Many difficulties and problems

After more than 2 years of construction, Son My 1 Industrial Park, located in Son My commune, Ham Tan district, invested by Son My Industrial Park Infrastructure Investment, Construction and Business Company Limited (IPICO Company), is still an empty lot surrounded by steel walls.

Son My 1 Industrial Park has a total investment of VND 2,300 billion, with an area of ​​1,070 hectares, planned by the Government to invest in building Son My Power Center, including Son My 1 Power Plant, Son My 2 Power Plant with a capacity of 4,500 MW and LNG Gas Port Warehouse attached to Son My General Port.

According to the Binh Thuan Industrial Park Management Board, after being allocated land for the first time by the Provincial People's Committee on August 10, 2022 with an area of ​​over 76 hectares, the investor started construction on August 30, 2022.

However, the project has not yet been implemented because the work of determining financial obligations for the above area has not been completed, so the land lease contract and on-site land allocation have not been signed.

Mr. Khuong Chung Thuy, General Director of IPICO Company, said that the compensation and site clearance work in phase 1 is 375 hectares, and the inventory and legal determination have been completed. This November, the unit will complete the procedures to develop a compensation plan so that by 2025, the investor can synchronously implement the construction of infrastructure.

"There are also certain difficulties. I hope Binh Thuan province and relevant departments will continue to support the company to continue reviewing and inventorying the remaining area according to the new Land Law. This is a favorable condition for us to shorten the compensation time. When there is a price and compensation options, we will apply them to facilitate implementation and infrastructure construction. By 2025 and 2026, we will meet the land allocation plan for investors," said Mr. Khuong Chung Thuy.

Like Son My 1 Industrial Park, Tan Duc Industrial Park still has 7.3 hectares/33 residential land and agricultural land records in residential areas that have not been appraised and land prices approved for compensation and clearance; there are 40 records/33.77 hectares/39.27 billion VND that have been approved for compensation plans, but households have not agreed to receive money and hand over the land, which has affected the progress of project implementation.

Tan Duc Industrial Park is invested by Sonadezi Binh Thuan Joint Stock Company with an area of ​​300 hectares. Up to now, the investor has leveled about 170 hectares/208.76 hectares, and is currently continuing to construct the system of traffic routes, rainwater drainage system and wastewater drainage system of the routes...

According to Mr. Dinh Ngoc Thuan, General Director of Sonadezi Binh Thuan Joint Stock Company, when the investor received the site, construction began in early May 2024. Up to now, a total of about 12 bid packages with a total construction value of nearly 300 billion VND are being implemented throughout the industrial park. However, the project implementation process also encountered difficulties.

"There are also certain difficulties. I hope Binh Thuan province and the relevant departments will continue to support the company to continue reviewing and inventorying the remaining area according to the new Land Law. When the ground is blocked, it is impossible to dig this canal, so the entire water basin here when we work will be discharged directly here to the people's houses" - Mr. Dinh Ngoc Thuan said.

As for Son My 2 Industrial Park - Phase 1, the Prime Minister approved the project investment policy for Dong Sai Gon Industrial Investment and Development Joint Stock Company with a scale of over 468 hectares in August 2023. Currently, the investor is still coordinating with the Departments to carry out legal procedures.

Speed ​​up compensation and site clearance progress

To resolve the difficulties and problems of Tan Duc Industrial Park, the People's Committee of Binh Thuan province assigned the Department of Natural Resources and Environment to review and guide Sonadezi Binh Thuan Joint Stock Company to carry out the procedures for land lease for the second phase with an area of ​​over 240,455 m² according to regulations so that the Company can continue to implement the construction of the industrial park infrastructure; assigned the People's Committee of Ham Tan district to urgently approve specific land prices for compensation and site clearance of the remaining area (residential land and agricultural land in residential areas) according to the instructions of the Department of Natural Resources and Environment.

Mr. Nguyen Hong Hai, Vice Chairman of the Provincial People's Committee added: "Some contents in agricultural land that some cases have met the conditions, we have also reviewed all related policies for the people, if the people do not support, we will organize enforcement. I suggest Ham Tan district focus on doing it soon".

Regarding the difficulties and obstacles of Son My 1 Industrial Park, the Provincial People's Committee is directing departments and localities to focus on resolving the above-mentioned obstacles. In particular, Ham Tan district is focusing on directing the acceleration of the progress of compensation and clearance work according to the approved land use plan of Son My 1 Industrial Park until 2025 of 375 hectares, to arrange for the Son My Power Center project (about 220 hectares), the LNG Liquefied Gas Port Warehouse project (about 51 hectares) and traffic infrastructure items, operating houses, water supply and wastewater treatment plants.

Mr. Lam Van Quy, Deputy Head of Binh Thuan Industrial Park Management Board, said that the unit is coordinating with the Department of Construction and IPICO Company to speed up the progress of local adjustments to the general planning for the construction of Son My Service Industrial Complex and the construction zoning plan of Son My 1 Industrial Park according to the direction of the Provincial People's Committee.

"The most important issue to speed up the progress of this project is to speed up the land price as soon as possible, trying to finish it by November to apply the price. Secondly, to hand over more than 76 hectares of land as soon as possible, this is the responsibility of the Department of Natural Resources and Environment, also trying to do it soon so that the unit can start construction, because it has been started for 2 years but has not been handed over yet. The third thing is to update the planning and land use plan for the raw water pipeline leading to the industrial park so that the unit can prepare for investment work," said Mr. Lam Van Quy.

During a field trip to industrial parks in Ham Tan district in mid-October, Mr. Nguyen Hoai Anh, Secretary of the Binh Thuan Provincial Party Committee, said that creating more infrastructure to attract investors to invest in Binh Thuan is very important. If industry develops, especially the energy processing and manufacturing industry, it will create great material values ​​for society, contributing to increasing the local budget revenue. Therefore, the province needs to pay close attention in the planning process as well as the implementation of projects and industrial parks in the area.
