
Raising awareness and improving business compliance capacity
In the context of many violations of the law on business responsibility, especially related to product quality and consumer rights protection, the need to raise awareness and synchronously deploy measures to ensure responsible business practices is increasingly urgent.
Speaking at the opening of the conference, Dr. Nguyen Nhu Quynh, Director of the Legal Department ( Ministry of Science and Technology ) emphasized: As a state management agency, the Ministry of Science and Technology pays special attention to perfecting legal policies, as well as implementing principles and standards to ensure that enterprises properly fulfill their responsibilities in production and business activities, especially in the science and technology enterprise sector.

Sharing at the conference, Dr. Nguyen Nhu Ha, Deputy Director of the Department of Legal Affairs ( Ministry of Education and Training ), a research expert on responsible business practices and innovation, cited: “An agricultural enterprise invests in research and development of a type of organic microbial fertilizer from agricultural waste. This R&D process complies with the principles of the Law on Science, Technology and Innovation because it comes from practical needs (reducing pollution, developing clean agriculture), serving socio-economic development and environmental protection. The final product not only brings economic benefits but also contributes to sustainable agriculture”.
Dr. Nguyen Nhu Ha emphasized that the requirement for responsible business practices goes hand in hand with the goal of ensuring that business activities not only serve the interests of the enterprise but also contribute positively to the community, protect the environment and promote sustainable development.
Perfecting legal policies and promoting sustainable development
An important content at the conference is to disseminate the National Action Program to improve policies and laws to promote responsible business practices in Vietnam for the period 2023-2027 (issued with Decision No. 843/QD-TTg dated July 14, 2023 with 5 specific goals.

These are: Raising awareness and capacity of state agencies, businesses and the community; Ensuring that the State promulgates policies and laws on responsible business practices in accordance with international commitments; developing priority and incentive measures for businesses to practice responsible business; ensuring that businesses comply with legal regulations on responsible business practices; encouraging businesses to practice responsible business above the minimum level prescribed by law; improving the effectiveness and quality of law enforcement related to responsible business practices of businesses in Vietnam; perfecting sanctions to handle violations related to responsible business practices in Vietnam.
Dr. Luu Huong Ly, representative of the Department of Civil and Economic Law (Ministry of Justice), analyzed: "Responsible business does not stop at complying with the law, but also requires businesses to proactively assess risks, prevent, minimize and overcome negative impacts on people, society and the environment."
The conference also mentioned important new points of the Law on Science, Technology and Innovation, which will take effect from October 1, 2025.

According to Dr. Nguyen Nhu Quynh, the Law institutionalizes the spirit of Resolution 57-NQ/TW dated December 22, 2024, for the first time including “innovation” in the law, on par with “science and technology”. The training conference on policies and laws on responsible business practices will be held again in Ho Chi Minh City in the coming time.
