Speaking at the Congress, Comrade Tran Duy Ninh, Secretary of the Party Committee and Director of the Central Post Office, presented the Political Report for the 2020-2025 term, highlighting the outstanding achievements in Party building and the implementation of political tasks. During the past term, the Party Committee of the Post Office thoroughly grasped the resolutions of the Central Committee, closely followed the direction of the Ministry of Science and Technology , and effectively implemented professional tasks in conjunction with Party work.

During its term, the Department ensured the absolute safety of nearly 5 million KT1 postal items, 31,000 special telegrams, over 3 million calls via the 080 network, and 150 international teleconferences between Party and State leaders. The dedicated data transmission infrastructure was deployed throughout the central government to over 11,000 communes and wards, serving as a crucial foundation for digital transformation in leadership and management activities. The video conferencing system operated effectively with over 500 sessions per year, including 12 large-scale sessions with over 16,000 participants, contributing to ensuring smooth and timely information flow in all situations.
The Department has also effectively implemented network modernization projects, such as upgrading the dedicated data transmission network in 100% of provinces/cities, building the KT1 monitoring and control center, deploying a video conferencing system with 700 connection points, and developing high-level security systems - contributing to building a digital government and protecting national digital sovereignty .
On behalf of the Party Committee's Standing Committee, Comrade Bui Quang Minh, Deputy Director of the Central Post Office, affirmed the spirit of unity, innovation, and responsibility in leadership and guidance. The Standing Committee has upheld the principle of democratic centralism, effectively carried out self-criticism and criticism; and issued many thematic resolutions creating clear changes in building Party organizations, cadres, and perfecting the coordination mechanism with the Department's leadership.

Speaking at the Congress, Comrade Tran Thi Nhi Thuy, Deputy Secretary of the Party Committee of the Ministry of Science and Technology, highly appreciated the unique role of the Department in providing communication services for Party and State leaders. She emphasized the need to improve internal political security and requested the Department to continue innovating its management and network operation system towards a streamlined, efficient model that adapts to new requirements.

During the term, the Department streamlined its organizational model, merged and established new Party branches in accordance with the professional structure. In particular, Party development was emphasized, with the admission of 47 new Party members, bringing the total number of Party members to 190 (accounting for 76% of the Department's staff and employees). The percentage of Party organizations that successfully completed their tasks exceeded 80%.
The Party Committee of the Department is also one of the leading units in applying technology to Party work, implementing the "electronic Party member handbook" and the "Four Good Party Branch" model, contributing to improving the quality of Party branch activities and building a clean and strong Party organization.
The Congress received many high-quality presentations from subordinate Party branches with key contents: Modernizing the KT1 Post Office network; ensuring information security in the new context; reforming the organizational structure and developing high-quality human resources… These presentations contributed to further clarifying solutions for achieving political goals in the new term.
The Congress unanimously voted to approve the personnel plan for the Executive Committee for the 2025-2030 term, with a reasonable structure ensuring continuity and innovation. The draft Resolution of the Congress clearly defines key targets, such as: Continuing to build a clean and strong Party organization; improving the quality of postal, telegraphic, and data transmission services; ensuring 100% of cadres and Party members participate in the dissemination of resolutions; and ensuring 20% of grassroots Party organizations achieve the title of outstanding performance.
