On the morning of May 26, Tien Hai District People's Committee coordinated with the Department of Labor, War Invalids and Social Affairs to organize a training conference to improve the capacity of members of the council to determine the level of disability in communes and towns in 2023.

At the training session, experts from the Department of Labor, War Invalids and Social Affairs conveyed and guided the determination of disability levels, procedures, records, order and organization hierarchy for implementation according to Circular No. 01 dated January 2, 2019 of the Ministry of Labor, War Invalids and Social Affairs . The Circular consists of 5 chapters and 15 articles, fully and comprehensively institutionalizing the viewpoints, guidelines and policies of the Party and State on people with disabilities and social assistance beneficiaries in order to create a legal environment, conditions and equal opportunities when implementing policies for social protection beneficiaries.
Circular No. 01 has been implemented for 5 years. However, there have been many difficulties in the implementation process. At the conference, members of the council for determining the level of disability of communes and towns discussed and exchanged difficulties in implementation at the grassroots level; tricks of some subjects to take advantage of the State's social policies and proposed some solutions to overcome difficulties.
The training conference not only helps to strengthen and improve the capacity when conducting appraisal and approval of records for members of the council to determine the level of disability of communes and towns, but also demonstrates the timely attention of all levels and sectors to ensure proper implementation of the policies of the Party and State.
