Current status of urban water quality management

Đảng Cộng SảnĐảng Cộng Sản16/12/2023

The data presented in the introductory report of the Discussion shows that: Currently, the national urbanization rate is 41%, with 883 urban areas. By June 2023, the whole country has about 4,500 water supply systems for both urban and rural areas with a capacity of up to about 11 million m3, exploiting about 8.3 million m3 daily, mainly focusing on exploiting surface water sources at 87% and groundwater at 13%...

However, according to the statement of Associate Professor, Dr. Bui Thi An - Former Member of the 13th National Assembly , Director of the Institute of Natural Resources, Environment and Community Development, many urban areas are facing concerns about the quality of domestic water. Although there are standards on water quality, compliance with these standards is still open.

Also commenting on the quality of domestic water in urban areas, Associate Professor, Dr. Pham Ngoc Chau said that the water supply for urban areas, especially Hanoi, is very difficult. The risk of contamination of microorganisms in the domestic water system will have extremely serious consequences, such as causing cholera, diarrhea, etc.

Referring to solutions to improve the quality of domestic water in urban areas in the coming time, Mr. Nguyen Van Ve, Vice President of the Vietnam Clean Water and Environment Association, said that it is necessary to first review and supplement the current legal corridor and policy mechanisms on urban water supply to serve as a basis for regulating all behaviors related to urban water supply; in which, it is necessary to soon develop and promulgate the Law on Water Supply and Drainage. At the same time, in the long term, urban water supply planning must be associated with urban technical infrastructure development planning; it is necessary to study and complete the system of regulations, standards, and technical economic norms in accordance with the current level of science and technology. Complete the financial and investment mechanisms, mechanisms, and policies for socialization of urban water supply; implement decentralization of management to localities; strengthen inspection and examination of urban water supply activities (pre-inspection, post-inspection); coordination mechanism for management, information sharing and development of inter-regional water supply technical infrastructure systems, etc.

The seminar “Current status of urban water quality management” has received many opinions from managers, scientists, and experts in the field of environmental resources and life. Opinions at the seminar will be collected and sent to management levels and specialized agencies to supplement and perfect mechanisms, policies, and laws on environmental resources, including the current management of urban water quality./.
