After listening to the opinions of Deputy Prime Ministers, leaders of central ministries and branches and delegates attending the meeting, Prime Minister Pham Minh Chinh requested the Ministry of Finance to absorb valid opinions to supplement and complete the draft Report on the socio-economic situation in April and the first 4 months of 2025.

Emphasizing some additional contents to continue perfecting the report, the delegates all agreed to assess the direction and administration of the Government and the Prime Minister in April and the first 4 months of the year as very positive, drastic, closely following the situation, with a huge workload, issuing many decrees, resolutions, decisions, directives, telegrams...; ensuring flexibility, efficiency, basically achieving the set requirements and goals.

However, the Prime Minister said that ministries, branches and localities also need to further promote the spirit of initiative and creativity, focusing on removing existing difficulties and obstacles. From the practical implementation of tasks, the Prime Minister emphasized a number of important lessons such as closely following the situation, responding to policies promptly, flexibly, appropriately and effectively; promoting the highest sense of responsibility, daring to think, daring to do, daring to innovate, daring to take responsibility for the common good.

Regarding tasks and solutions in the coming time, the Prime Minister stated that ministries, branches and localities continue to resolutely focus on implementing tasks and solutions to promote growth in the context of many difficulties and challenges in the world economy; ensure the implementation of growth targets set out in resolutions, conclusions and directions of the Central Committee, Politburo, National Assembly and Government; focus on both renewing traditional growth drivers and promoting new growth drivers.

Promote the implementation of national target programs on the basis of promoting decentralization and delegation of power to localities. Effectively implement preferential visa policies to attract international visitors to Vietnam in the spirit of expanding the area and expanding the target audience. The Ministry of Industry and Trade will soon submit the content of the domestic stimulus program. Ensure electricity, avoid power shortages in all situations.

At the same time, it is necessary to prepare well the contents to serve the 9th Session of the 15th National Assembly with a large number of projects, draft laws, resolutions... Focus on allocating resources to effectively implement the resolutions of the Central Committee, the Politburo, especially Resolution 57 of the Politburo on breakthroughs in science and technology development, innovation, digital transformation and Resolution 59 of the Politburo on international integration in the new situation. Proactively propose and complete negotiation plans with the United States regarding reciprocal taxes.

At the same time, promote solutions to increase revenue, thoroughly save expenditure; proactively expand the revenue base, collect correctly, fully and promptly. Implement flexible and effective monetary policies; harmoniously, reasonably and effectively combine monetary and fiscal policies, promote public investment disbursement. Promote administrative reform, promptly remove difficulties for production and business.

The Prime Minister noted that the Ministry of Education and Training should focus more on comprehensive innovation in education and training; develop ethnic boarding schools; promote foreign language training, especially English; and increase socialization to develop universities.

The Prime Minister also requested effective mechanisms to handle and resolve projects with violations, backlogs, and delays. Synchronously and effectively implement solutions to implement the program to eliminate temporary and dilapidated houses.
