals with activities of selecting investors to implement energy construction investment projects that are not subject to the provisions of Clause 1 of this Article may choose to apply this Circular.
