In September, storm No. 3 ( Yagi ) caused serious consequences that strongly impacted the results of the province's agricultural, forestry and fishery production targets, causing a decline in GRDP growth of the entire sector (GRDP growth of agriculture, forestry and fishery in the first 9 months increased by only 0.6%, 3.88 percentage points lower than the growth scenario, in which forestry and fishery were the sectors that suffered the most damage). Immediately after the storm, localities quickly restored production, ensuring the growth target set for 2024.

By 2024, the province aims to have a winter crop production area of over 8,000 hectares, with a total grain crop output of over 4,400 tons. Identifying this as an important commodity production season for the growth of the industry, the Department of Agriculture and Rural Development has issued a winter crop production plan in the direction of increasing the area, focusing on intensive crop production, increasing productivity and quality of agricultural products, and prioritizing the production of crops with linkages and product consumption.
Binh Duong Ward is the locality that grows the largest winter crop in Dong Trieu City with an area of 226 hectares, of which Atlantic potatoes are the main crop accounting for 155 hectares. For decades, this crop has been maintained and developed stably in the winter crop by the ward due to the association, stable product consumption and application of synchronous mechanization to reduce input production costs. Since the end of October 2024, Binh Duong farmers have actively prepared the land to grow Atlantic potatoes. In other areas, people also grow other winter crops to diversify products, making up for the damage caused by storm No. 3. Along with Binh Duong Ward, the remaining communes and wards of Dong Trieu City also focus on preparing good conditions for production early, ensuring that the winter crop area exceeds the set plan.
Ms. Hoang Thi Xinh, Deputy Head of the Economic Department of Dong Trieu City, said: Dong Trieu is one of the four localities in the province that suffered heavy damage due to storm No. 3. Therefore, implementing the winter crop in 2024, Dong Trieu City has increased the area of crops by nearly 120 hectares, bringing the total number of winter crops to 1,500 hectares and focusing on developing and expanding crops with high economic value. After completing the planting plan, the department will also send specialized staff to closely monitor the fields to grasp the situation and coordinate with communes and wards to direct people in care work as well as pest control so that crops can grow and develop stably.
With the initiative of localities, as of November 15, the whole province has planted over 6,100 hectares of winter crops (over 76% of the plan). Taking advantage of relatively favorable weather conditions, the agricultural sector and localities are continuing to direct the organization to accelerate the progress of winter crop planting in the direction of increasing intensive cultivation, spreading out the crops by planting cold-loving, short-term crops to ensure the planned area, providing enough products before and after the Lunar New Year 2025.

Aquaculture is a sector that accounts for a high proportion in the province's agricultural sector with 55% of the total growth value of the sector, but it is also the sector that suffered heavy damage from storm No. 3, leading to a sharp decrease in total output compared to the same period in 2023. Statistics in the first 10 months of 2024, the total aquatic product output reached over 143,000 tons (equal to 96% compared to the same period in 2023), of which aquatic product exploitation reached over 65,000 tons (equal to 100% compared to the same period in 2023); aquaculture reached nearly 79,000 tons (equal to 93% compared to the same period in 2023).
Faced with the damage to the people, the province and credit institutions have also quickly supported preferential loans and breeding stock to ensure re-production. In Van Don, Cam Pha, Quang Yen... many aquaculture facilities have quickly started to restore production. Up to now, about 50% of facilities in the province have planted oysters. Shrimp farming households have also restored part of the area to raise winter shrimp. Through the review of the Department of Fisheries (Department of Agriculture and Rural Development), currently the whole province has about 30% of shrimp farming facilities qualified to raise winter shrimp and this will also be a lifeline for the aquaculture industry in the last months of the year.
In the remaining areas such as: Animal husbandry, forestry, the Department of Agriculture and Rural Development has been coordinating with localities to guide livestock farmers and livestock enterprises to actively renovate and repair barns, clean the environment, and overcome damage after storms to quickly restore and increase herds to ensure the supply of consumer demand at the end of the year. At the same time, it has guided people to implement measures to handle and exploit damaged forests and restore and replant forests after natural disasters.
Mr. Nguyen Minh Son, Director of the Department of Agriculture and Rural Development, said: Although the whole industry has taken advantage of every opportunity to promote growth, the consequences of storm No. 3 are likely to last long, affecting production activities in the coming time. Therefore, the forecasted growth rate of GRDP of agriculture, forestry and fishery in 2024 will only increase by 0.04% (almost no growth compared to 2023) and is expected to increase by only 0.07% in 2025 (almost no growth compared to 2024 and only about 0.11% compared to 2023), showing the difficult situation in the coming time. Therefore, in the forestry sector, the industry will also review seed sources, seedling supply capacity and demand in the province to develop production and reforestation plans. Regarding fisheries, the focus is to urgently concretize important plans for the 2021-2030 period, with a vision to 2050 approved by the Government, including: Quang Ninh Provincial Planning, Marine Spatial Planning, Aquatic Resources Protection and Exploitation Planning, Fishing Port Planning, and Storm Shelter Areas for Fishing Vessels.
