This Decision replaces Decision No. 89/QD-BTTTT dated January 21, 2025 of the Minister of Information and Communications approving the Plan to develop the Press Law (amended).
Purpose of the Plan to develop the Press Law Project (amended): To implement the Law and Ordinance Development Program in 2025 according to Resolution No. 59/2024/UBTVQH15 dated December 11, 2024 of the National Assembly Standing Committee.
Perfecting legal regulations to institutionalize the Party and State's policies and guidelines on the press, overcoming limitations and shortcomings in current legal regulations on the press, and at the same time meeting new requirements and demands in the context of the strong and rapid development of science, technology and modern communications today.
Draft Law on Press (amended): Building a press and media complex to play a role in orienting public opinion
Ensure the consistency and synchronization of the legal system, legalize clear issues that have been tested in practice; review and clearly identify the scope of issues that need to be revised and supplemented to overcome existing shortcomings, limitations and arising problems.
Regarding requirements: The draft Law on Press (amended) must comply with the correct order and procedures of the Law on Promulgation of Legal Documents and documents detailing the implementation of the law, ensuring efficiency and progress during the implementation process.
Closely follow the proposed policy development content of the draft Law approved by the Government. In case of new policies, it is necessary to conduct an impact assessment of the newly added policies.
Assign specific responsibilities to each agency, organization, and unit; set goals and roadmap for implementing each work content; mobilize the participation of experts in the fields of law and journalism.
Broadly solicit opinions from relevant ministries, branches, localities, agencies, organizations, press agencies, experts, scientists, subjects affected by the Law and the people during the process of drafting the Law.
According to the Plan, the Press Department is assigned to preside over and coordinate with relevant agencies and units to organize the implementation of the tasks of drafting the Press Law (amended) according to the Plan, ensuring compliance with legal regulations, progress, quality and efficiency. Proactively propose and organize the implementation of necessary contents and tasks arising during the process of drafting the Law.
The Legal Department guides and coordinates with the Press Department to implement the tasks of law-making in accordance with current regulations. Coordinate with the Press Department to review the current legal system and policies related to the draft Press Law (amended).
The Department of Planning and Finance coordinates in reviewing and evaluating the implementation of policies related to the press. Allocate funds to carry out the tasks of law-making according to regulations.
The Department of Radio, Television and Electronic Information coordinates with the Department of Press to carry out the tasks of developing the Law in accordance with current regulations. Coordinates with the Department of Press to develop the draft Law on Press (amended).
The Department of International Cooperation coordinates the review and assessment of relevant international treaties to which Vietnam is a member; coordinates the research of the legal system and press policies of a number of countries in the region and the world.
The Center for Digital Transformation of Culture, Sports and Tourism and the Culture Newspaper organized communication about the draft Law on Press (amended) on the Ministry's electronic information portal and the Culture Newspaper.
Post the draft Law on Press (amended) on the Ministry's electronic information portal to collect opinions from agencies, organizations and people according to regulations, synthesize comments and send them to the Press Department to complete the dossier and report to the Minister.
