Mr. Cong said: After completing the procedures, I received the monthly unemployment benefits. Although not much, the amount of money helped me have more money to cover my living expenses when I was unemployed. Along with that, I also received advice from the Employment Service Center and was introduced to a new job that suited my qualifications and needs, so that I could soon return to the labor market.
From the beginning of the year to the end of July 2025, the Employment Service Center (Department of Home Affairs) received over 8,500 applications for unemployment benefits. Of which, 8,086 people had decisions to receive unemployment benefits. The number of people receiving job counseling and referrals was nearly 26,000 people... To facilitate workers to quickly access unemployment insurance policies, the Employment Service Center has stepped up propaganda and guidance for workers to submit applications for unemployment benefits directly at the Center; via the National Public Service Portal. At the same time, consultation and guidance are provided via phone, Facebook, Zalo... The reception and settlement of unemployment insurance policies are ensured according to the 3-right principle: Right subjects, right policies and right time. Mr. Le Van Con, Director of the Employment Service Center, said: In addition to handling documents and procedures for workers to enjoy policies in the fastest way, the Center also helps unemployed workers return to the labor market soon by providing in-depth consultation and introducing suitable jobs to workers. Information on vacant jobs, recruitment needs of businesses, benefits, salaries, and bonuses of businesses... are introduced so that workers can grasp, learn and choose a job that suits their abilities, capacities, and qualifications.
Along with resolving benefits and policies for employees receiving unemployment insurance benefits, the relevant agencies need to strengthen control and avoid acts of taking advantage of policies for personal gain. According to information from the provincial Social Insurance agency, through the process of receiving monthly unemployment benefits for employees, there were cases where employees incorrectly declared their employment status to receive unemployment benefits even though they had new jobs. Only when the enterprise reported the increase in the number of people paying social insurance and unemployment insurance did the social insurance agency review and discover this violation. In the first 6 months of 2025, 7 employees had their unemployment benefits revoked with a total amount of nearly 30 million VND. The above reality requires that, along with resolving benefits and policies for employees receiving unemployment insurance benefits, the relevant agencies need to strengthen control and avoid acts of taking advantage of policies for personal gain.
According to the provisions of the Law on Employment, during the period of not finding a new job, employees are entitled to monthly unemployment benefits equal to 60% of the average monthly salary for unemployment insurance contributions of the 6 consecutive months before unemployment, but not exceeding 5 times the basic salary for employees subject to the salary regime prescribed by the State, or not exceeding 5 times the regional minimum wage as prescribed by the Labor Code for employees paying unemployment insurance according to the salary regime, decided by the employer at the time of termination of the labor contract or employment contract. In addition, employees are also supported with job counseling and referral; vocational training support; training support, fostering, and improving vocational skills to maintain employment for employees. To prevent the behavior of profiteering from unemployment insurance, during the process of receiving unemployment benefit applications, the staff of the Employment Service Center regularly reminds and propagates so that workers proactively declare the termination of unemployment benefits when finding a new job. At the same time, coordinate with the Provincial Social Insurance to review and identify cases that have found a new job but are still receiving unemployment benefits to advise and issue decisions to terminate and recover the amount of benefits received in violation of regulations...
In reality, there are still cases of enterprises being slow to pay or having outstanding social insurance, health insurance, and unemployment insurance, leading to delays in employees enjoying unemployment insurance policies... Therefore, authorities need to strengthen inspection and urge enterprises to pay unemployment insurance in accordance with regulations, ensuring the legitimate rights and interests of employees.
