Synchronously implement solutions to ensure growth targets

On July 8, Mr. Dang Ngoc Hau, Vice Chairman of the Provincial People's Committee chaired a meeting with the Departments of Finance, Agriculture and Environment, Industry and Trade, Construction, Culture - Sports and Tourism, and the Provincial Statistics Office on the results of the growth scenario in the first 6 months of the year, and discussed solutions to ensure the growth target for the last 6 months of 2025.

The Vice Chairman of the Provincial People's Committee worked with departments on the growth scenario for 2025.

Resolution No. 25/NQ-CP dated February 5, 2025 of the Government on growth targets for sectors, fields and localities ensures that the national growth target in 2025 reaches 8% or more. According to the draft report on the implementation results of the growth scenario for the first 6 months of 2025 of Son La province, the total comparable product in the province (GRDP) at 2010 comparable prices is estimated at 16,541 billion VND, an increase of 8.76% over the same period. Of which, the agriculture, forestry and fishery sector increased by 7.92%; industry - construction increased by 11.83%...

The 6-month GRDP growth rate basically reached the growth scenario target (the scenario was 8.9%). This is a fairly good growth rate, ranking 5th out of 14 provinces in the Northern Midlands and Mountains region and 19th out of 63 provinces and cities nationwide. (Before July 1, 2025, when provinces and cities had not yet been merged)

Delegates discussed and pointed out that the reason for not achieving the set growth target was that in the first months of the year, large hydropower plants stored water for the dry season and regulated water downstream to serve the Hoa Binh Hydropower Expansion Project, affecting the electricity production industry. The disbursement of public investment capital in the province was still slow, not meeting the set requirements; the attraction of non-budget projects in the province had positive changes, but not commensurate with the potential and advantages...

To achieve the growth scenario target, comrade Dang Ngoc Hau suggested that departments and branches focus on synchronously developing growth drivers in all sectors and fields, focusing on new growth factors and drivers; associated with economic restructuring, innovation of growth model, improving productivity, quality and competitiveness of the province. In particular, according to functions and tasks, departments focus on speeding up the review of the planning system to suit the 2-level local government model, especially for the provincial planning and the general planning for construction of 75 communes and wards, serving the work of attracting investment and implementing construction investment projects in the area; focusing on building a production - consumption linkage chain, promoting deep processing; promoting tourism promotion...

Requesting departments and branches to proactively coordinate and consolidate 5 working groups of the Provincial People's Committee on inspecting, urging budget collection and promoting disbursement of public investment capital in 2025; promoting investment attraction for new projects in the direction of accompanying investors from the preparation stage to land allocation. The General Statistics Office continues to coordinate with branches to update data promptly and accurately, serving the management and development policy making.
